Abstract
본 연구는 전력 공급 부족 시에 시행되고 있는 피크시간대 에너지사용 제한 조치의 경제적 비용 추정과 전력요금 인상 방안을 비교 분석하였다. 그리고 전력요금의 용도별 교차보조 문제가 실제 소비자의 후생에 어떠한 영향을 미치며, 이산화탄소 배출량에도 어떠한 영향을 미치는지에 대한 분석을 하였다. 이를 위하여 전력과 다른 에너지원 간의 대체가 가능한 다중구조 CES (nested-CES) 생산함수를 반영한 정태 CGE 모형을 구축하였으며, 이산화탄소 배출량을 모형에 연계하여 분석하였다. 첫 번째 분석은, 2011년 겨울부터 시행된 피크시간대 에너지사용 제한 방안이 우리나라 경제에 얼마나 큰 경제적 비용을 수반하며, 소비 조절을 위해 전력요금을 인상하는 것과 비교할 때 어느 것이 더 효율적인 정책인가를 분석하였다. 분석 시나리오는 전력소비 조절을 위한 두 가지 정책 대안을 반영하였다. 시나리오 1은 용도별 평균 원가회수율을 기준으로 10% 전력요금이 인상되도록 설정하였고, 시나리오 2는 전력을 소비하는 각 산업부문에 일률적으로 전력소비를 감축하도록 하는 의무감축률 9.299%를 적용하였다. 의무감축률의 기준은 시나리오 1에서 전력요금이 인상되면서 감소된 총 전력소비량으로 하였다. 첫 번째 분석결과를 요약 정리하면 다음과 같다. 두 가지 정책 방안의 총 전력소비가 동일하게 7.385%씩 감소하였을 때, 국내 최종재 총 산출량은 전력요금 인상 시에 0.422% 감소하였고, 전력소비 의무감축시에는 0.520% 감소하였다. 이는 전력소비 의무감축 방안이 산업별로 동일한 전력소비 규제수준을 강요함으로써 전력요금 인상 방안보다 더 강한 제약을 주기 때문에 총 산출량의 감소가 더 크게 나타났다. 전력소비 의무감축 방안이 전력요금 인상보다 GDP의 감소가 1.4배 더 컸다. 이는 GDP의 0.023%에 해당하고, 여름(1 개월)과 겨울(2 개월)의 전력소비 피크시간대만 감축이 필요한 것으로 감안하면 추가 비용은 약 582억 원이 된다. 첫 번째 분석 결과를 종합해 볼 때, 의무감축 정책이 시장 지향적 가격정책보다 더 큰 사회적 손실을 가져다준다는 것을 알 수 있으며, 가격기구(price mechanism)를 통해 전력소비 감축을 달성하는 것이 더 효율적이라는 경제적 이론을 뒷받침 해준다. 그러므로 전력 공급 부족 시에 전력소비를 의무적으로 감축하는 대신 전력요금 인상을 통해 자발적으로 전력소비를 조절 할 수 있도록 하는 것이 바람직하다고 보인다. 두 번째 분석은, 우리나의 경우 전력을 사용하는 용도에 따라 요금을 차등으로 부과하고 있다. 각 용도에 따른 전력요금의 차등 적용은 상이한 원가회수율을 발생시켰으며, 용도 간 교차보조라는 문제를 야기했다. 상대적으로 높은 요금을 부과 받는 주택용과 일반용 소비자가 산업용과 농업용을 보조해 주고 있는 것에 대한 논란을 발생시켰으며, 소비자간 형평성을 침해한다는 비판도 제기되었다. 본 연구는 각 용도에 따른 전력요금의 차등 인상을 통해 교차보조가 경제에 미칠 수 있는 영향과 소비자 후생 변화 그리고 이산화탄소 배출량의 변화를 분석하였다. 분석시나리오는 네 가지 전력요금 인상방안을 반영하였다. 시나리오 1은 용도별 평균 원가회수율을 기준으로 전력요금을 용도 구분 없이 10% 인상되도록 설정하였고, 시나리오 2는 전력요금을 용도별로 구분하여 산업용 전력은 7%, 일반용 전력은 13% 그리고 주택용 전력은 10% 요금이 인상되도록 하였다. 시나리오 3은 산업용 전력을 이용하는 산업 중 수출 기여도가 높은 산업(이하 수출 주력산업)에 산업용 전력요금 인상률의 50%를 감면해 주도록 하였다. ― 수출 주력산업 4.15%, 나머지 산업 8.3%, 일반용 13.1%, 그리고 주택용 10% 요금인상. 시나리오 4는 산업용 전력을 이용하는 산업 중 전력 다소비 산업에 산업용 전력요금 인상률의 50%를 감면해 주도록 하였다. ― 전력 다소비 산업 5%, 나머지 산업 10%, 일반용 13.1%, 그리고 주택용 10% 요금인상. 두 번째 분석결과를 요약 정리하면 다음과 같다. 네 가지 전력요금 차등 인상방안은 실질 GDP를 각각 0.062%, 0.062%, 0.061%, 그리고 0.065%씩 감소시켰다. 시나리오 3의 경우 수출 주력산업에 요금인상률을 50% 감면해 줌으로써, 수출경쟁력을 유지할 수 있으므로 GDP의 감소가 가장 적었다. 이는 산업별 경쟁력 제고를 위한 용도별 전력요금의 기본 취지에 부합하는 결과이다. 하지만 용도별 교차보조가 없는 시나리오 1과 수출 주력산업에 보조를 주는 시나리오 3의 실질 GDP의 차이를 금액으로 비교하게 되면 약 150억 원이다. 일반용과 주택용 소비자가 산업용 소비자에게 약 3,690억 원을 보조해 주는 것에 비해 실질 GDP에 미치는 영향은 크지 않다. 소비자 후생측면에서 보게 되면 용도 구분 없이 전력요금을 10% 인상한 방안인 시나리오 1일 때 소비자 후생 감소가 가장 적었다. 이는 용도별 교차보조를 제거해 줌으로써 소비자간 형평성 침해 문제를 개선할 수 있다는 것을 보여준다. 이산화탄소의 배출량은 시나리오 3일 때 2.421%로 감소 효과가 가장 컸으며, 시나리오 1일 때 2.401%로 두 번째로 감소 효과가 컸다. 화석연료 사용의 물량 단위로만 보게 되면 시나리오 1일 때 가장 많이 감소하였다. 그러나 CGE 모형의 특성상 이산화탄소 배출량 계산이 화석연료 사용의 물량 단위가 아닌 구매액을 기준으로 하였기 때문에 화석연료 가격 상승률이 가장 적었던 시나리오 3에서 이산화탄소 배출량 감소가 가장 크게 나타났다. 두 번째 분석 결과를 모두 종합해 볼 때 용도별 교차보조를 위해 일반용과 주택용 소비자가 추가적으로 지불하는 비용대비 얻을 수 있는 효과가 크지 않다는 것을 알 수 있으며, 이산화탄소의 총 배출량 역시 시나리오 1과 3일 때 감소의 차이가 크지 않았다. 그러므로 교차보조의 문제를 개선하기 위해 지속적인 정책적 고려가 필요하다고 보인다. 첫 번째 분석과 두 번째 분석 모두 전력요금 인상으로 실질 GDP의 감소효과가 나타났지만 우려할 만큼 경제에 미치는 영향이 크지 않았고, 전력요금 인상을 통해 전국적 대정전(Blackout)을 방지 할 수 있다는 긍정적인 효과가 존재한다. 그리고 요금 인상을 통한 간접적인 이산화탄소 배출량의 감소는 환경문제를 개선할 수 있도록 도와준다.|We analyze the economic and environmental effects of electricity retail policies using a static CGE model with special focus on the energy sector. The first part of this thesis estimates the economic cost of mandatory curtailment of power consumption which was introduced in Korea to cope with severe power shortage. It then compares it with the economic cost of higher electricity tariffs. We simulate the effects of two different policy alternatives which result in the same total load curtailment. In Scenario 1 the electricity tariffs are increased by 10%. In Scenario 2 mandatory load curtailment of uniform 9.299% is imposed on all industry sectors, which results the same extent of total load reduction as in Scenario 1. Our results show that the mandatory curtailment policy is 1.4 times as costly as the tariff hikes in terms of their negative effect on GDP. In addition, the negative effects of the mandatory curtailment policy on total domestic output is 1.2 times greater than the tariff hikes. These results confirm the well-established proposition that price mechanism is more efficient than command and control, and also provide estimates of the magnitude such efficiency losses. Korea’s retail tariffs are tightly controlled by government regulation. The government charges different tariffs by users. This causes cross subsidy from the consumers paying higher tariffs to those paying lower tariffs. We simulate four kinds of differential power tariff hikes to analyze the effects on consumer welfare and CO2 emissions of cross subsidies through electricity’s retail tariffs. In Scenario 1 the electricity tariffs are increased by 10% across the board. In Scenario 2, Scenario 3, and Scenario 4 electricity tariffs are increased differently by users. Users are classified as industrial, commercial, and residential consumers. In Scenario 2 industrial tariff is increased by 7%, commercial tariff is increased by 13% and residential tariff is increased by 10%. In Scenario 3 and Scenario 4 industrial consumers are further divided into leading export industries, electricity-intensive industries and the rest. The leading export industries and electricity-intensive industries receive 50% reduction in tariff hike. The results show that Scenario 3’s negative effect on real GDP is the smallest. However, when it compares with Scenario 1, the difference is only 15 billion won. The effect on real GDP of cross subsidy is not large, compared with commercial and residential consumers paying more 369 billion won for industrial consumers. As for consumer welfare, Scenario 1 results in the smallest consumer welfare reduction. As for CO2 emissions, Scenario 3 leads to the largest reduction in the emission. When compared with Scenario 1, this difference is also small.
