건축사 자격시험 개선방안에 대한 연구

Abstract

WTO(세계무역기구, World Trade Organization)차원의 협상이 진전되고, FTA(자유 무역 협정, Free Trade Agreement)체결이 증가함에 따라 건설부문의 상호자격 인증문제가 향후 중요한 의제로 대두 될 것으로 판단된다. 이에 따라 우리나라 건축설계부문에서의 제도 및 규정들에 대한 재검토를 통하여 가급적 국제기준에 부합하는 방식으로 관계개선이 필요성을 느낄 수 있다. 본 연구에서는 세계 각국 및 자유무역협정에 기반한 건축사자격의 국제통요성 확보를 위한 건축사 자격취득요건의 개선안을 제시하는데 그 목적이 있다. 건축사 자격취득요건을 중심으로 건축사 자격시험에 관련한 부분을 중심적으로 연구하여 그 개선 사항을 제시하려고 한다. 국제 기준에 따른 건축 관련 시장 개방의 현황과 정부의 개방 정책을 검토하면서 앞으로의 정책에 대한 건축사들의 인식을 개선하고 국내 자격제도 및 자격시험과 해외 주요 국가들의 사례와 비교· 분석하여 국내 자격시험의 개선방안을 제시한다. 본 연구를 통해 알 수 있듯이 현재의 시행사항을 확인하고 관련제도의 분석을 통해 개선점을 찾으며 시장개방에 대한 기술력을 향상시켜 나가야 한다. 건축사 제도에 대한 현재 상황과 시장 개방에 따른 모습을 재점검하여 향후 발전된 설계서비스의 제공을 위한 건축사 양성의 중요성을 강조하여야 한다.; Negotiations in the dimension of WTO(World Trade Organization), have been progressed and the draft of FTA(Free Trade Agreement) with US agreement has been made out. As consequences it is expected that mutual qualification acknowledgement would be an important agenda in the field of service market. As a result, I think that it's necessary to improve the related structure according to international standards by reviewing of regulations and systems of architectural design service market in Korea. The purpose of this study is to suggest the systems to improve the requirement of architect license for securing the international currency of architect license based on FTA. Centered on the requirement of architect license, we will conduct a research about qualification tests for architect license and suggest the matters to be improved (aspects for improving the qualification systems). The research was conducted as follows: Firstly, the government policy for opening the market and current situations in the field of architectural design are reviewed. Secondly, the aspects that should be considered are clarified by comparing the domestic license systems with cases of 3 developed countries. The analysis results show that the training procedures of architects should be improved in terms of architects for improved design service.
