동해안의 지진해일 EAP 수립

Abstract

As the natural disasters such as tsunami can’t be estimated when and where it occurs, it is the most important to establish the prevention policy and prevent in advance in order to reduce the damage. In the ocean area surrounding the Korean Peninsula, for the recent 10 years, the underwater earthquake occurred with the average more than 20 times annually. Especially in 1983, Korea has been damaged due to the Central East Sea Tsunami in the middle area of Eastern coast of Korean Peninsula. Thus Korea is not the area free from the tsunami any more. This study establishes an EAP(Emergency Action Plan) against tsunami at eastern coast of Korean Peninsula. The purpose of an EAP against tsunami is to protect the human from serious injury, property loss, or loss of life, in the event of an actual or potential tsunami. For the object regions, Imwon and Samcheok ports, Samcheok City, Gangwondo which were most seriously damaged from the tsunami of the central East Sea in 1983, were selected. Moreover, to establish EAP, the object regions were surveyed and run-up height, inundation area, the state of the tsunami attacks, and the characteristics of topography were investigated because these are necessary. After finishing these work, EAP was established for tsunami at Imwon port and Samcheok port based on the field survey data. And the evacuation program was simulated to predict a time needed to evacuate and estimate the number of casualties. If local governments show the results of this study to inhabitants when they acquaint EAP against tsunami, they will enable efficient evacuation. Now in our country, proper standard for establishing EAP is not prepared, so it’s difficult to deal with the tsunami efficiently. Therefore, preparing a standard for establishing proper EAP is urgently needed. Also, when establishing EAP, it’s important to reflect local situations and residents’ opinion. The established EAP is a great help to establish EAP of other ports.; 지진해일과 같은 자연재해는 언제 어디서 발생할 것인지 예측할 수 없으므로 피해를 줄이기 위해서는 발생 전 미리 방재대책을 수립하여 예방하는 것이 최우선이다. 한반도 주변 해역에서는 최근 10년간 매년 평균 20회 이상의 해저지진이 발생하고 있으며, 특히 우리나라도 1983년 동해 중부 지진해일로 인한 피해사례가 있어 지진해일에 대한 안전지역임을 쉽게 장담할 수 없는 상황이다. 본 연구에서는 지진해일의 피해를 경험한 한반도 동해안에서의 지진해일 비상대처계획(EAP, Emergency Action Plan)의 수립을 위한 대상지역으로 과거 지진해일로 인해 가장 큰 피해 경험이 있는 임원항, 삼척항을 선정하였다. 또한, 대상지역에 대한 현장조사를 실시하여 그 결과를 토대로 대피계획 등 EAP 수립에 필요한 사항들을 실제 대상 지역의 지형특성을 고려하여 작성하였다. 현재 우리나라에는 아직 EAP 수립에 대한 적절한 기준이 마련되어 있지 않아 지진해일 발생 시 효율적인 대처가 어려운 실정이므로 적절한 EAP 수립에 대한 기준 마련이 필요하다. 본 내용은 동해안의 다른 항에 대한 지진해일 비상대처계획 수립 시 기초자료로서 큰 역할을 할 것으로 기대된다.
