공공사업 예정공사비에 대한 실증적 접근 연구

Abstract

현재 공시되고 있는 공공사업의 예정공사비를 검토 해보면, 산정 기준이 모호하고 현실과 부합되지 않는 경우가 많이 발생하고 있는 실정이다. 현재까지의 예정공사비 산정 방식으로는 단위면적법 및 단순 확률적공사비 예측을 사용하고 있다. 그러나, 각각의 공공사업의 특수성과 환경조건을 배제한 일률적인 데이터의 활용으로 인한 오류의 발생 가능성이 크다. 또한, 사업비 관리측면에서 볼 경우 발주 및 착공 단계에서의 효율적인 비용의 관리는 한계가 있는 반면에 사업초기 단계로 갈수록 효율적인 비용 관리와 사업비 절감의 효과가 크다. 이에 본 연구에서는 공공사업 예정공사비에 대한 실증적 접근의 방안으로 국내 완공된 3개 공사에 대한 예정공사비 산출표를 근거로 하여 공통적인 요소 추출 후, 발주자가 발부한 사업 설명서 및 공사 지침서와 공시한 공사 예정공사비가, 과연 경제적이고 타당성 있게 산정 되어 있는지 분석하고 문제점을 도출하여 이에 대한 합리적 산정 방식을 제시 하고자 한다.; Looking at estimated construction costs of publicly declared public works at present, there are many instances where estimation criteria are ambiguous and don't conform to reality. Up to date, estimation criteria for calculating estimated construction cost are by unit area and simple stochastic cost of construction estimation. However, likelihoods of error due to utilization of uniform data that excludes each public work's specificities and environmental conditions are high. Further, on the aspect of management of working expenses, there is certain limitation in the efficient management of expenses in order-placing stage and commencing-work stage; while efficient management of expenses and reduction of working expenses are highly probable during initial stages of work. In this respect, the paper adopts positive approach with regards to estimated construction costs of public works and draws common elements from calculation tables of the estimated construction costs of the 3 completed domestic construction works; after which, the paper analyzes whether business exposition, construction guide and publicly-declared estimated construction costs that the orderer issued are calculated economically and properly; deducing problems in the process, the paper seeks to recommend rational calculation method on this.
