공공기관 지방이전이 지역경제에 미치는 파급효과 분석에 관한 연구

Abstract

본 연구는 참여정부의 국가균형발전 정책의 일환으로 추진된 176개 공공기관을 지방으로 이전하는 정책과 이와 관련된 혁신도시 건설을 중심으로 과제를 선정하였다. 최근에 공공기관 지방 이전이 지역경제에 미치는 파급 효과에 대한 각종 연구보고서가 부풀려 보고 되어있다는 등의 사유로 혁신도시 건설에 대한 부정적 의견이 제시되고 있다. 이러한 국가 정책의 쟁점 사항을 토대로 공공기관 지방이전이 지역경제 미치는 파급 효과를 분석하였다. 연구 대상 및 분석은 10개 혁신도시 가운데 광주, 전남의 공동혁신도시로 추진되고 있는 나주혁신도시와 토지공사의 이전지인 전북혁신도시가 있는 호남권을 분석 대상지로 선정하였다. 공공기관 이전 파급 효과 분석 방법은 단기파급효과와 장기파급효과로 구분하여 분석하였는데 이를 위하여 3 종류의 설문조사를 시행하였고 그 내용을 반영하였다. 그 결과 장기적으로는 공공기관 지방 이전으로 인한 지역 경제 파급 효과가 미미한 것으로 나타났다. 그래서 정책 대안을 제시하기 위하여 3 가지 정책 대안(시나리오)을 작성하였다. 첫째는 국가 및 공공기관별 전략 사업과 지역 산업과 연계한 특화된 산업을 선정하여 클러스터를 조성하는 것으로 하였다. 둘째는 지구온난화에 따라 전 세계적으로 관심이 집중되고 있는 탄소배출권거래소를 유치하는 방안으로 가정하였다. 마지막으로 지역이 활성화하기 위하여 인구 유입정책이 필요함으로 직원 가족의 동반 이주 비율을 높이는 방안을 가정하여 그 지역의 파급 효과의 정도를 분석하였다. 그 결과 인구 유입정책과 정책 대안1 또는 2안과 병행하여 시행하는 것이 효과적인 것으로 나타났다. 따라서 본 연구가 공공기관 지방 이전이 국민 경제와 지역 경제 발전에 기여하는 실질적인 방안을 수립하는데 도움이 되었으면 한다.; The subject of this study is the Korean government policy and Innovative city construction connected with relocation of 176 public institutions in the Non-Capital region. which is propelled as a part of policy that is balanced development of the country. Recently, various research papers about spread economy effect that relocation of public institution far-reaching exaggerates and reported. contradictory opinion about Innovative city construction is not well because of relocated area is scattered and public institution's scale is small, is seeing that spread effect is less. So I analyzed ripple effect that exert regional economy on the basis of point at issue item of this country policy. if the effect is insufficient, I wish to quote relocation of public institution and helping in area development which make a policy scenario that is correct in the area specification. I chose analysis target during the ten Innovative cities. which is Honam district area with Cholla-bukdo Innovative city and Naju cooperation Innovative city that is cooperated with Kwangju and Cholla-namdo. Ripple effect analysis divides by short term ripple effect and long term ripple effect. As a result, was expose that bloc economy ripple effect by relocation of public institution is slight for long-term. So, I made three scenarios to present the policy alternative. First, did make up cluster that is connected with country policy, local government business, public institution's business propulsion strategy. Second, supposed by plan that establish carbon discharge exchange organization that is concentrated worldwide according to global warming. Finally, suppose the plan that heighten moving ratio of public institution's employees family that this area need population inflow policy to activate and analyzed degree of ripple effect of the area. As a result, was expose that it is effective that run parallel and enforces population inflow policy and the policy alternative. Therefore, I wish this study became help relocation of public institution establishes substantial plan that contribute in national economic and bloc economy development.
