Abstract
이 연구는 국가의 대외정책 결정과정에 있어 국가정보가 생산 및 활용되는 모습을 고찰하고 그 과정에서 발생하는 문제점을 규명하여 국가정보의 바람직한 역할 수행에 기여함을 목적으로 하고 있다. 국가정보는 대외정책 결정과정에서 국제정세, 국제사회내 자국의 영향력, 적대적 국가 또는 단체의 동향 등과 같은 각종 외부요인(external source)을 판단하는데 중요한 역할을 담당한다. 부시행정부가 후세인정권 축출을 위해 추진한 이라크전쟁과 관련하여 이라크 WMD에 대한 정보판단 문제가 세상의 이목을 집중시켰다. 부시행정부가 이라크전쟁 명분으로 내세웠던 이라크의 WMD 개발·보유 주장이 사실이 아닌 것으로 판명되었기 때문이다. 이라크정보와 대외정책결정에 관한 선행연구는 정보의 정치화를 지적하기도 하고 정책결정시스템 부재, 측근 정치인들의 정보무시 등을 문제점으로 제시하기도 하였다. 이 연구는 이라크전쟁 결정과정에서 국가정보가 생산되고 활용되는 모습을 정보생산과정과 정책결정과정으로 나누어 고찰하였으며 그 결과 ‘정보의 정치화’와 ‘정보의 왜곡’을 개념적으로 분리하여 정립하였다는 점에 의의가 있다. 미국 정보공동체의 이라크정보 생산과정에서는 휴민트 수집능력 약화, 양적 수집평가 시스템, 첩보출처 검증 불충분, 분석기법 적용미흡 등의 문제와 함께 정치권의 압력에 의해 정책에 부합하는 정보를 생산한 ‘정보의 정치화’ 가능성이 높았던 것으로 나타났다. 정책결정과정에 있어서는 대통령을 비롯한 고위 정치인들이 공식적인 정책결정 시스템을 운용하지 않고 비공식적으로 의사결정을 한 다음, 이에 부합하는 정보만을 수용하거나 제공된 정보를 과장 또는 자의적으로 해석하여 활용하는 ‘정보의 왜곡’이 있었다. 고위 정책결정자가 정보생산과정에 압력을 행사하면 정책에 부합되는 정보가 생산되는 ‘정보의 정치화’가 나타나고, 제공된 정보를 과장하거나 확대 해석하여 자의적으로 활용하면 ‘정보의 왜곡’이 나타나게 된다. 이러한 정보의 정치화나 정보의 왜곡은 국가의 대외정책 결정과정에 투입되는 외부요인의 객관적 판단을 저해하게 되고 결국 정책실패를 초래할 가능성을 높이게 된다. 이 연구를 통해 얻을 수 있는 정책적 시사점으로는 첫째, 국가의 대외정책결정을 위한 합리적인 제도적 틀을 마련하고 이러한 절차에 따라 정책을 수렴하는 것이 바람직하다는 점 둘째, 정책결정 시스템 내에서 국가정보의 역할을 보다 명확하게 규정하는 것이 필요하다는 점 셋째, 정보공무원들이 직업공무원으로서 보다 전문성을 가지고 업무에 종사할 수 있는 여건을 정비할 필요가 있다는 점 넷째, 정보업무의 비밀을 보호하면서 최대한 국가정책결정의 공정성을 제고시키기 위해 정보에 대한 적절한 사후통제(oversight) 방안강구가 바람직하다는 점 등이다. 특히 정보판단의 내용과 정치권에 의한 정보활용에 대한 역사적 평가가 가능토록 관련 제도를 정비하는 것은 역사적 평가를 중시하는 정치인들의 인식을 제고시켜 공정하고 투명한 정보생산과 활용에 긍정적인 역할을 하게 될 것이다. 또한 의회의 적극적 조사활동과 정보기관에 대한 외부 감찰관제도 등도 비밀을 속성으로 하는 국가정보의 투명성 제고에 기여하게 될 것이다. 앞으로 이라크전쟁이라는 단일사례 연구의 한계를 극복하기 위해 다양한 사례와의 비교연구가 필요하고, 국가정보가 대외정책결정에 투입되는 과정으로서 국가안보회의(NSC)운영방안, 정보공무원의 전문성 제고방안, 비밀성을 고려한 정보의 객관성 제고방안 등에 관한 연구가 수행되어야 할 것이다.; This study is to contemplate production and application of national intelligence in foreign policy decision making and to investigate problems caused during such processes in order to contribute to appropriate use of national intelligence. National intelligence is essential in judging various external sources such as international situations, influence of a nation in the international society and movements of hostile nations or groups. The Bush administration has propelled the Iraq War to drive out the Hussein government. The case of intelligence judgement on Iraq WMD concerning the Iraq War has become the focus of the public attention. The Bush administration justified the Iraq War with developments and possession of WMD by Iraq, yet such intelligence was found out to be wrong. Previous studies concluded the reason of wrong intelligence judgement concerning the Iraq War to politicization of intelligence, absence of the policy decision making system, disregard of national intelligence by the President and people close to him. This study is significant because it has divided the process of intelligence production and the process of intelligence application for systematical contemplation. And it separated and defined the concepts of 'politicization of intelligence' and 'distortion of intelligence'. Contemplation of the American decision making of the Iraq War showed there were problems of the weakened collection system of Humint, the quantitative evaluation system for the collection activities, lack of verification of the intelligence sources and insufficient application of the analysis methods in the processes of intelligence production by Intelligence Community. Also, there were high possibility of 'politicization of intelligence' to make advantageous decisions for policies with the pressure of political circles. When policy decision making, the President and high-ranking politicians judged such case to be politically sensitive so they did not operate the official policy decision making system. They made decisions unofficially and only adopted intelligence that accord with the decisions or interpreted intelligence as they wished to cause 'distortion of intelligence'. Excessive participation of high-ranking policy makers causes 'politicization of intelligence' that produces intelligence that accord with the policies, and exaggerated or magnified application of provided intelligence as they wish will bring 'distortion of intelligence'. Politicized or distorted intelligence will disturb objectivity of external sources used in foreign policy decision making, and thus raises the possibility of failures of important policies. Through this study, the following political implications were learned from the problems concerning national intelligence in the American processes of the Iraq War decision making. First, a national system to decide foreign policy is necessary, and it is desirable that policies are made with regular processes and procedures as possible. Second, the role of national intelligence in the policy making system should be defined more clearly. Third, the conditions for intelligence officers to perform their tasks more professionally should be made. Fourth, in order to protect the confidential intelligence activities and raise the efficiency of national policy decision making at the same time, a proper post-oversight method should be considered. Especially, organizing a historical evaluation system concerning details of intelligence judgement and results of intelligence application of political circles shall contribute largely in fair and clear intelligence production and application. Also, the active investigations of the parliament and the external inspector system on intelligence institutes could contribute to raise the transparency of intelligence which has the property of secrecy. In order to overcome the limited case study on the Iraq War, comparative studies with various cases will be necessary. Also, more studies should be carried out on the NSC operation methods as procedures of applying national intelligence in foreign policy decision making, the methods to raise professionality of intelligence officers and the methods to raise objectivity of secret intelligence.
