장애인 복지시설의 유니버설 디자인에 관한 연구

Abstract

This study aims to make welfare center to provide various functions to the society through universal design plan on outdoor areas of welfare centers for disabled. The study presented design standard to attempt changes into an universal space and presented its possibility by drawing basic plans in sample area. It was planned to provide resting place to the general public as well as resting, healing and playing area for disabled where resting and playing spaces are in one space. Also, universal design standard was presented and designed taking into account spaces, facilities, environments so that physical and metal heal programs on disabled can be performed in outdoor areas. The design standard and design plans presented in this study are processed in the following standards and methods. First, it should be an area familiar and without reservation from disabled and healthy, and various types of spaces should be created for them to associated in the space. The plan was prepared by dividing broadly into entrance and resting area, living and themed space, recreation area. Each space is planned to provide fair use and flexible use among universal design principles so that each space is naturally harmonized and fair space to anyone. Secondly, each facility is designed to meet the standard set according to universal design principle and related laws and regulations. The study presented detailed standards on pagoda, benches, drinking fountain, raised blocks being used as major facilities in each space. This was obtained based on the standard for installing facilities presented by laws related with disabled and fair use, flexible use, simple usage, recognizable information, tolerance towards mistakes, minimizing physical movements, size and space for access and use which are principles of universal design. It aims to provide practical convenience in using the facilities and not just being simple spaces by presenting detailed standards before drafting. Third, materials and planting, colors should be considered when planning space and facilities. There requires consideration on environmental factors meeting with the characteristics of space since the user creates the image of each space through colors and materials and surrounding natural environments being displayed in that space. Things to consider when selecting plants, review on materials that are green, safe and feels good to use, and increased depth on space design through selecting colors suitable for the environment through reviewing on the characteristics of colors. This study also performed planning on facilities and surrounding environmental factors as well as composition of space to become a space where disabled and normal person can harmonize and not plans for just simple outdoor space in welfare center for disabled. Therefore, it can be an useful data when planning for outdoor space through universal design in the future. However, this study produced and planned design standard only through related regulations and universal design principles. It lacks studies on space and facilities that actually satisfies and preferred by disabled. The study was limited since it did not study spaces preferred by disabled and problems of space in detail in terms of plans for outdoor spaces for current welfare center for disabled through surveys or analysis on drafts. There needs to compliment design standard by conducting additional studies on disabled and welfare facilities in future studies.; 본 연구는 장애인 복지시설 옥외공간에 대한 유니버설 디자인 계획을 통해 복지시설이 사회에 다양한 기능을 제공할 수 있도록 하고자 한다. 유니버설 공간으로의 변화를 시도하기 위해 설계기준을 제시하고 사례 지역에 기본 설계를 하여 그 가능성을 제시하였다. 장애인의 휴식, 치유, 놀이 공간인 동시에 일반인들에게 휴식을 제공하기 위해서 휴식과 놀이의 공간이 함께 어우러질 수 있도록 계획하였다. 또한 장애인들이 시설 옥외공간에서 자연스럽게 신체적, 정신적 치유 프로그램을 진행 할 수 있도록 공간, 시설, 환경면에서 유니버설 다자인 설계기준을 제시하고 그에 따라 설계하였다.. 본 연구에서 제시하는 설계 기준 및 설계 계획은 다음과 같은 기준과 방식으로 진행되었다. 첫째, 장애인 및 비장애인 모두에게 거부감이 없고 친숙한 공간이 되어야 하며, 공간속에서 자연스럽게 어울릴 수 있도록 다양한 성격의 공간이 조성되어야 한다. 본 계획에서는 크게 진입 및 휴게공간, 생태 및 테마공간, 레크레이션 공간으로 나누어 계획하였다. 각각의 공간은 유니버설 디자인 원리 중 공평한 사용과 사용에 있어서 유연성을 제공하기 위해 각각의 공간이 자연스럽게 융화될 수 있도록 계획하고 누구에게나 공평한 공간이 되도록 디자인하였다. 둘째, 각각에 배치될 시설은 법규와 유니버설 디자인 원리에 따라 설계기준을 세우고 그에 부합하게 디자인되어야 한다는 것이다. 각 공간에 대해 주요 시설로 들어가는 파고라, 벤치, 음수대, 작업대, 점자블록 등에 대한 세부기준을 제시하였다. 이는 장애인 관련 법규에서 제시하고 있는 시설 설치 기준과 유니버설 디자인 원리인 공평한 사용, 사용의 유연성, 단순한 사용법, 인지 가능한 정보, 실수에 대한 포용, 신체 움직임의 최소, 접근과 사용이 가능한 크기와 공간을 기준으로 하여 도출하였다. 설계에 앞서 세부기준을 제시함으로써 단순한 공간제시에서 그치지 않고 시설을 이용함에 있어 실질적인 편의를 제공하고자 하였다. 셋째, 공간과 시설을 계획 하는데 있어, 각각을 구성할 재료 및 식재, 색상 등에 관한 고려를 함께 진행해야 한다. 각각의 공간은 그 공간에 나타나는 색상과 재료 및 주변 자연환경을 통해서 이용자가 공간의 이미지를 형성하기 때문에 공간에 성격에 맞는 환경요소에 대한 고려가 필요하다. 식재 선택 시 고려사항, 친환경적이고 안전하며 사용감이 좋은 재료에 대한 검토, 색상의 성격 검토를 통한 환경에 알맞은 색상 도출 작업을 실시하여 공간 디자인에 대한 완성도를 높였다. 본 연구는 장애 복지시설의 단순한 옥외 공간 계획이 아닌 장애인과 비장애인 모두가 융합할 수 있는 공간으로 거듭나기 위해서 공간구성 뿐 아니라 시설과 주변 환경요소에 대한 계획을 함께 실시하였다. 따라서 향후 유니버설 디자인을 통한 옥외 공간 계획 시 유용한 자료로 활용될 수 있을 것이다. 하지만 본 연구는 법규와 유니버설 디자인원리만을 통해 설계기준을 도출하고 계획하였다. 실제 장애인들이 선호하고 만족스러워하는 공간과 시설에 대한 연구가 부족하였다. 설문조사나 도면분석을 통해 현재 장애인 복지시설 옥외 공간계획의 내용에 있어서 장애인 선호공간이나 공간의 문제점에 대하여 구체적으로 조사하지 못한 부분이 한계로 남는다. 향후 연구에 있어서는 장애인 및 복지시설에 대한 연구가 추가적으로 진행되어 설계기준을 보충할 필요가 있다.
