The contribution of Korean IT industry to Korean economy has been growing rapidly and it became the most important field as a national growth engine. The IT industry has accomplished the brilliant growth through overseas market and for successful and sustainable penetration of foreign IT market, it is important to have pertinent market strategy considering related policy, local industry, market and infrastructure including technology. Recently, government, agencies and many companies have been trying to frame strategies of their own for foreign market but fail to get feasibility and reliability. In this paper, we develop reliable model of selecting strategic items and countries for successful overseas expansion and export in IT fields through research, survey and analytic hierarchy process. The key process is to extract necessary and sufficient conditions of each strategic item for foreign markets. The new index from this process can be adopted for mapping strategic items and countries successfully. The constructs were drawn from the literatures of diverse readiness and we adopted survey study and AHP for feasibility.-
