보행우선구역 사업의 토지이용 특성과 가로유형에 따른 평가지표에 관한 연구

Abstract

오늘날 도시설계의 가장 중요한 흐름 중 하나는 근대모더니즘 시대에 만들어진 자동차 중심의 도시구조로 인한 현대의 각종 도시문제들을 해결하고자 더 안전하고 더 편리한 보행을 이루기 위해서 국토 해양부에서는 2007년 12월부터 '보행우선구역' 이라는 이름으로 시범구역을 9개(2009년 현재 3차년도 진행)를 지정하여 사업을 시행중이다.

본 연구의 목적은 보행우선구역 사업을 평가하는 평가지표를 계획의 목적에 부합하도록 개선한다는 점, 보행우선구역 사업 대상지의 구역특성에 따라 유형을 구분하여 체계화 된 평가지표를 도출한다는 점, 보행우선구역 사업 대상지 유형에 따라 평가지표의 중요도 값을 달리하여 보다 합리적인 정책적 목적에 맞는 평가지표를 제시한다는 점에 중요한 의미가 있다. 또한, 보행우선구역 사업이 완료된 대상지를 이용자들이 평가한 평가점수와 전문가들을 토대로 분석한 중요도 값을 함께 산정함으로 평가지표의 서비스 수준이 어떻게 변하는 지를 알아보려 한다.

본 연구는 보행우선구역의 서비스 평가를 하기위하여 어떠한 평가항목들이 제시되어야 하는지를 분석하고 평가항목의 우선순위를 고려하기위해 네트워크분석을 실시한 후 사업완료 대상지를 통하여 평가를 실시하였다.

본 연구의 방법으로는 첫째, 가로유형과 토지유형에 따라 보행우선구역의 사업의 9개 대상지를 유형별로 분류한다. 둘째, 보행우선구역 만족도 항목의 세부항목을 추가하여 보완하는 방향으로 보행자 서비스수준에 관련 선행연구를 고찰하여 본 연구에서 사용할 평가항목을 선정한다. 셋째, 선정된 평가항목을 다양한 전문가 집단을 통해 설문을 실시하여 최종평가항목을 선정한 후 유형별 평가항목의 가중치를 선정한다. 넷째, ANP분석을 통하여 유형별 우선 고려 시 되어야 할 항목들의 순위를 도출한다. 다섯째, 보행우선구역 사업완료구간을 대상으로 이용자들에게 서비스수준을 평가하여 중요도 값을 적용했을 때와 가중치를 적용하지 않았을 때 항목들의 차이점을 비교한다.

이와 같은 방법을 통하여 본 연구의 결과를 보면 현재 시행되고 있는 보행우선구역사업의 정책적 목적에 맞는 평가지표를 통하여 보행우선구역의 모니터링을 수행하여 효율성을 높일 수 있으며, 이용자들의 평가점수에 중요도 분석을 통한 평가지표를 적용할 경우 더욱 정확한 서비스 평가를 할 수 있어 보행우선구역 사업을 시행하는 시점에서 개선되어질 방향을 제시하고 있어 의의가 있는 것으로 기대되어 진다.

하지만 사업이 시행된 기간이 얼마 되지 않아 모든 대상지에 대한 분석의 결과를 제시하지 못하였다는 점과 완료 대상지의 한정적인 부분으로 보행우선구역 사업의 부족한 개선사항들을 많은 대상지를 통해 조사하여 반영하지 못한 것이 한계점이라고 할 수 있고, 보행우선구역 사업의 서비스 평가를 위한 지표를 제시하였으나 정량적인 평가항목과 정성적인 평가항목을 결합한 평가지표를 통해 보행우선구역 사업의 더욱 효과적인 개선방향을 제시할 수 있는 평가지표가 개발되어야 한다고 생각한다.; The most significant factor about the flow of today's urban planning is to solve various types of urban problems caused by the automobile-centric urban structure created in modern era. In order to make a safer and more convenient road for pedestrians, "Pedestrian-only Zone" policy has been established in December, 2007 and 9 prototype exhibition cities (year 3 as of 2009) have been designated by the National Department of Land and Sea.

Main purposes of this research are: Classifying "Pedestrian-only zones" into different classes by their purpose and projected effectiveness, proposing a service evaluation index that reflects a situation-specific weighted-average measurement system, and presenting an overall improved, more effective evaluation method to help achieve the goal of "Pedestrian-only Zone" policy.

Explanations on the method used in this research

First of all, the 9 targeted exhibition cities will be classified into different categories by their types and characters. Evaluation assessment criteria items will then be selected on the basis of considering the following items: Characteristics of each category, a quantified evaluation method, and research on the overall quality of services provided to pedestrians. Surveys for professionals will be conducted and the result will be used to finalize the assessment items. After the finalizations of determining assessment items, the amount of weight for each item will be determined. Finally, by conducting a survey for service users (residents of the targeted cities in this case), the result will be evaluated and calculated on the basis of weighted- average method.

Goal of this research

The ultimate goal of this research is to develop an evaluation index that suits the purpose of the policy; a system which will improve the overall efficiency and eventually help achieve the goal of "Pedestrian-only Zone" policy.
