dc.description.abstract본 연구의 목적은 국내 공공기관이 결혼이주여성을 위해 제공하는 웹사이트를 확인하여 그 개설 현황 및 구조적 특성을 분석하고, 해당 웹사이트에서 임신·출산·육아 관련 정보를 제공하는 경우 그 질을 평가하는 것이다. 이를 통해 국내 결혼이주여성을 위한 인터넷 정보 제공의 개선방향을 모색해 보고, 궁극적으로 이를 이용하는 국내 결혼이주여성에게 보다 질 높은 건강정보를 제공하여 건강한 임신 및 출산, 육아를 돕고자 시도되었다. 본 연구의 대상 웹사이트 선정은 총 세 단계로 이루어졌다. 첫 단계에서는 네이버, 다음, 네이트 등 3개의 종합 포털 사이트에서 ‘결혼이주여성’, ‘결혼이민여성’, ‘다문화가정’, ‘다문화가족’, ‘국제결혼’, ‘국제결혼여성’, ‘외국인신부’ 등의 키워드를 이용해 웹사이트를 추출하고 여기에 보건복지부에서 제공하는 ‘결혼이주여성 건강증진’ 웹사이트 1개를 추가하였다. 두 번째 단계에서는 개인 개설 및 상업적 목적의 웹사이트를 일차 제거하고, 본 연구에서 정한 기준 충족여부를 평가하여 최종 63개 웹사이트를 개설 현황 및 구조적 특성 분석 대상 웹사이트로 선정하였다. 마지막 단계로, 위 63개 웹사이트 중에서 결혼이주여성을 위한 임신·출산·육아 관련 건강정보를 제공하는 총 7개의 웹사이트를 임신·출산·육아 관련 인터넷 건강정보의 질 평가 웹사이트로 최종 선정하였다. 웹사이트의 개설 현황 및 구조적 특성은 본 연구자가 손애리(2000), 정영철과 박현애(2000), 조은숙(2010)의 연구에서 사용된 문항을 참고하여 재구성한 도구로 직접 분석하였고, 임신·출산·육아 관련 인터넷 건강정보는 DISCERN(Charnock, Shepperd, Gann, & Needham, 1999)을 박재현, 조비룡, 김용익, 신영수와 김윤(2005)이 국문 번역한 것을 본 연구자가 일부 수정·보완한 도구를 사용하여 보건의료분야 대학교수 5인, IT 및 교육공학 전문가 3인 등 총 8인의 전문가에게 의뢰·평가되었다. 수집된 자료는 SPSS WIN 18.0 Program을 이용하여 분석하였다. 본 연구의 주요 결과를 요약하면 다음과 같다. 1) 국내 공공기관이 결혼이주여성을 위해 제공하는 웹사이트 개설 현황을 분석한 결과, 개설주체는 정부기관 36개(57.1%), 비영리 기관/단체 27개(42.9%)였고, 제공주체의 소재지는 경기가 18개(28.6%)로 가장 많았으며, 서울이 14개(22.2%)로 그 뒤를 이었다. 2) 국내 공공기관이 결혼이주여성을 위해 제공하는 웹사이트의 구조적 특성을 분석한 결과, 95.2%가 사용자 의견수렴 기전을 갖추고 있었고, 이 중 22.2%에서 실제 의견수렴이 이루어지고 있었다. 81.0%가 외부 웹사이트로의 링크를 포함하고 있었으며, 87.3%가 비밀보장을 위해 필요한 회원가입 기능을 갖추고 있었다. 54.0%가 사이트 맵을 포함하고 있었고, 15.9%가 한국어 외에 몇 개 언어로 해당 내용을 제공하고 있었으며, 한국어 외에 지원되는 언어는 중국어와 베트남어가 15.9%로 가장 많았다. 이외에 14.3%가 검색 기능, 12.7%가 홈페이지 이용 및 제공된 정보관련 FAQ(Frequently asked questions) 기능을 제공하고 있었다. 3) 웹사이트에서 제공하는 서비스의 종류는 사이트 소개(기관/센터 소개) 96.8%, 공지사항 95.2%, 교육 프로그램 안내 85.7% 등의 순이었고, 한국생활 관련 안내는 7.5%로 나타났다. 안내된 한국생활 관련 내용으로는 생활/복지가 15.9%로 가장 많았고, 임신/출산/육아 11.1%, 자녀교육이 12.7%이었다. 4) 결혼이주여성을 위한 임신·출산·육아 관련 인터넷 건강정보의 질 평가 결과, 정보의 신뢰도는 2.24±0.86점, 정보의 질은 2.05±0.68점, 최종 질 평가는 2.38±0.92점으로 낮았고, 개별 웹사이트별로도 7개 웹사이트 전체가 정보의 신뢰도 및 정보의 질 평가에서 득점 가능한 중간값에 미치지 못하는 것으로 나타났다. 이상의 연구 결과를 통해, 국내 공공기관이 결혼이주여성을 위해 제공하는 웹사이트의 수가 지극히 적고, 임신·출산·육아 관련 건강정보를 제공하는 빈도는 더욱 낮음을 확인하였다. 또 제공되고 있는 건강정보의 질 역시 낮은 평가점수를 보여 잠재적으로 중요한 결점이 있는 것으로 나타났다. 따라서 국내 공공기관이 결혼이주여성을 위해 임신·출산·육아 관련 건강정보를 제공하는 웹사이트의 수를 늘려 이들에게 제공되는 건강정보 컨텐츠를 보강하고, 그 정확도와 타당도를 보장할 대책 및 기준 마련이 시급하다고 여겨진다.|The purpose of this study is to evaluate the websites run by public agencies that provide services to female marriage immigrants in Korea. The evaluation involved checking the websites' established condition and structural characteristics and for quality of health information regarding pregnancy, childbearing, infant care if any provided. The website selection for this study was conducted in three steps. The first step involved keyword search in three portal sites, Naver, Daum, and Nate, in addition to the website run by Ministry of Health and Welfare for female marriage immigrants' health promotion. The second step involved firstly eliminating the websites built by private individual and with business purposes and next selecting the websites that met the criteria for this study, which were sixty-three websites in total. Lastly, of these sixty-three websites, seven websites that provide female marriage immigrants with health information regarding pregnancy, childbearing, infant care were selected for quality evaluation as study subjects. The established condition and structural characteristics of the websites were analyzed with the tools reformulated after reviewing the previously conducted studies by Sohn(2000), Chung and Park(2000), Cho(2010). The quality of health information regarding pregnancy, childbearing, infant care was consulted and evaluated by the total of eight experts consisting of five university professors from health medical field and three from IT/educational technology. Tools were utilized and were partially modified after reviewing DISCERN(Charnock et al., 1999) translated in Korean by Park et al.,(2005). The collected data was analyzed on SPSS WIN 18.0 program. The findings of this study are listed below. 1) According to the analysis of the established condition of the websites run by public agencies providing resources for female marriage immigrants, government agencies and non-profit organization/group respectively made up 57.1% and 42.9% of service providers , and the greatest number of service provider location was found in Gyeonggi Province (28.6%), which had eighteen, and next in Seoul (22.2%), which had fourteen. 2) According to the analysis of the structural characteristics of the websites run by national public agencies providing resources for female marriage immigrants, 92.5% of these websites had available means for user feedback, 22.2% of which would practically take such feedback into consideration. External links from other websites were included by 81.0% of the websites; membership function for confidentiality was utilized by 87.3%. The site map was included in 54% of the websites, and information content was provided in multiple different languages, the largest of which consisted of Chinese and Vietnamese (15.9%), besides Korean by 15.9% of the websites. In addition to this, these websites provided options for keyword search (14.3%) and FAQ(Frequently asked questions) related to homepage usage and information content. 3) The services provided by websites consisted of site-introduction (96.8%), announcement (95.2%), educational program guidelines (85.7%), and guidelines for living in Korea (7.5%). Among the provided guidelines for living in Korea, welfare, pregnancy/childbearing/infant care, and child education made up 15.9%, 11.1%, and 12.7% respectively. 4) The reliability of the health information regarding pregnancy, childbearing, and infant care provided by these websites for female marriage immigrants scored 2.24±0.86, the information quality scored 2.05±0.68, and the final quality evaluation scored 2.38±0.92, which was low, and all of seven websites even when taken individually scored below the half of possible score points. This findings show that there are only a few websites run by national public agencies currently available for female marriage immigrants and are even fewer in frequency in websites that provide these female with health information regarding pregnancy, childbearing and infant care. What is more, the evaluation score of the quality of provided health information was unsatisfactory, which exposes potentially critical fault. Therefore, it is an urgent responsibility of national public agencies to increase the number of related websites that provide health information regarding pregnancy, childbearing, infant care for female marriage immigrants.
