한국 지역시민운동의 국제적비교와 발전방안에 관한 연구

Abstract

본 연구는 세계화와 지방화가 동시적으로 진행되고 있는 21세기에 중앙집권적인 관료 주도가 아닌 지방분권과 시민자치, 특히 지역시민운동을 통해 지속가능한 국가와 지역 발전을 추구하고자 하는 생각에서 시작되었다. 1987년 6월 민주화 운동의 성과로 지방자치가 30년만에 부활한 이래 10수년의 시간이 흘렀다. 지방자치가 자리잡아가는 긍정적인 성과도 있지만 한편으로 과거 중앙집권적인 개발 과정에서 누적된 문제들이 그대로 드러나고 있다. 지역시민운동의 토대인 지역의 현실을 살펴보면, 중앙집권주의에 의해 희생되어 온 지역은 여전히 피폐한 상태이고 심지어 서울의 식민지라는 비판까지 등장하고 있다. 그래서 민주주의는 더 이상 진전되지 못한 채 최근 MB정부의 등장과 더불어 심각한 위기를 맞이하고 있다. 4년 단위로 이루어지는 지방선거는 시민들의 참여와 민주적인 절차에 의해 지역의 자치적 결정을 실현하기보다 보수적인 중앙정치의 대리전 양상을 반복하고 있다. 지역유지는 중앙정치세력의 하부구조로 고착되어 있으며 관변단체들은 풀뿌리 보수주의의 기반이 되고 있다. 이러한 상황 속에서 1990년대 부터 수많은 지역에서의 다양한 형태의 시민운동이 전개되고 있다. 지역시민운동은 지역에서 시민들의 자발적인 참여로 공적인 것을 결정하는 과정이다. 시민자치는 일정한 지역에서의 행정의 제 과정에 참여하는 주민자치 차원을 넘어 생명운동의 정치형식 이거나 생활세계의 식민화에 대응하는 공론장 창출의 근거로, 또 대중의 자율성(아우또노미아)이 실현되는 성숙한 사회를 지향하고 있다는 점을 소개하였다. 미국 독일 브라질 베네수엘라 일본 등 5개 국가의 정치경제 사회 그리고 지방자치 현실과 시민운동을 소개하였다. 지방자치의 전시장이라고 할 수 있는 대통령중심제인 미국의 지역에서의 다양한 직접민주주의 사례와 특성들을 소개하였다. 연방제국가로서 분권화된 정치체제와 지역에서의 자발성에 기초한 작은 공동체 규모를 바탕으로 하는 독일의 풀뿌리 민주주의 현실과 녹색당으로 대표되는 신사회운동을 비교해 보았다. 그리고 유럽의 식민지 지배로부터 독립하였지만 군부독재의 압박 속에서 민주주의를 재생시켜온 브라질에서의 노동자당의 재집권을 가능하게 한 지역에서의 풀뿌리민주주의로서의 주민참여예산제를 주목하였다. 그리고 외세를 배경으로 하는 기득권 세력에 맞서 민중의 볼리바리안 써클이라는 직접 민주주의에 의한 정권교체와 대중의 참여에 의한 사회적 경제를 실현하며 21세기형 사회주의를 표방하는 베네수엘라도 주목 대상이었다. 가장 가까운 나라이면서 식민지배를 당해야 했던 일본의 분권과 지방자치 그리고 로칼파티운동에 대한 관심을 갖지 않을 수 없었다. 그리고 경기도와 군포지역 사례를 통해 한국의 지역시민운동의 성과와 한계를 설정하면서 5개국 사례 소개와 상호비교를 통해 한국의 정치와 지방자치, 지역 시민운동 현실에 대한 진단과 발전 방안 모색을 시도하였다. 지구촌 시대 7백만 재외동포를 기반한 글로벌네트워크를 구축하는 것도 시민운동의 영역임을 밝혔다. 시민자치에 관한 새로운 상상력을 지역시민운동에 접목해 보면서 시민자치운동을 통한 새로운 사회에 대한 가능성과 더불어 지역 및 중앙정치의 정상화를 통한 한국정치의 개혁 가능성까지 모색하였다.; This study was done for the purpose of achieving sustainable advancement of the state and local government through decentralization and civil autonomy, especially through local civil movements, and not through centralized authoritarianism, in this 21st century where globalization and decentralization are taking place simultaneously. Under these circumstances, many diverse types of civil movements have been taking place in numerous regions since 1990’s. At the beginning, these movements organized around the idea of civil autonomy to influence the administrative decisions by local governments, for instance. However, as the movements continue to evolve, they became more “imaginative” and began to take up a range of new tasks, including: to provide a model of government founded principles of life movement, to offer a public forum to formulate a strategy against colonization of everyday world, and to present a vision of mature society that affirms the peoples' autonomy. As result the movements have gone beyond the scope of the beginning stage and continue to expand the rang of their tasks. People were asked to use the concept of civil autonomy, which is an important area while local civil movements unfold, beyond the limits of local autonomy which is only useful for the administration of local interests of a particular region, as a form of governing life movements or as a ground for producing consensus which stands up against the colonization of lives, and to expand its spectrum, using their imagination, till a mature society is established where public autonomy is realized. Currently, as the knowledge-information society is further unfolding, going through the latter part of industrial society, people are experiencing the communication of knowledge and information more than anytime in history, and are making the better use of this phenomenon to contribute to the making of a more democratic and more sustainable society. After the modern age, as people started out as bourgeoisie in a wealth class and with the development of the modern industrial capitalism, they are placing emphasis on the local civil movement as one of the strategies to achieve self-government at a local level and changing cities to a more creative level. It is necessary that human relationship and human image, which are not mechanical and other-directed, but autonomous and self-governing, be respected. It is well proven that people with self-esteem not only live a bold life but also show creative power. It is important that our endeavor to reject the colonization of life-world that criticizes modern society and its civilization and to protect human relationship and human dignity as well as community value through consensus be continued. We should think highly of the efforts of those who are trying to achieve a self-governing world, which is not subordinated but ‘encompasses cosmic principle of life’. By way of presenting and cross-examining the facts on political, economic and social environment and of the local autonomous government and civil movements of the 5 nations, United States, Germany, Brazil, Venezuela and Japan, which represent the world on their own way, this study sheds light on the current status of the politics and local autonomous government in Korea and the ways to improve them. Both the central government with its standardized control method and administration-oriented local autonomous government reached their limits and this study tried to introduce new creative power to the local civil movements. It further tried to find ways for civil movements to revolutionize the Korean political environment by means of the normalization of civil autonomous movement and local politics. While doing this, it was sought to verify how the local civil movements have been evolved, what their limits are and the ways to improve them. It was found that improvement on the system as well as laws, operational changes, personnel reform, etc. were all inevitable.
