Abstract
산업화의 발달로 사람과 화물의 이동이 많아지고 자동차가 갖는 이동성과 편리함으로 자동차는 사회전반에 급속하게 보급되었다. 교통정책도 자동차 증가수요를 처리하기 위한 도로 위주의 정책으로 이루어졌다. 그 이후 도로 스톡이 크게 증가하였지만 교통체증은 더욱 심화되고 환경오염도 악화되고 있다. 그 이유는 도로 스톡이 증가하더라도 자동차 수요 증가를 따라 잡을 수 없기 때문이다. 이는 석유에너지를 이용하는 자동차 중심의 교통체계의 한계이며, 생체에너지를 이용하는 비동력 교통수단으로의 방향전환이 필요한 시점이라 할 수 있다. 그에 따라 생체에너지를 이용하는 자전거 교통에 대한 관심도 높아지고 있다. 자전거 이용이 활성화되면 대기오염 물질이 줄고 교통체증도 완화될 수 있다는 기대감이 있기 때문이다. 그러나 아직 종합적인 관점에서 자전거 이용을 활성화할 수 있는 기본 방향 및 추진전략이 제대로 설정되어 있지 못하고, 자전거 관련 시책 시행에 따른 효과분석이 제대로 이루어지지 않아 의도한 대로의 효과론이 정립될 때 자전거 관련 시행의 효과가 발생할지에 대한 의문도 제기된다. 이에 본 연구에서는 자전거 정책을 시행하기 이전에 자전거를 선택함에 있어 주요한 요인이 무엇인가를 알아내기 위한 방안의 하나로 창원시의 기업 근로자를 대상으로 설문자료를 통해 얻은 정보를 분석하여 개인속성, 통행속성의 여러 요인과 함께 자전거의 안전성, 대기오염 등에 대한 통행자의 인식속성에 대한 요인이 자전거 선택에 미치는 영향을 분석하여 앞으로의 자전거 정책수립시 고려해야 할 주요한 요인을 알아내는 것을 목적을 둔다. 분석결과 자전거 수단선택에 영향을 미치는 요인으로 개인속성으로는 성별, 연령, 소득에 대한 변수가 영향을 미치고 있고 통행속성에서는 통행거리에 따른 영향이 있는 것으로 분석되었다. 개인의 인식속성에서는 자전거를 이용할 때의 안전성과 건강에 대한 변수, 대기오염에 대한 변수가 영향을 미치는 것으로 나타났다.| Due to industrialization, traffic of people and freight increases and automobiles become more useful than ever with its mobility and convenience. In the meantime, transportation policy has focused on road provision in order to manage the increase of automobiles. Even though roads have increased, traffic jam has aggravated and environment quality get deteriorated. It is because increase of roads does not accommodate the increase of vehicles. This is the problem of automobile-oriented transportation system which uses fuel energy. Now, it is the time to convert into transportation modes based on renewable bio energy. Bicycle which employs human energy draws attention. Bicycle use can reduce air pollution and traffic jam can be alleviated. However, basic policy direction and implementation strategies with comprehensive perspectives have not been set up for increasing bicycle uses. Effects of related bicycle policy implementation have not been analyzed. It raises doubts whether effects of bicycle policies would be really generated. It is necessary to recognize bicycle as one viable transportation mode and set up appropriate analysis methodologies. This study aims to analyze major factors in selecting a bicycle as transportation mode before setting up bicycle policies. It conducted surveys on commuters of the city of Changwon in order to analyze personal information (gender, age and so on), travel characteristics (travel time, travel distance and so on). Finally, it examines how personal recognition of bicycle safety, air pollution has an influence on choosing bicycle as transportation mode and finds out major factors to be considered in establishing bicycle policies. Based on analysis results, gender and age in personal information, travel distance in travel characteristics have an influence on selecting bicycle as the transportation mode.
