e-Learning을 활용한 문화소외계층의 문화예술교육 방안 연구

Abstract

사회가 있는 곳에는 반드시 문화가 존재하며, 문화는 사회를 통해 전수되고 습득되는 것이다. 따라서 문화는 특정 사람들을 위한 것이 아닌 사회 구성원 모두가 누릴 수 있을 때 진정한 의미를 가진다. 문화예술교육 역시 소수만의 전유물이 아닌 국민 모두를 위한 것으로, 사회의 구성원이면 누구나 누릴 수 있어야 한다. 그러므로 문화를 향유할 수 있는 기회가 충분하지 못한 문화소외계층을 위한 문화예술교육의 활성화는 사회전체의 문화복지 차원에서, 그리고 사회의 삶의 질 향상을 위해 반드시 추진되어야 한다. 누구나, 언제, 어디서나 일생을 통해 교육받을 수 있는 e-Learning 문화예술교육이 필요하며, 이는 문화소외계층뿐만 아니라 사회 구성원 전체를 위해서도 적극적으로 활성화되어야 할 교육이다. 본 연구는 문화소외계층을 위한 e-Learning 문화예술교육의 활용방안을 제시하기 위한 것으로, 문화예술교육의 현황과 사회적 필요성을 점검하고, 현재 이루어지고 있는 소외계층을 대상으로 한 문화예술교육의 문제점과 한계를 파악한 후, 문화소외계층을 위한 e-Learning 문화예술 교육의 활용방안을 알아보았다. 이를 위해 문화소외계층을 위한 문화예술교육 현장의 행정담당자, 사회복지사 및 교육수혜자들 30명을 선정하여 이들과의 심층인터뷰를 통해 현재 이루어지고 있는 문화소외계층 대상 문화예술교육의 실태 및 문제점을 파악하였고, 문제점 보완을 위한 대책으로서 e-learning의 활용 가능성과 그 활성화방안을 제시하였다. 현재 진행되고 있는 문화소외계층을 위한 문화예술교육은, 교육의 유기적 연속성 부재, 다양한 교육 프로그램 및 맞춤형 프로그램 부재, 교육공간의 부족 및 지도 인력부재, 다양한 교육경로의 부족 등의 한계를 지니고 있다. 이러한 문제를 해결하기 위한 방안이 바로 e-Learning 교육이며, 그 특성상 현행 문화소외계층 문화예술교육의 문제를 상당부분 개선시킬 수 있을 것으로 기대된다. 그러나 이를 위해서는 먼저, e-Learning 교육이 가지고 있는 문제점, 즉 제한된 인간적 피드백, 특화된 교수설계 및 인터페이스의 필요성, PC 및 인터넷망과 같은 교육 인프라의 필요성 등이 우선적으로 해결되어야 할 것이다. 현행 문화소외계층 문화예술교육의 문제점을 개선하기 위해서는 e-Learning 의 적극적인 활용이 필요하며, 온라인과 오프라인 교육의 병행을 위한 지역 거점 오프라인 교육센터의 구축 및 노인, 장애인 등 소외계층에 맞는, 실기중심형 교육을 위한 교수설계 및 인터페이스 개발이 추진되어야 한다. 또한 소외계층이 갖추지 못한 PC 등의 교육기자재와 인터넷 인프라의 확충을 위해서, 문화체육관광부 및 유관부처의 협조, 통신업체와 가전업체의 참여, 지역소재 대학과 민간 시민문화단체의 참여 등 사회각층의 민관 협력체계 구축을 통한 문화예술교육 인프라 구축활동이 추진되어야 한다.; Where there is society, culture exists surely. And, culture is inherited and learned through society. Thus, culture has true meaning when all the members of society who are not special people may enjoy. As for the education of culture art, everybody who is the member of society should be able to enjoy as what is for all the people which is not the exclusive possession material of only minority. Therefore, activation of education of culture art for the alienated class of culture that opportunity to be able to enjoy culture is not enough should be furthered in the dimension of culture welfare of society whole and for the improvement of quality of life of society. Education of culture art of e-learning that everybody may receive education anytime, anywhere, through lifetime is necessary. And, this is the education to have to be activated positively for the whole of society members as well as the alienated class of culture. This study is what is for presenting the utilization scheme of education of culture art of e-learning for the alienated class of culture. Then, this researcher checked the present situation and social necessity of education of culture art and grasped the points at issues and limit of education of culture art on alienated class which is being made now and then examined the utilization scheme of education of culture art of e-learning for the alienated class of culture. For this, after choosing 30 persons who are onsite persons in charge of administration for the education of culture art for the alienated class of culture, persons in charge of social welfare, and education beneficiaries, this researcher grasped the actual state and points at issues of education of culture art on the alienated class of culture which is being made now and presented the utilization possibility of e-learning and the activation scheme as the countermeasure for the supplementation of points at issues. Education of culture art for the alienated class of culture which is progressing now has limits such as absence of systematic continuity of education, absence of diverse education programs and program of fitting type, lack of education space, absence of guidance manpower, and lack of diverse education processes etc. Scheme for solving these problems is just e-learning education, and it is expected that it will be able to improve the considerable parts of problems of current education of culture art of the alienated class of culture in its feature. However, for this, points at issues that e-learning education has, that is, limited human feedback, specialized teaching design, necessity of interface, and necessity of education infra such as PC and internet network etc. will have to be solved preferentially. For the improvement of points at issues of current education of culture art for the alienated class of culture, positive utilization of e-learning is necessary, and the establishment of off-line education center of local strong point for the same time performance of one-line and off-line education and the teaching design and interface development for the education centering around practical talent which is fit for alienated class such as the old and the handicapped etc. should be furthered. In addition, for the expansion of education appliance such as PC and internet infra that alienated class fails to have, establishment activity of infra of education of culture art through the establishment of civil and public co-operation system of all social standings such as co-operation of Ministry of Cultural Athletics Sight-seeing and relevant bureau, participation of communication enterprise and home appliance enterprise, and participation of local universities and civil group of citizen culture etc. should be furthered.
