국제관광레저도시의 개발방안에 대한 연구

Abstract

동북아의 중심에 자리 잡고 있는 인천경제자유구역은 국제화·세계화와 함께 지방화의 중요성이 대두되고 있는 시점에서 그 중요성이 한층 두드러지고 있다. 급변하는 세계 속에서 우리나라는 중국, 일본, 러시아로 둘러싸인 중심지로 세계적인 관심사로 대두되고 있다. 특히 인천을 중심으로 한 서해안 일대는 영종도의 신 공항과 인천 신 항만 그리고 수도 서울과 수도권을 아우르는 하늘과 해상관문으로 그 중요성이 잘 인식되고 있다. 송도국제도시의 역할을 국제적인 안목에서 다시 한번 점검해 보아야하고 동시에 21세기에 맞는 국제관광도시개발전략을 정립하는 것이 무엇보다도 시급한 시기이다. 국제관광산업은 21세기 관광개발패러다임의 변화에 따른 고부가가치 서비스산업으로서 외화획득, 고용창출 등을 통해 경제성장 및 삶의 질을 향상시키고, 국제간 인적교류와 문화교류를 통해 세계화 및 지방화 촉진, 국제적 이해관계 증진 등 다양한 파급효과를 유발시킴으로써 국가발전을 위한 수단으로 세계 각국의 주목을 받고 있다. 그러나 우리의 현실은 관광객 유치실적이 저하되고 관광인프라가 부실하여 외국 관광객 유치뿐만 아니라 국민관광수요에도 적절히 대응하지 못하여 관광수지가 나날이 악화되고 있으며, 관광산업은 경쟁력과 자생력을 상실하고 지방관광산업은 자율적 성장역량이 부족하여 발전 한계상황에 처해 있는 실정이다. 인천경제자유구역은 동북아의 경제중심 국가로 부상하기위한 핵심전략개발지로서 2003년 8월 우리나라 최초로 경제자유구역(FEZ)으로 설립되었으며, 현재 국제 업무단지, 지식정보산업단지, 첨단바이오단지, 첨단혁신클러스터, 물류, 첨단산업단지, 국제학술연구단지,업무레저복합단지,용유·무의관광단지, 국제금융·업무 및 레저·스포츠단지, 인천항 및 배후단지 등으로 나누어 2020년 까지 계획인구 512,000명 수용하는 국제도시로 건설 완료될 예정이다. 이에 따라 동북아 경제중심 국가가 되기 위한 핵심전략개발지로서 국제화될 송도경제자유구역을 개방거점의 각종 비즈니스의 중심도시, 국제교역의 거점도시, 지식정보와 문화생태도시, 레저 등 첨단문화가 꽃피고 유동인구가 넘쳐나는 세계적인 국제관광레저도시로 겸하여 개발 및 발전시켜야만 한다. 이를 위해서는 중앙정부의 강력한 리더쉽과 개발에 대한 확고한 의지가 요구되며, 세계 각국의 기업들이 국제관광레저도시에 참여하도록 외국투자자본 유치를 위한 각종지원정책이 요구된다. 송도국제도시는 관광레저기능과 계획인구 253,000명의 거주기능의 잠재력을 가진 항구도시임과 동시에 국제공항을 가지고 있는 관광레저형기업도시, 첨단자족기능을 갖춘 복합도시로의 활발한 세계교류가 예상되는 지역으로서, 21세기 국가발전을 위한 국제관광레저도시로의 개발되어야한다. 따라서 지역의 고유이미지창출과 지역유망 컨텐츠 발굴에 의한 국제비즈니스단지, 관광숙박시설, 국제학교, 국제병원, 컨벤션산업, 해변, 생태 녹색관광자원, 도심지골프장, 쇼핑몰, 테마와 스토리가 있는 관광자원 상품 등을 개발하여야한다. 요컨대 송도국제도시를 동북아의 관문이자 글로벌을 지향하는 한국경제의 희망, 경제자유도시의 이점을 국제관광레저도시에 접목하여 국제경제와 더불어 홍콩, 싱가포르, 상하이 푸둥을 능가하는 21세기형 동북아의 허브를 넘어서 친환경자족국제도시,국제관광레저명품도시로 만들어야만 할 것이다.; Recently, the Incheon Free Economic Zone(IFEZ) located in the center of Pacific Asia becomes an important region in the situation which brings the internationalization, globalization and localization into relief. Interest of the world is on Korea which is a center enclosed by China, Japan and Russia in the rapidly changing world situation. Particularly, the west coast area of Korea including Incheon comes into the spotlight because this region located near the capital and metropolitan area have an airport and harbor. In this situations, a role of Songdo International City should be reassigned in the global view point. Furthermore, having a strategy for the development of the international city for tourism and leisure is very important. As the new paradigm shift in the development of the tourism, international tourism, high value added business, come into the spotlight. The international tourism can contribute to the economic growth and improving the quality of life by obtaining of foreign money and providing employment. It also have a ripple effect such as promotion of globalization and localization, and advanced international relations by cultural exchange among all over the world. Unfortunately, we cannot attract domestic and foreign tourists because of the insufficient infrastructure for tourism. As a result, tourism accounts decrease day by day and our tourism is faced with the limitation and lose competitive. The Incheon Free Economic Zone(IFEZ) was designated as Korea's first Free Economic Zone in august 2003. Its goal is to transform these areas into the logistics, international business and leisure and tourism hub of the Pacific Asia. The IFEZ will be constructed as international city which can accommodate 512,000 population with international busniess center, knowledge-based industrial complex, high-tech biotechnological complex, high-tech innovative cluster, distribution industry, high-tech industrial complex, international academic research center, leisure and sports complex and international financial center until 2020. In order to become a central country of economic in Pacific Asia, Songdo International City should be developed as a Mecca for a center of international business, international trade, culture with plentiful floating population. In addition, active support from the central and local government and the powerful leadership and purpose of the central government are needed to accomplish these objectives. Various policies for supporting is also needed to attract the foreign funds. Because Songdo International City which can accommodate 253,000 popluation is a self-contained living and business district featuring air and sea transportation, logistics complex, international business center, financial services, residences, schools and hospitals, shopping and entertainment, it is expected an active international exchange. For this reason, the strategic plan on development of Songdo International City as an international city for tourism and leisure should be established to develop the country in the 21st century. The strategic plan includes the creation of characteristic image and the development of regional contents and various tourism production such as international business complex, accommodation for tourists, international school, international hospital, convention services, eco-friendly industry, urban golf course and shopping mall. To sum up, this study willing to develop Songdo International City for tourism and leisure by development the tourist attractions, strategic plan and policies for support. It is expected that Songdo International City becomes a world-famous international city which is eco-friendly and self-contained in the 21st century.
