S지역 클러스터 기반 전략산업 육성 방안에 관한 연구

Abstract

세계경제의 흐름 속에서 국가간 장벽이 없어지면서 무한경쟁의 세계화 및 지식경제시대에 대한 지역발전 및 지역경제 활성화를 위한 방안으로 세계 각국은 앞다투어 산업클러스터에 대한 관심을 보이고 있다. 클러스터에 관심을 갖는 이유는 기술혁신과 지식창출을 촉진하는 유리한 환경을 조성해 주기 때문이다. 현재 지방재정 분권화로 인하여 각 광역별 또는 지역별로 산업형 클러스터를 구성하여 지역별 장점을 살릴 수 있는 전략산업을 도출하여 역점사업으로 두고 있다. 성공적인 클러스터 모델을 창출하기 위해 무조건적인 모방이 아닌 지역의 공간적 특색을 살릴 수 있는 전략산업 육성이 필요 하다. 이에 지방정부의 주도적인 역할이 매우 중요하다고 할 수 있다. 이는 산업정책의 지역화를 의미하는 것이지만 중앙정부를 배제한다는 것은 아니다. 작게는 지역에서 크게는 광역권으로 확대 발전할 수 있는것이 클러스터의 장점이기 때문이다. 이를 위해서 S지역이 필요로 하는 전략산업 모델을 발굴하고 전략산업 분야별 정책과제 및 방향을 제시하였다. 지역산업 발전의 선택과 집중사이에서 선정된 전략산업이 지역경제를 이끄는 원동력이 될 것이며 지역경제활성화에 파급효과를 줄 것은 분명하다. 이를 위해 단순히 정책적 과제로만 끝나는 것이 아니라 실행에 옮길 수 있도록 지자체의 많은 관심과 역할이 중요하며 장기적으로 지역산업과 관련된 주체사이의 오랜기간에 걸친 네트워크 구성이 가능한지를 연구해야 한다. 단기적 성과를 위하여 물리적인 시설구축에만 몰두하게 된다면 실패한 클러스터가 될 것이다. 특히 클러스터의 정책이 성공을 거두기 위해서는 공공과 민간사이에 실질적인 협력관계가 이루어져야 하며 무엇보다도 지역권역 혹은 클러스터의 공간적 범위의 문제와 반드시 연계되어야 한다. Now that there is no more barrier in terms of the global economy among countries, every country begins to show its interest in the industry cluster in order to boost local growth and economy revitalization preparing for the globalization of the age of limitless competition and the age of knowledge economy. The reason they are interested in the cluster is that it fosters profitable environment that promotes technical innovation and knowledge creation. Now that local finance is decentralized, local governments organize their own industrial clusters so that they could deduce strategic industries which boost local strength. In order to create a successful cluster model, there should be an effort to foster a strategic industry which boosts a geographical features of rural areas. Therefore, the primary role of the local government is very important. It doesn't mean the exclusion of the central government. It means the localization of an industrial policy. The cluster could expand in a zone or wider area. They developed the model of the strategic industry which S Zone needed and presented the political subject and direction for each filed for this. It is clear that the strategic industry chosen between choice and concentration of the development of the local industry boosts the local economy revitalization, The local government should have continual concern and roles to fulfil political subjects and keep researching about the possibility that there could be the network organized by main bodi contithe local industry for a long time. It is certain that it would be a failed cluster if they focused on physical equipments for short term outcome.
