플랜트EPC 컨트롤타워에 의한 해외에너지자원확보 지원방안에 관한 연구

Abstract

플랜트EPC 컨트롤타워에 의한 해외에너지자원확보 지원방안에 대하여 연구하였다. 영․ 미계를 제외한 메이저 기업들을 갖춘 외국들은 초기 대형 공기업육성을 통해 에너지 자원개발을 하였고, 현재 실적 면에서 좋은 성적을 거두고 있다. 국제적인 에너지확보 경쟁측면에서 외교력, 군사력이 상대적으로 열세이며 자본력 또한 열악한 우리나라에서 에너지자원 확보 전문가들은 에너지자원을 확보하기 위해 패키지 딜 형태의 진출을 추천하고 있다. 패키지 딜이란 대규모 개발사업의 한 형태로 자원실수요자가 자원보유국가에 철도, 도로, 항만 및 공장 등 사업인프라를 건설하여 제공하고, 자원보유국은 현금 대신 자국이 보유한 천연자원을 제공하는 거래방식이다. 국내에너지기업들은 해외에너지자원개발을 독자적으로 수행하고 있고 패키지의 딜의 동반자로서 플랜트EPC기업을 지원하는 기관은 분리되어 업무를 수행한다. 그로 인해 패키지 딜 방식의 해외에너지자원개발사업의 실적이 저조하다. 따라서 현재 산재되어 있는 플랜트EPC관련 담당부서를 통합하여 플랜트EPC 컨트롤타워를 설치함으로써 에너지확보자금을 지속적으로 뒷받침 하도록 하여야 한다. 그리고 이 플랜트EPC 컨트롤타워는 패키지 딜 수행 시 발생할 수 있는 자금흐름간의 불일치 및 수익배분에 따른 갈등을 해결해 주고 사업성과 수익성에 대한 정보 제공 그리고 자원보유국에서 발생할 수 있는 리스크 보증을 해줌으로써 해외에너지자원확보 사업에 대해 플랜트EPC기업들의 참여를 촉진시킬 수 있을 것이다. 즉, 플랜트EPC 컨트롤타워는 플랜트EPC 동반 진출방식에 의한 해외에너지자원확보에 대한 지원기관으로서의 역할을 수행할 수 있을 것이다.| The supporting strategy of acquirement of overseas energy resources through the establishment of a plant EPC control tower has been studied. Except UK and USA, nations which have major companies developed overseas energy resources early by promoting a large national company. Consequently, they currently have good achievement. At present, domestic energy companies do business independently in Korea. And the institutions which support plant EPC companies as partners of package deal are separated. This causes the low achievement at package deal for overseas resources acquisition. To suggest the strategy that carries out the package deal effectively, The cases of foreign countries and the supporting policies of government for plant EPC companies have been investigated. The followings are suggested as the ways. The plant EPC control tower should be established by integrating the scattered institutions that support the plant EPC companies and support the funds for overseas energy resources acquisition continuously.
