경전철 사업을 통한 신도시교통체계 경제성에 대한 연구

Abstract

도시재생사업 및 신도시개발사업의 교통체계를 다각화하는 방안의 일종으로 현재 건설되어있거나 혹은 건설중인 도로를 이용하여 경전철을 건설하여 주변 위성도시간 또는 기존 중심도시로의 연계강화 방안을 모색하는 한편, 수입원의 모델로서의 경전철 사업의 수익성을 분석하고자 한다. 아울러 사업시행시 발생되는 초기자본투자 대비 운영수익율을 분석함으로써 B2G방식의 기존 SOC사업을 다양화하고 발전시켜 G2G방식으로 국가와 지자체 및 공공기관과의 공동출자방식의 사업을 통해 발생되는 이윤을 다시 사회기반시설 및 국가 재정에 재투입함으로써 수익을 사회에 환원시키는 방안을 제시코자 한다. 즉, 신도시 및 도심재생사업시 도로 및 선로 위주의 교통체계에서 경전철을 도입하여 교통체계를 다각화하고 운영에서는 수익을 창출할 수 있는 방안을 제시하고 경전철 적용성의 타당성을 나타내는 것에 의의를 둘 수가 있다.; The Publicly held companies spearhead diversifying New town's transport system. But It is extremely restricted access for limited resource, fund and area. So, I suggest on New town's transport system diversifying by LRT using the pre-existing road or constructing road. It can be saved fund and land by minimum exporpriation of land. If this new system can be constructed by public enterprise or public businesser who carry out constructing new town, it would redistribute profit of this new system to public citizen. LRT system constructed on older road is not only tightening up transport system between New Town and Capital, Seoul or another New Town, but also making new profitable business which profit will be making an re-investment in SOC(social overhead capital). It offers a variety of pushing ahead the business of SOC. The previous method of B2G(Business to Government) which setting a wheel in motion to making SOC is just making an profit for private coperation. But The method of G2G(Government to Government) which I suggest can be re-investment to public. The G2G is an agreement with the Government, the provincial government and the Publicly held companies on joint investment. So I intend to analysis the possibility of this project by checking the revenue, the rate and the term of payback.
