의약 전문신문의 실태와 발전방안에 관한 연구

Abstract

1980년대 후반 언론기본법이 폐지되고 정기간행물등록법이 제정되면서 한국의 신문산업은 본격적인 시장경쟁 체제가 형성되었다고 볼 수 있다. 특히 시장진입에 대한 제한이 풀리며 특정산업 및 업계를 주된 대상으로 하는 전문신문의 대량 출현으로 2008년말 현재 1,300여 종의 전문신문들이 발행되고 있다. 그러나 국내의 전문신문들은 한정된 시장에서 비롯되는 취약한 수익구조, 체계적이지 못한 경영과 장기적인 안목에서의 각종 투자미비 등으로 심각한 위기 상황에 직면해 있는 실정이다. 또한 일간종합신문 및 타 매체와의 차별성도 분명하지 못한 탓에 전문적이고 심층적이어야 하는 전문언론 매체로서의 본연의 역할을 수행하기에 힘이 겨운 것이 현재의 대부분 전문신문의 현실이다. 본 연구에서는 이러한 국내전문신문의 현황에 대하여 종합적으로 조사를 실시한 2005년 한국언론재단의 조사결과를 바탕으로 국내의 전문신문업계의 변화된 현실과 향후 전망을 살펴보고자 하였다. 구체적으로 전문신문업계의 대응책을 논하기 위하여 의료, 제약, 보건 분야의 기사와 정보를 다루고 있는 의약 전문신문을 중심으로 발행인, 편집인, 대표이사를 대상으로 설문지조사와 심층인터뷰를 통한 연구 분석을 실시하였다. 또한, 본 연구에서 조사한 결과를 2005년 한국언론재단 연구결과와 비교 분석하는 방법을 통하여 현재 당면하고 있는 근본적 문제점과 이에 대한 대응 방안 및 향후 국내 전문신문의 발전 가능성 등에 대한 연구결과는 다음과 같이 요약할 수 있다. 첫째는 전문적 정보제공자로서 전문신문의 역할 인식 및 이에 대한 정부 지원 대책이 필요하다. 전문신문의 경우는 공익성 내지 사회기여도 측면에서 큰 역할을 하고 있음에도 지나치게 간과되고 있는 부분이 많아 이에 대한 인식의 변화와 시정이 필요하며, 국회문화관광위원회, 문화관광부, 유관 언론단체 등에서 제도적으로 신문법상에 전문신문을 포함하는 방안을 연구하여야 한다. 둘째는 전문인력 확대와 전문신문협회 차원의 체계적인 연수 프로그램 도입과 연수기회를 통한 전문 교육의 강화가 요망된다. 전문신문의 전문분야 교육 및 기자의 교육에 대하여 관련 업계와 학계의 정보 교류 기회를 확대해 나감으로써 전문신문 경영자 및 종사자들의 적극적인 참여가 가능한 교육지원시스템을 만들고 이러한 교육지원시스템으로 인하여 업계 공통의 발전 방향을 도출하는 선순환적인 구조가 필요하다. 셋째는 인건비, 제작비 등 경영 압박요인 증가에 따른 효율적인 대처 방안 즉, 전문신문협회 차원에서 부지를 구입, 회관을 건립할 수 있는 기금을 조성하고 정부에서 장기 저리로 건축자금을 지원하여 터전을 만들어 주는 것이라든가 신문 제작시설을 갖추지 못하고 외주에 의존하고 있는 대부분의 전문신문사들이 공동제작이 가능하도록 제작시설을 갖춰 저렴한 가격으로 용이하게 신문을 발행할 수 있도록 함으로써 제작비를 절감할 수 있는 방안을 마련하는 것이 모색되어야 한다. 넷째는 정보사회로의 전환에 따른 인터넷관련 사업을 위한 전략이 수립되어야 한다. 이에 대한 대처 방안으로는 인터넷 뉴스 제공과 온라인 전담 조직 운영 강화, 인터넷을 통한 부가서비스 개발에 역량 집중, 인터넷을 통한 수익사업 연결과 수익 향상 방안에 집중해야 할 것이다.; The newspaper industry officially formed a competitive market system in Korea when the basic law on the press was abolished and the law on the registration of periodicals was established in the latter half of the 1980s. Besides, the society was diversified and divided after the information-oriented society was introduced, and the age of specialization was established in various ways. As the desire for professional knowledge and information in every field rapidly increased, so did the demand for the specialized newspapers. Specifically, as the legal restrictions on marketing were alleviated, many specialized newspapers were created focusing on particular industries or businesses. Currently, 1,300 kinds of specialized newspapers are being published in 2008. However, the specialized domestic newspapers are facing a significant crisis with a fragile profit structure from a limited market, lack of systematic management, and not enough diverse investments in the long-term view. Moreover, most specialized newspapers are currently unable to play proper roles as professional and thorough media outlets since they cannot recognize their differences from general daily newspapers and other media. Based on the results of the Korea Press Foundation's comprehensive survey on the status of specialized domestic newspapers in 2005, this study made a survey on the new status of specialized newspapers in the nation and their future expectations. To discuss the measures for the specialized newspaper industry, a survey and in-depth interviews were conducted on publishers, editors, and CEOs of the specialized newspapers dealing with healthcare, drug, and medical industries, and the survey and interview results were analyzed. Besides, the analysis results were studied in comparison with the results of the Korea Press Foundation to discuss the fundamental issues at the present moment. The measures and expectation for the future development of specialized newspapers in the nation were also discussed. The specialized newspapers operating currently, previous studies on the satisfaction theory, and the reference search method were used as the theoretical background of this thesis. I am also going to present the future direction for the development of specialized newspapers based on my experience as a manager of a specialized newspaper focusing on the healthcare and drug industries.
