地方政府의 國際化 增進 方案에 대한 硏究

Abstract

Globalization influences on our daily lives these days. Changes of political ideology after Cold War, the advent of free trade system, and the development of information & communication technology have brought globalization. And there is a lively controversy over globalization. People, material resources, information, and money cross the border freely due to globalization. At the same time, not only states but also the individual, local governments, and NGOs appear as main actors in global society. In the event, the actors face with competition and cooperation globally. Therefore the individuals, NGOs, and local governments have to compete and cooperate with others beyond border. Many local governments that recognize the necessity of global competitive power have been promoted internationalization policies. The policies are as follows. Firstly, local governments are trying to attract foreign investment for activation of local economy and job creation. Secondly, local governments set up relationship with foreign cities for citizen to share various cultures and have global mind. Lastly, local governments offer support policies for foreign residents in Korea. However, it is hard to arouse people's sympathy because promoting internationalization policy is not able to get desired effects in short time. And it raises problems like lack of funds and human resources for making and performing systematic policies. These are the reason why many local governments promote a internationalization policy that has a demonstration effect. To get rid of these problems, public officials have to change their mind and be very active to develop internationalization policy. Ansan city became a well-known benchmark for the inward internationalization policy internationally. Because Ansan city has a good grip on its situation and perform appropriate policy. Yet, since desirable way is to keep balance between inward and outward internationalization, it is important for Ansan city to put more human resources and money to focus on outward internationalization like attracting foreign investment and international relationship with foreign cities. Local governments should be globalized to enrich citizens' lives and activate local economy. And it would be desirable that all cities have competitive power not only in Korea but also in international society by a good internationalization policy.; 세계화는 더 이상 먼 이야기가 아니라 우리의 일상으로 파고들어 피할 수 없게 되었다. 수많은 논쟁에도 불구하고 세계화가 현실이 된 배경에는 냉전이후 정치이념의 변화와 WTO를 중심으로 한 자유무역주의의 확대, 그리고 정보통신 기술의 발달 등이 있다. 이로 말미암아 인적·물적 자원, 정보, 금융 등은 국경을 넘어서 이동을 하며, 국제사회에서 중심적인 행위주체이던 ‘국가’는 점점 뒤로 밀려나고 지방, 개인, NGO 등이 행위주체로 등장하게 되었다. 결과적으로 모든 행위주체에 있어 경쟁과 협력관계는 범위가 넓어지고 다양해졌다. 이제 개인, 시민단체, 그리고 지방정부는 국경을 넘어 경쟁하고 협력을 도모해야 한다. 이러한 현실을 직시한 국내외의 많은 도시들은 여러 가지 방식으로 국제화를 추진해 오고 있다. 지역경제 활성화와 지역고용 창출 등을 위한 해외투자 유치와 다양한 문화의 공유와 주민들의 세계화 인식 제고를 위한 민간교류 협력, 그리고 자국 내에 거주하고 있는 외국인 지원 정책 추진 등이 국제화 정책의 일환이 되고 있다. 이는 결국 더 많은 자원을 이용해서 지역 경제 활성화에 이바지하고, 다양한 문화를 공유함으로써 주민들의 삶의 질 향상에 기여하고자 하는 데 그 목적이 있다. 하지만 국제화의 효과가 단시간 내에 나타나는 것이 아니기 때문에 아직 공감대 형성이 어려우며 결국 예산, 인력의 부족으로 체계적인 국제화 정책을 수립하고 추진하는 데 어려움을 겪고 있다. 이러한 이유로 많은 도시들이 눈에 보이는 전시행정 성격의 단발적인 국제화 정책만 추진함으로써 문제점이 나타나게 된다. 이를 극복하기 위해서는 단체장과 공무원들의 인식 변화를 통해 지역을 위하여 적극적으로 국제화 비전을 설정하고 사업을 수행하는 과정이 필요하다. 안산시의 경우 현재 지역의 특성을 잘 파악하여 훌륭한 내향적 국제화 정책 추진으로 국내외 많은 도시에서 벤치마킹을 올 정도로 인정을 받고 있다. 하지만 균형 잡힌 국제화 발전을 위하여 국제교류·협력, 해외 투자 유치 등 외향적 국제화 추진에 있어서는 인적, 물적 자원의 투입과 비전 정립 등 체계적인 발전 전략이 필요하다고 판단된다. 이처럼 각 도시들이 주민의 삶과 경제 활성화를 위해 지역 내, 혹은 국내에서만 돌파구를 찾으려 하지 말고 적극적이고 효율적인 국제화 정책을 통해 바람직한 국제도시로 거듭날 수 있기를 바란다.
