환경 친화적 옥외조명과 조명이 생태계(식물)에 미치는 영향에 대한 연구

Abstract

과학기술의 발달에 따라 도시환경에서 야간조명의 역할이 증대되고 있다. 또한 도시의 이미지 제고를 위한 경관조명의 설치 또한 증대되고 있는 실정이다. 물론 이런 조명의 역할론 에서는 도시의 이미지가 상승하는 경제학적 이익을 발생할 수 있다. 하지만, 옥외조명과 경관조명의 설치 및 계획함 있어 고려하여야 할 빛 공해 및 주변 환경과 생태계에 대한 세밀한 인식 또한 중요한 요소로 꼽을 수 있다. 앞서 언급하였듯이 옥외조명 이나, 경관조명의 설치 계획에 있어 무분별하고 부적절한 계획으로 인해 강한 빛을 발산하는 상업시설 및 부적절한 광공해를 발생시키는 옥외조명 등이 만연하고 있는 것이 현실이다. 이에 본 연구에서는 옥외조명의 악 영향으로 경관조명이 생태계에 미치는 영향을 분석 기술하였다. 특히 생태계 중 식물에 미치는 영향을 중점 분석하였으며, 본 연구결과 옥외 경관조명은 도시 및 주변의 아름다운 경관과 이미지 제고를 위한 필수적인 요소라는 관점에서는 이의가 없지만, 우리가 사는 환경의 생태계 보전이라는 인식에서는 그 사용과 설계 및 설치에 정책적인 보완과 정비의 필요성을 인식할 수 있었다. 아울러 옥외 경관조명의 무분별한 설계 및 설치에 따른 생태계의 악 영향에 관하여 일부의 시민단체에서만 목소리를 높이고 있을 뿐 전국적인 자성의 목소리는 아직 미비하다. 비록 작지만 조금씩 움직이는 시민사회의 움직임에도 아랑곳하지 않은 채 정부 및 지자체 당국에서는 경관의 이미지를 위해 환경에 대한 고려는 뒷전에 둔 채 말뿐인 환경조명 사업을 계속 진행 중인 것으로 파악되었으며, 더욱 더 긴요한 당국과의 협조와 조명 관련 회사들의 환경 정책적 지원이 필요한 시점이다. 또한 보다 나은 생태환경 조성을 위하여 전 국민적인 참여가 요구되는 바이다.; As scientific technology develops, there exists the increasing importance of night lighting in urban environment. In addition, it is also true that there is the increasing number of outdoor decoration lighting fixtures in order to improve the image of cities. It goes without saying that from the perspective of the role of lighting, lighting creates economic profits in terms of improved urban images. However, as one of important factors, we can point out careful recognition of light pollution (or luminous pollution), neighboring environment and ecosystems which we should take into consideration in installing exterior illumination and outdoor decoration lighting. As mentioned above, because of thoughtless and inappropriate installation planning of exterior illumination and/or outdoor decoration lighting, it has become the reality that exterior illumination and commercial facilities which radiate strong light and create light pollution are spread. This study is analyzing that the outdoor decoration lighting causing by the negative influence on exterior illumination affects on ecosystem, particularly focusing on its influence on plants among other ecosystems. As a result of the study, while there is no objection to the fact that outdoor decoration lighting is a necessary factor in enhancing the beauty of landscape and the image of cities and neighboring areas, we could recognize the necessity of political complements and arrangements for using, designing and installing the lighting. Moreover, even if there are the higher voices of some civil organizations regarding the negative influence on the thoughtless designing and installing of outdoor decoration lighting on the ecosystem, there is still lack of nation-wide interest in it. It was grasped that the government and local authorities without regarding the movements of civic society moving slowly and constantly are promoting the business of the environmental lighting for spectacle's image continuously without considering the environment, and now cooperation of authorities and environment-political support of company concerned with the lighting is necessary more and more. In addition, in order to create better eco-environment, nation-wide participation is required.
