국내 건설 산업에서 공공분야의 발주규모가 차지하는 비중이 굉장히 높다고 할 수 있다. 연평균 38.6%로 기업집단의 내부거래를 감안하면 체감비율은 훨씬 높을 것으로 추정된다. 그리고 공공사업은 정부예산을 통해 시행하기 때문에 민간공사의 개발 사업이나 PF(Project Finance)사업보다는 건설사 입장에서 안정성이 높으며, 반드시 가져가야할 수익성 높은 시장이다. 이와 더불어 최근 정부의 국정과제 중 하나로 ‘공공사업 분리발주의 법제화’를 통해 대규모 계약의 분할 및 분리발주를 국내의 중소기업 육성을 위한 과업을 수행하려 하고 있다. 공종별 시공자가 발주자와 직접 계약하여 공사비를 받는 분리발주 방식은 저가 하도급, 불법 불공정 하도급 행위 등 통합발주 방식의 병폐를 해결하고 중소건설업체의 다수를 차지하는 전문건설업체를 육성하여 국가 산업기반의 안정화를 꾀할 수 있는 최선의 대안이다. 기획재정부와 국토교통부에 따르면 정부의 공공사업 분리발주 법제화를 위한 시범사업을 추진할 것이며, 이에 따라 공공사업의 분리발주가 증가하게 될 추세인 것은 사실이다. 최근 상위권 CM사의 수주실적을 통해 2008년부터 증가하는 추세를 보이고 있으며, 국가정책과 맞물려 CM사의 용역 또한 계속해서 증가할 것이라고 예상된다. 그러므로 CM사의 용역이 증가하면 협력사와의 문제점 또한 증가할 것이라 보고 본 연구는 성공적인 공사의 지름길인 사업 참여자간 원활하고 협력적인 관계를 위해서 저해요인을 도출하고자 한다. 사업 참여자간의 협업 저해요인 도출을 통해서 설계변경, 공기지연, 계약소송, 부실공사 등 공사에 부정적인 영향을 미치는 요소를 파악하여 사전에 방지할 수 있도록 문제점을 제시하고자한다. 만연한 각종 불공정 거래 문제와 사업수행 경험과 능력부족 발주자의 간섭 또는 참여자간 의사소통부족 등 관행들이 남아있는 공공사업 분리발주 협업 저해요인을 분석하였다는 점에서 의미가 있으며, 본 논문의 저자와 직접 현장에 함께하는 현장 동료들을 대상으로 심층인터뷰를 하였기 때문에 적극적인 문제점 도출이 용이했고, 기존의 연구문헌과 달리 실제로 현장에서 발생 빈도와 영향력이 높은 저해요인을 우선 관리할 수 있는 자료 제공할 수 있다. 본 연구는 향후 높은 빈도의 저해요인을 우선순위 표를 통해 제시하여, 성공적인 공공사업 분리발주사업을 위한 사업 참여자 간(설계&CM) 협업 저해요인의 관리 포트폴리오 작성을 위한 기초자료로 활용 될 것으로 사료된다.|Abstract
