PMO 기능이 산업별 · 기간별 · 유형별에 따른 프로젝트 성과에 미치는 영향에 관한 연구

Abstract

본 연구는 PMO 기능이 프로젝트 성과에 미치는 영향에 관하여 알아보고자, PMO의 역할 수행이 각 산업별 프로젝트에 모두 효과적인 성과를 가져다주는지 확인하고 또한 PMO의 설치 기간과 유형에 따라 프로젝트 성과에 차이가 존재하는지 확인하기 위하여 진행되었다. 점점 대형화 및 장기화되어가는 현대 프로젝트의 효율적인 관리 및 성과 향상을 위하여 전문적이고 전사적인 프로젝트 통합관리 조직이 필요하게 되었고 이는 곧 PMO 도입의 가시화로 이어지고 있다. 뿐만 아니라 정부의 공공정보화사업에 따라 정부 산하 기관 등 정부 차원의 PMO 도입이 본격적으로 이루어지고 있는 상태이다. 이에 따라 PMO 기능으로써 실행관리, 기반관리, 자원통합관리, 기술지원, 업무연계성의 5가지 활동을 중심으로 각 기능의 역할 수행이 프로젝트 성과에 영향을 미치는지 파악하고자 하였다. 나아가 PMO 기능과 프로젝트 성과 간의 영향관계에서 산업별로 차이가 존재하는지, PMO 설치 기간 및 유형에 따라 성과 차이가 존재하는지 알아보도록 한다. 이를 위하여 PMO가 운영되고 있는 프로젝트 조직을 대상으로 설문조사를 실시하여, 배부된 150부 중 91부를 최종적으로 사용, 통계 분석을 통하여 결과를 확인하였다. 그 결과 PMO의 5가지 기능 중 실행관리와 기반관리 기능이 하나의 기능으로서 역할을 수행하는 것으로 나타나 체계관리라는 새로운 요인으로써 PMO 기능으로 재구성하였다. 이를 통한 분석 결과, PMO가 수행하는 모든 기능이 프로젝트 성과에 유의한 영향을 미치는 것으로 나타났으며 PMO의 각 기능은 기술지원, 자원통합관리, 체계관리, 업무연계성 순으로 프로젝트 성과에 미치는 영향이 크다는 것을 확인할 수 있었다. 이 영향 관계를 산업별로 살펴볼 때 제조·유통/물류 산업에서는 자원통합관리 기능이, 건설/플랜트 산업에서는 자원통합관리 요인을 제외한 체계관리, 기술지원, 업무연계성 기능이, 금융권·IT/SI·컨설팅 산업에서는 자원통합관리 기능이 각각 영향을 미치는 것으로 나타났다. 또한 PMO 기능이 프로젝트 성과에 미치는 영향 관계에서 PMO의 설치 기간은 조절효과를 가지는 것으로 나타나 PMO가 설치된 기간이 길수록 프로젝트 성과 향상에 도움이 될 수 있음을 시사한다.| Recently, Project is becoming increasingly enlarged and prolonged.
