우리나라 수입식품 검사제도의 개선 방안에 관한 연구

Abstract

2005년 중국산 김치 기생충 발견, 2008년 멜라민 파동 외에도 미국 산 냉동유기농 야채 이물질 발견, 갈비탕 재료의 위생상태 불량, 중국산 찐쌀, 등 수입 식 재료의 위해성이 언론을 통해 보도 되면서 국민들의 수입식품에 대한 불안감은 그 어느 때보다 고조되어 있다. 1980년 후반부터 본격화된 무역자유화는 세계 각국의 다양한 식품들을 우리의 식탁에 올려놓고 있으며, 우리들의 음식문화 변화는 물론 식품소비 성향도 양적 욕구에서 영양, 맛, 건강, 위생을 고려하는 질적 욕구로 변화하고 있다. 수입되는 음식이 다양해지고 양이 많아질수록 국민의 식탁을 위협하는 사례도 더욱 늘어날 것이다. 이에 따라 수입식품의 경우 국내 생산품과는 다른 검사제도로 국민들의 신뢰를 얻을 수 있는 안전성 확보 방안이 마련되어야 할 것이다. 현재 수입식품이 전체 식품공급의 40%를 차지하고 있고 연 27%의 수입증가를 보이는 등 수입식품이 급격히 증가하고 있다. 식품으로 수입되는 것뿐 아니라 국내 가공식품의 많은 부분이 수입된 원재료를 사용하고 있는 점을 감안하여 수입식품에 대한 철저한 검사 및 안전성 확보가 필요하다. 현재 수입식품 등의 검사는 식품위생법 시행규칙 (제11조) 및 식품의약품 안전청 고시(수입식품 등 검사지침)로 규정하고 있다. 또한 여러 부처 소관의 독립된 법령 하에 분산관리 하고 있는 실정이여서 주요 관련 법령과 세부 내용이 부처별로 분산되어 있는 문제점이 있다. 업무분산은 자원의 집중화를 저해하고 분산된 개별기관마다 검사 장비를 별도로 구비함으로써 국고의 낭비를 초래할 수 있고, 시장개방 확산에 따른 국가 간 통상문제 발생 시 능동적이고 신속한 대응이 곤란하다. 이러한 사실에 근거하여 본 연구자는 우리나라 수입식품검사제도의 문제점이 있다고 판단하여 식품 의약품 안전 청에서 수행하고 있는 수입식품 검사제도의 문제점을 파악하고 개선 방안을 제시하고자 한다. 미흡하지만, 본 연구가 수입식품 검사 제도를 개선하여 국민건강을 보호하고 국민후생 증대를 위해 조금이나마 기여할 수 있기를 바란다.; Informing harmfulness of imported foods by the press like revelation of parasites in Chinese kimchi in 2005, melanin upheaval in 2008, revelation of foreign substances in American frozen organic vegetables, bad sanitary condition of food materials for beef rip soup and Chinese rice processed by steaming unripe grains etc., Korean people's uneasiness on imported foods becomes tensed more than ever before. Trade liberalization which regularized from the late in the 1980's brought various foods from all countries of the world onto our tables, and not only changes of our foods culture, but also propensity to consume foods is changing from quantitative appetite to qualitative appetite which considers nutrition, taste, health. More various imported foods become and more their quantity becomes, more cases which would terrify Korean people's table will increase. According to this, in the case of imported foods, the way to assure safety which can take Korean people's trust will be prepared by quarantine system different from system for internal products. At present, imported foods occupies 40% of whole foods supply and it shows importation increase by 27% annually, imported foods increase rapidly. Considering not only foods imported but also numerous parts of internal processing foods which are using imported food materials, thorough quarantine on imported foods and safety assurance are needed. The quarantine on imported foods etc. is provided by the Food Sanitation Act enforcement regulation (article 11) and Korean Food & Drug Administration notice(imported foods etc. quarantine guide). Also it is managed separately under independent law of several ministries and offices' jurisdiction, so there is a problem that important related law and its details are separated by ministries and offices. Work decentralization hinders centralization of resources, and by possessing quarantine equipment separately by decentralized several office, it causes waste of the national treasury, and active, quick countermeasure can be hard in the case of occurrence of international trade problem by spreading of market opening. Based on this fact, I conclude there is a problem in Korean imported foods quarantine system, so I am going to find out problem of imported foods quarantine system which is performed in the Korean Food & Drug Administration and show improvement plan. Although this study is not enough, I hope it would be able to improve imported foods quarantine system so that it will be able to contribute for enlargement of welfare of Korean people, if at all possible.
