경춘선 폐선구간 내 도심형 공원 계획안

Abstract

탈공업화를 거쳐 가며 수많은 버려진 경관이 생겨나고 있다. 서울은 비약적인 발전을 이루었다. 산업, 경제, 문화등 사회 전반에 걸친 다양한 변화는 서울이라는 도시의 구성에도 많은 변화를 주었다. 하지만, 무질서한 개발사업과 부적절한 공간의 사용은 서울의 도시공간의 기능과 역할의 재검토를 필요로 하게 하였다. 폐선부지 또한 기술의 발전과 시대의 변화 앞에 생겨난 버려진 경관이다. 철도 폐선부지는 복선 전철화나 선형 개량에 따라 열차 운행이 끊긴 철도부지로, 현재 경부선 등 3개 노선 22개 구간에 연장 87.3km(210만㎥) 의 폐선부지가 방치되어있다. 앞으로 2012년까지 장항선 등 7개 노선, 89개 구간에 걸쳐 연장 443.5km (면적 1,162만 1,000㎡)이 추가로 발생 할 예정이다. 이 규모는 경부 고속도로와 김포 신도시의 면적과 맞먹는 규모이다. 선형의 대지는 그 형상의 특성상 좁고 긴 형태의 대지는 낮은 밀도를 가지며 도심의 여러 요소와 직접 접속하면서 위치한다. 이런 특성 때문에 지금까지의 국내에서의 철도유휴부지의 활용은 구체적인 프로그램을 담기보다는 인근 주민들을 위한 공원으로의 활용 되거나, 그냥 방치되어 공터로 사용되는 경우가 많았다. 비우는 것은 많은 것을 만족시키는 가장 확실한 전환의 방법일 수 있겠으나 공간은 행위의 수용만이 아니라 행위의 유발이라는 전제아래 공간을 통해 생산적인 활동을 일으키고자 한다. 본 연구에서는 철도유휴부지의 활용에 있어, 더욱 적극적으로 프로그램을 담아내는 건축화에 비중을 두어 연구하려 한다.; Post industrialization has made numerous places of scenic beauty abandoned. Seoul has made a splendid development, and a variety of industrial, economic, cultural and social shifts have contributed to changing the structure of that urban community in large part. But it's now required to carefully shed light on the function and roles of the urban space because of disorderly development projects and the improper use of spaces in that region. The sites of disused railroad tracks are one of places that are abandoned due to the advance in technology and the changes of the times. The introduction of double-track electric railroads and the improvement of alignment have forced some railroads to be disused. Currently, there are abandoned railroads in 22 districts of three lines including the Seoul- Pusan line, which is 87.3㎞(2.1 million square meter) long in total. In the future, additional railroads that are 443.5㎞(11,621,000㎡) long are going to be disused in 89 districts of seven lines including Janghang Line by 2012. Th size of the abandoned railroads is equivalent to that of the Seoul- Pusan expressway and that of Gimpo New Town. In accordance with the characteristics of railroads, the ground on which railroads are installed is narrow, long, of low density and directly linked to downtown areas. Due to the unique features of railroad sites, abandoned railroad sites are utilized as parks for neighborhood or remain just as vacant lots without mapping out any particular plan to make the use of the sites. Perhaps emptying something may be one of the best ways to achieve something, but it seems worth doing as well to capitalize on spaces in a productive manner on the assumption that a space is a place in which people act on their own initiative and are stimulated by the unique features of it to do something at the same time. The purpose of this study was to delve into the utilization of unused railroad sites as spaces for programmed architecture.
