오일 및 가스 프로젝트의 리스크 관리 방안에 관한 연구

Abstract

2000년대 이후부터 세계 플랜트 시장은 급속히 증가하고 있으며, 특히 오일 및 가스 관련 플랜트 개발사업이 지속적으로 증가하고 있다. 국내 건설업체들은 해외 플랜트 건설시장에 적극적으로 진출하고 있기 때문에 오일 및 가스 플랜트 건설공사의 비중은 점차 증가하고 있지만 프로젝트의 대형화, 첨단화 및 해외공사의 상대적으로 높은 리스크 등으로 프로젝트 관리에 있어 많은 어려움을 겪고 있다. 국내 건설업체들은 이러한 리스크에 효과적으로 대응하기 위해서 기업차원 또는 프로젝트 차원에서 각사의 특성에 맞게 리스크 평가 방안을 수립하여 적용하고 있으나 해외 플랜트 건설공사에 특화되어 의사결정을 할 수 있는 모델이나 실무자들이 쉽게 이해하고 실용적으로 적용할 수 있는 실무적 관점에서 정립한 본격적인 의미의 평가 방안 등은 아직 미흡한 실정이다. 또한 영업 단계와 입찰 단계에서 구체화 되고 평가되어진 리스크들이 프로젝트 수주 이후 프로젝트 공사를 수행하고 있는 도중에는 관리를 하지 않다가 프로젝트 종료시점에서 공기 지연, 공사비 상승으로 이어져서 성공적인 공사수행을 가로막는 경우가 많다. 이에 본 논문에서는 리스크를 평가하는 프로세스를 구축하여 리스크 평가 요인을 도출하고 분류체계를 작성, 요인 분석을 통해 리스크를 평가하는 방안을 연구하고자 한다. 또한 리스크를 관리하는 조직 구성, 리스크 제어 방법, 리스크 목록/시트/액션 로그를 통한 보고와 모니터링 등의 피드백 시스템을 통해 프로젝트의 시작부터 종료까지 리스크의 철저한 관리 방법을 연구하고자 한다.; The plant market over the world since 2000s is rapidly expanding its volume especially in the sector of oil and gas industries. The nation's construction firms, aggressively dedicated in launching out overseas plant market, enjoy increasing volume of orders in that sector, but there also exist much difficulty in the project management as those projects ordered are gradually large scaled with more cutting-edge high-tech requirements along with comparatively higher risk. Though admitting that the local construction enterprises have developed their own types of measures to analyze the risk evaluation putting into practice, the streamlined scientific model applicable and affordable for the in-field working personnel is not yet shown in a manner of practicability in their decision-making. Furthermore, it was reported that the risk analysis was made at the initial stage of bidding, but afterwards was not sufficiently observed during the course of constructions, which unfavorably led to retardation of the work terms together with costly construction. In this regard the study aims at providing the methodology to evaluate the risk by way of constructing the risk evaluation process in order to induce risk measuring elements through appropriate indexing system. It further aims to seek for a thorough risk management method from A to Z over the projects, making full advantage of organizational workforce for risk management, risk controlling method and a feedback systemization such as risk register/sheet/action log.
