유비쿼터스 도시방재관리시스템의 개념정립과 구축에 관한 기초연구

Abstract

요즘 세상이 빠르게 발전하면서 재해의 규모와 크기도 점점 커지고 있다. 이러한 이유 때문에 재해 발생시 엄청난 피해가 일어나고 그 파급효과도 큰 도시방재에 관심이 집중되고 있다. 재해의 종류에는 점점 규모가 커지는 태풍, 급작스럽게 오는 폭우 등과 같은 자연재해, 자기 이기주의가 팽배해져 일어나는 테러와 같은 사회적 재해, 빠르게 만들기만 하면 된다는 부주의한 생각 때문에 일어나는 시설재해가 있으며 이러한 모든 재해가 우리를 위협하고 있는 실정이다. 그러나 기존의 도시방재관리시스템은 국가에서 많은 투자와 제도개선이 이루어지고 있지만, 재해에 대해 바로 대처해 나가거나 일어난 후의 사후처리에 관해서 많이 부족한 상황이다. 본 연구에서는 첨단 IT기술의 상황인지(Context awareness)에 따라 유무선 네트워크를 통해 재해 상황을 인지하고 지능적으로 예방·대처·복구하는 유비쿼터스 개념과 방재를 융합한 유비쿼터스 도시방재관리시스템 개념을 연구하였다. 유비쿼터스 도시방재관리시스템은 기존의 도시방재시스템과 유비쿼터스 기술이 결합한 형태로 자연재해와 같은 재해의 예방, 대응, 복구 기술과 융합하여 인명피해 및 국가 주요시설물 등 피해를 최소화하기 위한 신개념 첨단 방재기술시스템이다. 이를 통해 기존 도시방재관리시스템의 한계점을 보완하여 신속성, 실시간성, 정확성의 현장 정보를 접근하거나 획득하여 재난·재해를 미리 예측하고 예방하며, 재난·재해시 즉시 대응해 나갈 수 있으며, 체계적인 복구까지 이루어져서 도시민들의 안전하고 편안한 차세대 도시생활을 영위할 수 있다고 판단된다.; The society increased interest because the scale and size of disaster is getting gradually large. Especially, Human settlement has continuously widened their territory. As the scale of disasters, the human settlement’s inevitable by-product and the following damages have remarkably grown, the prevention of disasters became major public interest. Disasters can be classified by three sections : the natural disaster including storm, and the social disaster caused by terrorism from selfishness, and the facility disaster from building facility not considering environmental impacts. However, urban hazard mitigation management of existing system had many problems about prompt hazard mitigation (prevention, provision, confrontation, restoration) in the event of disaster. Although the existing urban hazard mitigation management system is consistently being improved and funded, it has been unskilled in managing damage immediately and post. For these reasons, this study presents ubiquitous urban hazard mitigation management system of new ideas which are fusion ubiquitous technology and urban hazard mitigation management system to solve the existing system problems. This study focused on the diagram of ubiquitous urban hazard mitigation management system utilizing ubiquitous technology based on wire and wireless networks to predict, manage, and restore disaster related impacts. This state of art ubiquitous urban hazard mitigation management system can help us minimize impacts to human lives and nationally secured facilities. This ubiquitous urban hazard mitigation management system is positively estimated to forecast disasters and protect from damages by obtaining or accessing real-time information. Using the this system, all the people is able to live the future life of safety and comfortableness.
