FTA가 무역 규모에 미치는 효과분석

Abstract

본 논문은 FTA의 체결이 무역의 규모에 미치는 효과를 분석하였다. FTA의 체결로 다양한 효과가 나타나지만 가장 큰 영향을 미치는 것은 관세의 인하라고 하겠다. 기존 연구에서 관세율인하가 무역의 증대나 국민 소득의 증가 등을 이끌 유인이 있으므로 관세동맹 등은 무역의 확대 측면에서 의미가 있다고 결론을 내린 바 있다. 본 연구에서는 FTA로 인한 관세의 인하가 무역의 규모와 경제성장에 어떠한 영향을 미치는가를 분석하였다. 우리나라의 경제발전은 대외교역을 통해 성장을 이룬 전형적인 사례로 인용되고 있다. 우리나라는 GATT와 WTO로 대표되는 다자무역체제의 가장 큰 수혜국이다. 또한 우리나라의 지속적인 경제발전을 위해서는 교역의 확대가 필수적이다. 즉 넓고 다양한 시장을 확보하는 것이 우리의 경제적 생존과 직결되는 것이다. 우리나라가 양적인 성장뿐만 아니라 질적인 발전을 통해 진정한 선진 경제로 거듭나기 위해서는 FTA를 능동적으로 활용할 필요가 있는 것이다. 한국과 칠레 양국은 1998년 12월을 시작으로 FTA협상을 시작했다. 농가에서 극심한 반대가 있었고 예상 피해액이 부풀려지면서 협상을 진행시키는데 어려움이 많았지만 2004년 한-칠레 FTA는 발효가 되었다. 양국은 즉각적 관세 철폐를 포함하는 관세인하 정책을 내놓았고 발효 4년인 현재 양국의 무역은 크게 확대가 되었다. 수출과 수입이 고르게 크게 증가하였고 우리나라는 시간이 지나면서 칠레와의 만성 무역 적자의 규모를 줄어나가고 있다. 수입의 경우에도 안정적인 원자재 시장의 확보를 포함하여 실생활에서 무역전환효과가 나타나는 등 의미 있는 모습을 보여주고 있다. 실증분석결과 한국과 칠레의 FTA로 인해 관세가 인하가 발생되며 무역이 증대됨을 보였다. 일부 품목의 경우 로그GDP가 1%p 증가할 때 수입이 15%증가함을 보이기도 했고 수출의 경우에도 로그 GDP의 증가가 수출을 증대시키는데 의미가 있다고 발견되었다. 이렇듯 FTA는 무역의 규모의 증대에 있어 긍정적인 결과를 보여주는 것으로 나타났다.; This article is designed to measure an impact of FTA on the volume of trade between Korea and Chile. Many works analyzed effect of FTA. But, there are barely no works on post effect of FTA. So I focused on measuring post effect of FTA. On April 1st 2004 the Korea-Chile FTA entered into force. After four years of application of the Korea-Chile FTA, the results are impressive. Korea’s exports to Chile grew from US$ 541 millions in 2003 up to US$ 3.1 billions in 2007. In other words, it has grew 5.8 times in terms of value within the period. Products like cars, cellular phones, TV sets, computers, washing machines, polyester fibers are part of the Korean basket of goods sold to Chile with some degree of custom preferences. In term of value Korea has increased its sales to Chile at a 56.36% year-on-year base from 2004. Today more than 1,864 Korean products are sold by 2,348 Korean businesses to the Chilean consumer, becoming the 5th imports provider to Chile. Chile, on its part, sold US$ 3.8 billions to Korea in 2007 which has to be compared with US$ 1 billion in 2003. Exports to Korea grew a 41.9% on year-to-year base. Goods like copper and its products, methanol, wood pulp, swine meat, wines, lemon, oranges, kiwi, grapes, fishmeal, iron and zinc minerals, are part of the Chilean basket of exports to Korea. For many Koreans the possible negative impact of the Korea-Chile FTA on the local agricultural sector was an important issue during the negotiations. After four year living with the Korea-Chile FTA, the results clearly show their fears were groundless for many reasons. First, because Chile produces and sells agricultural products when in Korea there is little or very limited quantities from greenhouses farms. Second, this sector is only a small part of the agreement. So the damage was quiet little. In panel regression and OLS regression, imports and exports increased when logGDP increased. Also, Decrease in tariff rate led increase in the volume of trade. It seems that FTA clearly plays an important role in the volume of trade.
