공적자금 지원이 사립박물관 활동에 미친 영향 분석

Abstract

This research aims at analyzing the status and effectiveness of the current official funds providing to private museums. As official funds supporting to private museums are regarded as piratical and direct supporting mediums, a scheme for the sustaining and effective usage of official funds for the private museums is able to be secured, if what benefits from the support appear is assessed. Taking a closer look at current condition of private museums, the number of registered private museums is steadily increasing, while they are facing with difficult situations such as management and human resource. In fact, private museums are open to the public and they provide opportunities for people to enjoy culture as well as various cultural programs, even though they are owned by individual entrepreneurs. Therefore, in order to support these museums contributing to the public interest, the government is required to draw up adequate plans to support them. In truth, it has become universalizing that their governments offer official funds to private museums in many other countries . Among official fund initiatives supporting to private museums, the initiatives offered by the Korean Museum Association is roughly divided into two, one of which provides the funds to programs of private museums and the other of which support human resources of private museums. The 'Prime Minister's Lottery Commission Temporary Exhibition Funding Programs for Private Museums', as the initiatives to support programs of private museums, have been mainly focusing on temporal exhibitions, permanent exhibitions and education program, since it established in 2004. On the other hand, as the initiative to support human resources in private museums, 'The Youth Internship Program' enabled labor costs for the youth interns to be raised. In addition, 'Curators-Supporting Program' and 'Docent Program for Children in museums and galleries', which went into effect from 2007, supported labor costs for curators and docents respectively. In order to discover the effectiveness of the official funds supporting the initiative above, this research has selected 41 private museums, and then analyzed Activity Index of each museum, Through this data, how frequently private museums have carried out activities through the official funds is evaluated. As a result, it is found that the official funds offering to private museums have had significant influence on increasing the number of activities provided by the museums. In particular, the fact that the official funds for human resources have had direct impact on increasing the frequency of exhibitions and education programs as well as increasing the numbers of museum visitors were also discovered. In conclusion, it is true that private museums need the official funds in order to overcome chronic financial difficulties. Therefore, the official funds program should be enlarged more especially in the area of the human resources, since this effort has more possibility to foster and increase activities by private museums.; 본 연구는 최근 이루어지는 사립박물관에 대한 공적자금 지원 사업에 대한 종합적 평가의 하나로써, 공적자금 지원 사업의 실태와 효과를 분석고자 하였다. 사립박물관에 대한 공적자금 지원이 실질적이고 직접적인 지원 수단으로 여겨지고 있는 만큼 그 지원의 혜택이 사립박물관에서 어떻게 나타나고 있는지에 대해 평가가 이뤄져야만 지속적이고 효율적인 공적자금 지원의 방안을 확보할 수 있다. 현재 사립박물관의 현황을 살펴보면 등록 사립박물관의 수는 지속적으로 늘고 있지만 운영 측면이나 인력 측면에서 상당히 열악한 실정이다. 사립박물관은 대부분이 개인이 설립주체이지만 일반시민에게 문화향유 기회를 제공하고 다양한 문화적 프로그램을 제공한다는 차원에서 공공성을 가지고 있다. 이렇게 공공적 기여를 위해 노력하고 있는 사립박물관들을 위해 정부는 이들을 지원해야만 한다. 오늘날 대부분의 국가들에서도 박물관에 대한 지원은 보편적인 정책이 되고 있다. 사립박물관에 대한 공적자금 지원 사업 중에서도 한국박물관협회를 통해 지원된 사업은 크게 박물관 프로그램 지원 사업과 전문 인력 지원 사업으로 나눌 수 있다. 박물관 프로그램 지원 사업인 “복권위원회 사립박물관?미술관 특별전시 프로그램 지원 사업”은 2004년 지원을 시작한 이래로 사립박물관의 특별전시, 상설전시, 교육프로그램을 중심으로 지원해 왔다. 또한 전문 인력 지원 사업으로 분류한 “청년인턴 지원 사업”은 청년 인턴의 인건비를 지원하였으며, “학예인력 지원 사업”과 “박물관?미술관 어린이 대상 해설사 지원 사업”은 2007년부터 시행된 사업으로 각각 학예인력과 해설사의 인건비를 지원하였다. 이러한 공적자금 지원 사업의 실질적 효과에 대한 분석을 위해 41개의 사립박물관을 선정하고 박물관 활동지수를 활용하여 공적자금 지원 사업을 통한 박물관 활동의 정도를 분석하였다. 그 결과 사립박물관에 지원되는 공적자금이 전반적으로 사립박물관의 활동이 증가되는데 큰 영향을 주었으며, 지원 사업 중에서도 전문 인력에 대한 공적자금 지원이 사립박물관의 전시와 교육프로그램, 관람객수 증대 등 박물관 활동에 직접적인 영향을 끼친다는 사실을 분석을 통해 알 수 있었다. 대상 사립박물관의 설문조사를 통해서 고질적인 재정문제를 벗어나기 위해 당분간 공적자금 지원의 유지가 불가피한 것으로 판단하였으며 향후 공적자금 지원 사업이 전문 인력 지원 사업을 중심으로 확대되어야 사립박물관의 활동 증진에 직접적인 효과가 있을 것으로 예상된다.
