태양광 발전사업의 경제적 타당성에 관한 연구

Abstract

21세기 에너지 전생시대에 들어와서 화석에너지의 고갈과 함께 지구의 환경문제가 심각하게 대두되고 있다. 이러한 징후는 지구촌 곳곳에서 기상이변, 자연재해 등으로 나타나고 있고, 이러한 현상들은 인류의 생활에 직접적인 영향을 미치고 있으며, 인명, 재산 등에 막대한 피해를 입히고 있다. 우리나라는 현재 온실가스 배출량 및 에너지 사용량이 세계 10위 이내의 국가로 온실가스 감축이 의무화될 전망이며, 이를 이행하지 못할 경우 환경 파괴는 물론 2005년 발효된 교토의정서로 인한 강대국들의 외교적, 경제적 압력으로 국내 산업 및 모든 분야에서 상당한 영향이 있을 것으로 예상되고 있다. 이러한 심각성을 깨달아 정부차원에서 신재생에너지 개발에 심혈을 기울이고 있고, 여러 가지 연구과제 시행 등과 함께 2003년 제정된 ‘제 2차 신재생에너지 기술개발 및 이용?보급 기본계획’을 바탕으로 여러 대책을 체계적으로 추진하고 있으며, 정부에서는 2011년까지 국내 총에너지 소비의 5%를 신재생에너지로 충당하기 위해 중장기 목표하에 매년 막대한 비용을 신재생에너지 기술개발 및 보급에 투입하고 있다. 신재생 에너지중 태양광발전설비는 전력전송 인프라불필요, 무한정 에너지자원, 저렴한 유지비용 및 무소음, 무공해 등의 친환경적이며 반영구적 사용성 등으로 태양이 비추는 곳이면 어디든지 간단히 설치하여 전력을 생산하기 때문에 미래 에너지원으로 각광을 받고 있다. 따라서, 태양광사업의 경제적 타당성에 대하여 분석을 하여 이를 바탕으로 태양광 사업을 널리 보급하는데 목적을 두고자 한다.; Now, in 21century, the problem of earth environment is being raised seriously. Korea government efforts to meet the situation and has their heart in development of renewable energy. Korea government promotes 'The 2nd, The Technology Development of Renewable Energy and The Plans of Renewable Energy Use & Supply' that established in 2003 and takes aim 5% of domestic whole energy consumption at the renewable energy consumption. So, Korea government invests vast fund. Among them, the photovoltaic generating facilities are spotlighted as future energy sources because they are unlimited, requiring no electric transmission infrastructures, while being maintained at lower cost. This noiseless, pollution-free, environmental-friendly and semi-permanent energy resource can be obtained from the facilities constructed at anyplace where the sun shines. The photovoltaic generating facilities are increasing world- wide, and as more and more such facilities are being constructed in the United States, Japan and Europe, the supply of photovoltaic cells falls short of their demands in the world markets. Therefore, the purpose is to promote the PV generation business through economical efficiency analysis.
