주부자원봉사활동 프로그램 개발과 활성화 방안에 관한 연구

Abstract

본 연구는 주부자원봉사활동의 활성화를 위하여 경기도 여성자원활동센터에 소속된 자원봉사회 회장 외 임원 5명과 동아리 대표자 4명을 대상으로 포커스그룹인터뷰(focus group interview)를 통해 주부자원봉사활동에 대한 인식 및 프로그램 만족도를 살펴보고 주부자원봉사자들의 욕구에 적합한 자원봉사활동 프로그램 개발의 필요성에 관심을 두고 연구하였다. 따라서 본 연구는 자원봉사활동의 소프트웨어적이라고 할 수 있는 주부자원봉사자들의 욕구에 적합한 프로그램 개발과 활성화 방안을 목적으로 한다. 이러한 목적을 달성하고자 주부자원봉사자 10명을 대상으로 포커스그룹인터뷰를 실시하였으며, 자료를 분석하기 위해 현장에서 녹음한 음원을 전사하여, 인터뷰내용을 모두 읽고 주제를 탐색하는 개방형 코딩(opening coding)을 실시하였다. 이를 통한 연구 결과를 요약하면 다음과 같다. 첫째, 인터뷰 참가자들은 자원봉사활동을 단지 어려운 사람들을 위한 이타심에서 비롯한 봉사활동만으로 생각하고 있지 않았다. 그들은 이타적 태도 외에도 자기 자신의 여가생활을 만족스럽게 보내고 자기개발과 자아실현을 위해 더불어 사는 행복한 삶을 꿈꾸는 분명한 목적의식을 가지고 참여 동기를 강화하고 있었다. 즉, 자원봉사활동을 통해 새로운 경험, 행복과 보람 추구, 진정한 삶의 가치 추구, 정신적 · 육체적 건강, 가족 간의 유대강화, 자신의 잠재 능력과 재능 활용, 보람된 여가활동 등을 실현하고 있는 것으로 나타났다. 따라서 주부자원봉사활동 프로그램 만족도가 매우 긍정적으로 나타났으며, 타인의 격려와 인정을 통해 만족감을 느끼고 자신이 하나의 사회적 역할을 획득함으로써 지역사회에서 그리고 가족 내에서 인정과 존경을 받게 되고 이는 자부심으로 연결되어 본인뿐만 아니라 가족구성원 전체에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 인터뷰 참가자들이 희망활동분야 프로그램과 주부들의 욕구에 적합한 프로그램 개발 분야는 자기의 능력과 특기를 살릴 수 있는 전문자원봉사분야 프로그램, 시민의식을 잘 반영할 수 있는 정치 · 소비자보호분야 프로그램, 따뜻한 마음을 잘 전달할 수 있는 상담 · 교육분야 프로그램, 해외구호봉사분야 프로그램을 선호하는 것으로 나타났다. 셋째, 인터뷰 참가자들이 전문자원봉사 프로그램으로 적합하다고 인식하는 프로그램은 이 · 미용 서비스, 발마사지, 호스피스, 제과 · 제빵, 꽃꽂이, 옷 수선, 재봉, 문화해설가 · 안내자, 아동 · 청소년 심리상담, 수지침봉사, 공연봉사, 노인들을 위한 한글지도 프로그램 등으로 나타났다. 더불어 가족자원봉사 프로그램으로 적합하다고 인식하고 있는 프로그램 중 노인분야에서는 말벗 해드리기, 손자 · 손녀 되어드리기, 친부모 · 양부모 맺기, 효도관광나들이 동행 등의 프로그램이 적합하다고 나타났으며, 장애인분야에서는 체험학습나들이 동행, 게임 및 놀이, 등산 동행, 나들이 보조 등의 프로그램이 적합하다고 나타났다. 넷째, 인터뷰 참가자들이 인식하는 주부자원봉사활동의 활성화 방안은 공식적 · 비공식적 인정체계 강화, 여성자원활동센터 기능 강화, 소그룹활동 육성과 전문화, 적극적이고 다양한 홍보활동, 주부자원봉사자에 대한 사회적 인식전환, 주부들의 욕구에 맞는 다양한 수요처 발굴 등으로 나타났다. 이에 본 연구 결과에 따라 주부자원봉사활동의 활성화 방안을 제시하면 다음과 같다. 첫째, 주부자원봉사자의 양적 확대뿐만 아니라 전문성과 지속성을 갖춘 질적 확대와 참여 동기를 강화하기 위해서는 주부자원봉사자가 희망하는 분야에서 활동할 수 있게 욕구에 적합하고 자아실현을 할 수 있는 프로그램 개발에 초점을 두어야 하며, 주부자원봉사활동의 전문성을 높여 주부들이 가지고 있는 재능과 능력을 살릴 수 있는 다양한 전문자원봉사 프로그램 개발이 필요하고, 아버지의 참여를 유도한 온 가족이 함께 여가문화의 하나로 인식할 수 있는 “볼런테인먼트”적인 가족자원봉사 프로그램을 개발해야 한다. 둘째, 모범 주부자원봉사자에 대한 명칭과 더불어 명함제도 도입이 전국적으로 활성화되어야 하며, 상해보험가입 확대, 최소경비지급 등 자원봉사활동의 생활화를 위한 인정 · 보상제도를 강화하고, 적극적이고 다양한 홍보활동이 필요하다. 셋째, 주부자원봉사자들이 안정감과 소속감을 느끼고 지속적으로 활동할 수 있도록 기관과 담당 관리자의 입장에서 참여 동기를 고려한 인정체계 강화와 세심한 관심이 필요하며, 다양한 참여 동기와 욕구, 배경, 전문성을 지닌 주부 자원봉사자를 관리하기 위해서는 프로그램 관리자의 전문성과 적극성을 강화해야 한다. 넷째, 정기적이고 단계별로 잘 짜여진 전문화된 교육 및 훈련 프로그램 운영은 주부자원봉사자들의 욕구에 부응하면서 주부자원봉사활동을 활성화 시킬 수 있는 중요한 요인으로 작용하므로 전문적이고 체계적인 교육 프로그램 개발이 필요하다.; This paper was studied with attention on the need of adequate development of volunteer work activity program for desire of housewife volunteers by observing the recognition of housewife volunteer work activity and program satisfaction through focus group interview for 5 staffs, including volunteer work association president, and 4 group representatives, who belong to Gyeonggi-do woman volunteer activity center for activating housewife volunteer work activity. Therefore, this paper aims at the adequate development of program and plan of activation for the desire of housewife volunteers, which said software of volunteer work activity. Aiming at such an object focus group interview was put in practice for 10 housewife volunteers, and for analyzing the information opening coding was put in practice, which search for the title after reading the contents of interview by exhibiting the sound recorded by the local. The result resuming research in terms of this is the same as following: First, interview participants were not thought that volunteer work activity was not only for people in trouble by altruism. They were reinforcing the motive to participate with concrete object of dreaming the happy life that lives together for self-development and self-realization with their satisfactory leisure life beside of altruist attitude. Namely, they were shown to realize such as the new experience, search of happiness and of worth, search of true value of life, mental and physical health, relation reinforced of family members, application of their latent faculties and ability, worth leisure time. Therefore, housewife volunteer work activity program was shown too positively satisfactory, letting them satisfy in terms of encouragement and recognition of others, accomplish one social role, be recognized and respectful by regional society and by family, which was led to their selfish to give positive influence not only on themselves but also on the whole family members. Second, interview participants were shown to prefer the program of professional volunteer work field for showing their ability and specialty, politic consumer protecting field for reflecting the sense of citizenship, educational field for delivering warm hear, foreign rescuing work field as their adequate program development field for expected activity field program and for desire of housewife. Third, interview participants were shown to recognize such programs as beauty service, feet massage, hospice, confectionery baker, flower arrangement, clothes mending, sewing, cultural interpreter guide, child-juvenile psychological counsel, digital acupuncture work, performance work, Korean guiding program apt to the aged for professional volunteer work program. Inclusive such programs as chatting with the aged, being grandchildren for the aged, ting the real and adoptive parents, accompaniment of their filial piety tourism apt to the family volunteer work program, while such programs as accompaniment of experiential learning walk, game and play, accompaniment of alpinism, assistance of walk apt to handicapped people field. Forth, interview participants were shown to recognize such plan to activate housewife volunteer work activity as casual reinforcement of recognition system, woman volunteer work activity center function reinforcing, small group activity fostering and professionalism, active and vary publication activity, social recognition conversing of housewife volunteers, vary exploration of sources apt to housewives’ desire. With this, the plan to activate the housewife volunteer work activity presented according to the result of this paper is as following: First, for reinforcing the qualitative extension and participating motive with not only the quantitative extension of housewife volunteers but also professionalism and continuity the focus should be given on the development of program that is apt to the desire of housewife volunteers in which she is able to act in the expected field, and the development should be given on different kinds of professional volunteer work program in which housewife is able to show her skill and ability by increasing the professionalism of housewife volunteer work activity, and on “voluntary” family volunteer work program in which the whole family is able to recognize one of leisure culture by inducing the participation of father. Second, the name card system, including the name of model housewife volunteers should be induced throughout the country, with extension of accident insurance joining & the minimum payment of expenses, etc.
