複合리조트 開發의 問題點과 開發 方向에 관한 硏究

Abstract

본 연구는 국내에서 개발되고 있는 복합리조트와 관련하여 국토의 지리적 환경에 효율적(effectiveness)이며 적합한 개발 방향을 연구하고 지금까지 복합리조트 개발과정에 있어서 사회적 문제점과 법률적 개선점(reform)을 파악하여 발전시킬 수 있는 변화의 계기가 될 수 있도록 합리적 방한을 제시 하는 것이 목적이라 할 수 있다. 복합리조트 개발이 지역개발을 위한 수단으로서 대규모 복합리조트개발이 주변지역 부동산 지가(地價)에 미치는 영향을 파악하고 우선 기존의 연구들과 문헌을 통하여 국내보다는 선진화 되어있는 외국의 사례를 중심으로 리조트와 지역개발에 대한 기본적인 이해를 돕고, 리조트가 지역에 미치는 경제적인 영향, 사회?문화적인 영향, 환경적인 영향 등의 분석결과를 통하여 경쟁력 있는 개발방향을 전개하였다. 이러한 결과를 토대로 국토 지리적 환경을 바탕으로 국가경쟁력 있는 복합리조트 개발방향을 해양리조트 개발중심으로 연구하며 복합리조트 개념과 이론적 고찰을 하였다. 분석한 결과 지역 경제적 파급효과와 생산유발, 부가가치 생산, 고용창출 등 긍정적 측면이 있으며 부정적으로는 자연경관의 훼손, 생활수준 불균형 등을 제시할 수 있다 이러한 연구를 바탕으로 개발지역에 리조트개발이 긍정적인 효과를 제시해 본다면 다음과 같다. 첫째, 경제적인 측면에서는 지역주민들의 경제적인 이익을 극대화시키기 위해 직업교육을 통한 고용의 증대를 가져와야 한다. 둘째, 사회·문화적인 측면에서 관광개발에 앞서 기반시설 확충이 우선되어야 하며, 지역주민을 대상으로 한 주민 참여도를 높일 수 있는 방안이 강구되어야 한다. 셋째, 환경적인 측면에서는 개발로 인해 야기되는 자연의 훼손을 최소화시키고, 계속적인 환경보전 활동을 전개해 나가야 할 것이다. 결론적으로, 복합리조트는 무엇보다도 지역개발의 수단으로서가 아니라 국민소득 향상에 따른 국토의 효율적 이용가치를 통한 부가가치 창출과 관광산업의 경쟁력을 갖춘 리조트 개발을 통하여 지역주민들의 생활환경과 복리를 증진시키는데 그 의의가 있어야 할 것이며, 지방재정 구조개선을 통한 모든 잉여 자본들이 지역경제, 환경, 문화 등 삶의 질적 향상에 투자 할 수 있는 구도로 변해야 한다는 것이다.; The purpose of this research is to study effectiveness and suitable development direction of geographic environment of country’s land, to understand community issue and legal reformation of development process of multi resort complex that has been develop till now. It will present rational plan to give an opportunity to change, and to extend resort complex development in our country. Since the multi resort complex is used as a method for district development, we need to understand the influence of property price of perimeter areas, research existing documentary records, and center in with foreign countries that are being advanced. Through understanding these fundamental influences of district development (such as economical influence, society, culture influence, environmental influence and more……) and study competible results of these analysis, we unfold the directions of resort development. On the basis of these geographical environmental research, we will naturally unfold and center in resort complex with the ocean resort development. Research contents will theoretically consider and organize ocean leisure basis on analyzing present conditions of a ripple effect of physical real estate value. It has a positive side of production induction, higher value added production, employment creation of district economy and etc... On the other hand, it can damage nature scene and create disproportion of the standard living. Based on these survey, to present the directions of maximized positive effect of district resort complex development, are as follows: First : from an economical point of view - we need to bring up an employment increase through revitalizing vocational education to maximize economical profit of local resident for economical gain. Second: from a social, cultured point of view - expansion of basic facilities are to be furnished and we need to draw up a plan for local residents to participate in before tourist development. Third: from a environmental point of view - we need to minimize nature damage caused by development and we must continuously develop activities to maintain environment. As a result, the purpose of developing multi resort complex shouldn’t be just for building resorts, but it’s necessary to have a significance in rising the annual income of the whole nation to bring up country’s over all efficiency through adding utility value, and competitiveness of tourism which leads to improvement of living conditions of local residents. And it’s also necessary to change plans for over place capitals to be invest in district economy such as environment, culture, structure improvement, and etc…… to improve life environment. Now it seems the whole hitherto development planning needs to be reform and put in operation, and those problems are remaining in our hands to be solved.
