“대학교 담장개방 녹화사업”을 통한 생활권 공원녹지의 이용실태 및 만족도 분석

Abstract

경제성장과 여가에 대한 관심 증가로 도시민들은 쉽게 찾을 수 있는 생활권 공원녹지에 대한 요구가 증대되고 있다. 그러나 도심지 내 생활권 공원녹지의 확보는 여러 여건을 고려할 때 매우 어려운 상황이다. 서울시는 이를 인지하고 도심지에서 공원녹지의 양적․ 질적 개선을 위한 잠재력이 높은 방안으로 대학캠퍼스 활용을 통한 “대학교 담장개방 녹화사업”을 2004년부터 실시하고 있다. 그러나 현재 “대학교 담장개방 녹화사업”의 추진현황은 녹지의 양적인 확보로 치우치는 경향과 조성된 공간의 실제 이용자에 대한 모니터링을 통해 개선하려는 노력 없이 형식적으로 조성되고 있다. 이는 이용자들의 녹지에 대한 체감만족도를 저하시키는 원인이 되고 있으며, 사업 취지에 부합하지 못하는 결과를 나타내고 있다. 따라서 “대학교 담장개방 녹화사업”을 통해 조성된 공원녹지 공간에 대한 실태파악과 실제적 이용자의 요구를 분석하는 연구가 필요한 실정이다.

이를 위해 본 연구에서는 향후 “대학교 담장개방 녹화사업”의 바람직한 사업방향 모색을 위해 고려되어야할 사항을 제시하려는 연구의 목적에 따라, 선행연구 및 문헌고찰을 통한 “대학교 담장개방 녹화사업”관련 이론을 고찰하고, “대학교 담장개방 녹화사업”으로 조성된 소공원을 연구 범위로 설정하여 연구의 목적에 맞는 유형화를 하고, 유형별 대표 대상지를 선정하여 관찰조사와 설문조사를 지역시민 방문이용자를 대상으로 실시하여 이용실태 분석과 조성된 이용시설과 공원 환경에 대한 만족도를 분석하였다. 이 중 이용시설의 평가는 중요도, 만족도를 조사하여 기술통계분석인 IPA 분석을 통한 가치도의 개념을 정확히 도입한 결과를 도출하였다.

본 연구에서 “대학교 담장개방 녹화사업”을 통해 조성된 소공원 중 이용시설이 가장 다양하고 이용자가 가장 많은 유형별 대표대상지인 도심소공원형 건국대 소공원과 근린소공원형 한성대 소공원의 이용실태 및 이용시설, 환경에 대한 조사 및 분석의 결과는 다음과 같다. 첫째, 도심소공원형 건국대 소공원은 대학상권과 대중교통시설 연계를 통해 이용자들의 이용이 고밀도로 일어나는 특징을 보였다. 그리고 지역시민 이용자들의 주 이용실태 특징은 20~30대의 젊은 층이 주로 이용하고 있으며, 만남/대화 장소의 목적으로 15분 이내로 잠시 머무는 것으로 나타났다. 또한 이용반경 250m기준으로 볼 때 250m이외의 거주자인 불특정다수 이용자가 많았다. 그리고 IPA 분석결과에 의한 이용시설 중 우선적으로 개선되어야 하는 시설로는 수목, 의자/벤치, 정자/파고라, 광장으로 나타났다. 이 중에서도 의자/벤치 시설이 가장 우선적으로 개선되어야할 시설로 도출되었다. 공원 환경적 측면에서 특징은 소음문제, 주변경관문제 등이 불만족 사항으로 나타나 이를 개선할 수 있는 공간조성이 필요함이 분석되었다. 둘째, 근린소공원형 한성대 소공원은 대학주변 고밀주거지 연계와 지역주민의 주 생활동선과 연계하여 이용이 고밀도로 일어나는 특징을 보였다. 그리고 지역시민 이용자들의 주 이용실태 특징은 60대 이상의 고령층이 주로 이용하고 있으며, 휴식/산책을 위해 30분 이상 오래 머무르는 것으로 나타났다. 또한 이용반경 250m내 인근거주자의 이용이 많았으며, IPA 분석결과에 의한 이용시설 중 우선적으로 개선되어야하는 시설로는 의자/벤치, 분수 및 수경시설, 체력단련시설로 나타났다. 이 중에서도 분수 및 수경시설이 가장 우선적으로 개선되어야할 시설로 도출되었다. 공원 환경적 측면에서 특징은 모든 사항에 대해서 전반적으로 만족하고 있었으나 학교의 개방적 이미지에는 만족하지 않는 것으로 분석되었다.

대학교 담장개방 녹화사업을 통해 향후 조성될 소공원에 있어서 이용자의 의견을 통한 개선은 대학교 담장개방 녹화사업의 정착 및 확대를 위해 매우 중요하며, 장소를 제공하는 학교나 사업을 추진하는 서울시 모두 대학교 담장개방 녹화사업의 중요성을 인지하고 적극적인 자세로 사업을 추진 할 필요가 있다. 또한 대학교 담장개방 녹화사업의 지침을 수립하여 체계적으로 사업을 추진할 필요가 있으며 공간조성에 있어서 이용자들의 참신한 아이디어를 반영할 수 있는 방안을 도입하여 이용자 참여를 높여야 한다.; It is increasing the demand of citizens for Neighborhood Green Space that have easily a search as increasing interests about growth of economy and leisure. But the secure of Neighborhood Green Space in the downtown is very difficult situation when consider the various given conditions. The special city of Seoul recognized this, and it has been taking effect " The Campus Fence Afforestation Project " since 2004 as plan which is great potential for quantitative and qualitative improvement of Green Space in the downtown. But the propelling present status of " The Campus Fence Afforestation Project " is preparing in form without efforts for improvement through the monitoring about biased tendency by quantitative security of Green Space and actual users of prepared space. This is caused by reduce the sensory satisfaction about Green Space of users, and it is showing inconsistent result to the purpose of project. Therefore, it is necessary state the study which analyze the demand of grasp about actual users and usage for prepared Green Space through " The Campus Fence Afforestation Project ".

This study for these considered the theory related " The Campus Fence Afforestation Project " through leading study and inquiry into literature as the purpose of study which presenting points to be considered in order to grope for desirable course of project about " The Campus Fence Afforestation Project " from now on, and it was materialized to answer the purpose of study after it sets up the prepared small park to range of study as " The Campus Fence Afforestation Project " based on research and analysis about the present status. And it was analyzed the satisfaction about analysis of usage and prepared using facilities and environmental of park by take effect the research of observation and survey to target of visitors of the local citizen after constitutes representative target area along these patterns. The evaluation of using facilities among these drew the conclusion which introduce exactly the general idea of value through IPA Analysis of which analysis of descriptive statistics by research into priority and satisfaction.

The usage of the small park of Konkuk University which downtown small park type and the small park of Hansung University which neighborhood small park type as representative target area along these patterns that have the most various using and most a lot of users among prepared small parks through " The Campus Fence Afforestation Project " and the conclusion of research and analysis about environment of using facilities are as follows. The first, the small park of Konkuk University which downtown small park type was presented to the feature that the use by users occurs to high density through connection with academic marketable reign and facility of public transportation. And feature of the main usage by users of local citizen was presented to use mainly by young people of 20 to 30 and stay for a while within 15minutes as purpose of place for meeting and conversation. Also, there were many users of unspecified individuals who resident out of 250m when it seemed to a standard of 250m radius. And it was presented to trees, chair/bench, summer house/pagora, square as facilities which have to be improved preferentially among using facilities by result of IPA Analysis. It was drew that the facility of chair/bench among these have to be the most preferentially improved. The feature from environmental side of park was presented to the subject matter of the complaint which problem of noise and problem of surrounding view and the like. So it was analyzed to be necessary the raising space that is able to improve this. The second, the small park of Hansung University which neighborhood small park type was presented to the feature that the use occurs to high density through connection with habitation of high density of academic surrounding and moving line for main life of local citizens. And the feature of main usage for users of local citizen was presented to be used mainly by advanced level more than 60 and stay long more than 30minutes for recess/walk. And also, there were a lot of use by neighborhood resident within 250m radius. It was presented to chair/bench, fountain and hydroponic facility, facility for physical training as facilities which have to be improved preferentially among using facilities by result of IPA Analysis. It was drew that fountain and hydroponic facility among these have to be the most preferentially improved. The feature from environmental side of park was presented to be pleased on all matters, but it was analyzed to dissatisfaction about open image of school.

The improvement through opinions of users in preparing the small park from now by the Campus Fence Afforestation Project is very important for settlement and expansion of the Campus Fence Afforestation Project, And it is necessary that schools providing the place or all universities in Seoul propelling the project have to recognize the importance about the Campus Fence Afforestation Project and have to propel the project in aggressive attitude. Also, it is necessary to propel systematically the project as devise the guide of Campus Fence Afforestation Project. And it has raise the participation of users as introduce the plan which is able to reflect unprecedented ideas of users in making the space.
