해외 민자발전 플랜트 운영사업의 전력구매계약에서 리스크 저감에 대한 연구

Abstract

국내 전력시장 성장률은 2015년 이후 0.3 % 이하의 낮은 증가로 예측되며, 해외에서는 전력부족을 격고 있는 신흥 개발 국가의 전력산업이 뚜렷한 상승세를 유지하고 있다. 국내 전력산업 운용기술은 세계 최고 수준을 보유하고 있고, 정부 또한 공기업 등의 해외사업 촉진에 관한 규정을 제정하여 적극적인 해외사업 추진 환경을 조성하여 해외 민자발전 사업추진이 활기를 띄고 있다. 발전사업은 대규모 설비투자 산업이며, 설비 준공 후 20~30년간 장기간에 걸쳐서 투자비를 회수하여야 함으로 설비의 운영과정에서 전력수요의 변화에 대한 설비 운영형태, 물가변동, 연료비 변동 등에 대한 리스크 뿐 만 아니라, 환경규제의 강화, 신?재생에너지에 대한 수익성 악화, 네트워크 발달에 따른 고객의 집단적 전기사용 행동 리스크 등 많은 위험요소가 있다. 따라서 이러한 위험 요소를 최소화하기 위해서는 발전사업 추진단계에서 리스크 분석과 통계되지 않는 리스크를 수치화로 계상하여 수익성을 보상받아야 한다. 금번 논문은 해외민자 발전사업 추진 시 발생하는 리스크 요인 중 전력수요 변동이 예측을 초과함에 따라 전력설비 운영형태의 변화가 발생되며, 이에 따라 추가적으로 발생될 수 있는 리스크 요소를 고려하여 이를 전력구매계약에 반영함으로써 해외 민자발전사업의 위험요인을 경감하기 위해 진행하였다.; The growth rate of electric power market is forecasted on lower than 0.3 % after 2015 in Korea, electric industry is booming in new developing countries which have been undergone a great shortage of electric power. Electric power companies in Korea have possessed operation skill which is world best level for electric power equipment, also government establishes the law which encourages overseas business. Therefore overseas power plant operation business comes animated in the near future. But, this business has various risks such as a variation of electric demand, fluctuations in prices, cost of fuel, the floating exchange rate, the change of environment regulations and group action on using electric power etc. happening from recovering of capital for 20~30 years after construction. Companies keep the risk to a minimum, and risks which can't collect statistics have to be recovered by appropriating a sum on a power purchase agreement. This study mentions factors to reduce risks which come according to a variation of electric demand on contracting a power purchase agreement for the overseas power plant operation business.
