Abstract
국문초록 최근 세계도시들은 경쟁력을 높이기 위해 도시의 매력과 쾌적함을 극대화하고 도시이미지를 차별화하는 노력을 계속하고 있다. 도시의 정체성을 살린 안전한 가로 보행환경은 지역의 경제적 가치, 지역주민들에게 자긍심을 가지게 하며 방문객들에게는 특별하고 감동적인 경험과 체험을 제공해 도시에 대한 신뢰감을 줄 수 있다. 그 결과로 해당 도시는 살기 좋은 도시, 찾고 싶은 도시, 안전한 도시, 함께 걷고 싶은 도시, 재방문하고 싶어 하는 기대감을 주는 도시로 탈바꿈할 것이다. 또한, 이것은 외부 자원 유인효과 를 일으키는 촉매 역할을 하게 된다. 한국은 급격한 성장을 위해서 빠른 교통수단에 의존해왔고 원활한 교통을 명분으로 보행공간이 잠식되었으며, 보행환경에 대해서는 보행인들의 안전과 편리를 무시하는 공공정책을 펼쳐 왔다. 따라서 도시의 활력과 안전을 위해 근본적인 문제 도출과 개선방안이 제시되어야 한다. 본 연구와 동일한 주제를 다룬 선행연구 부분에서는 공공디자인 개념과 공공디자인의 역할, 필요성을 제시하였으며, 가로 보행환경의 현황 및 문제점을 분석하기 위하여 다음과 같은 연구를 진행하였다. 안전한 보행공간의 관점에서, 체계적인 연구를 위하여 연구의 목적에 맞는 개선 사례지역의 가로 이미지를 형성하는 물리적 요소를 살펴보고, 보행자들이 갖는 안전에 관한 인지도를 조사한 후, 그 결과를 바탕으로 관계를 분석하여 가로의 문제점과 개선방안을 제시한다. 대상가로인 사당역에서 이수역까지 방배동구간을 따라 동작대로 보행도로의 분석을 위하여 내용적 측면으로는 보행환경 평가지표와 가로의 물리적 구성요소 중 보행환경에 영향을 미치는 안전성, 쾌적성, 편리성 그리고 물리적 요인에 대해 알아보고, 분석의 대상지와 기준을 선정한 다음, 대상지에 대한 현장조사를 통해 조사한 데이터를 분석하여 문제점을 도출하였다. 대상지로 설정한 동작대로 방배동 구간의 보행환경 문제는 보행공간이 걸어가는 보행만을 위해 존재하는 것이 아니라 가로유형별, 지역별 특성에 따라 다양한 행태의 안전을 위협하는 안전성에 관련된 것들이 있는 관계로, 생활도로의 보행자 보호를 위한 제한 및 규제, 시설물의 미비와 그에 대한 유지, 및 관리 소홀 그리고 관련 시설물 설치 기준에 관한 법적 근거가 부족한 것으로 나타났다. 또한 불법 주정차의 문제는 건축물 후퇴부의 주차문제 뿐 만 아니라 보도와 차량이 난립해있는 차도 등 도시의 모든 공간에 있었다. 그리고 CCTV의 미설치로 방범에 대한 불안과 가로시설물의 부족한 설치, 쓰레기, 노상적치물로 인한 쾌적성의 문제가 본 연구의 결과를 통해 우선적으로 개선되어야하는 문제점인 것으로 나타났다. 문제점들에 대한 개선 방안의 도출을 위하여 보행공간의 특성과 보행환경 개선을 위한 제도 및 정책적 노력에 대한 외국의 사례를 연구 및 분석하였으며, 특히 대상지의 보행환경 중 안전성의 개선안을 유도하기 위해 제한 및 규제를 실시한 정책 및 전략에 대하여 연구하였고, 보행환경 요소가 보행안전에 어떻게 영향을 미치는지도 살펴보았다. 본 연구에서 수집된 자료는 전산통계프로그램인 SPSS for Win 22.0을 사용하여 다음과 같이 분석하였다. 조사대상자의 일반적 특성을 살펴보기 위하여 빈도분석을 실시하였고, 조사대상자의 보행도로 환경에 관한 인식과 전문가집단 및 비전문가집단간의 인식차이를 살펴보기 위하여 교차분석을 실시하였다. 도시공간에서 보행자의 권리가 수반된 보행을 위해서는 단순히 시설 제공만이 아니라 안전성, 쾌적성, 편리성, 접근성 등을 우선적으로 고려하여야 하며, 불만족스러운 보행환경을 개선하기 위하여 보행자들이 무엇을 원하는지를 다양한 정책 시행을 통해 알아내고. 보행자의 기대와 요구에 부합하기 위한 좋은 보행환경의 조건을 제시하면서, 이용자의 행태와 경험의 질, 만족도의 측면에서 종합적인 고려를 해야 한다. 본 연구의 결론을 통한 향후 과제는 도시의 활력과 매력을 높이는 보행중심의 보행공간이 유지, 관리되어야 하며, 안전을 우선으로 하는 개선방안이 제시되어야 한다는 것이다. 가로 보행환경과 공공디자인을 위한 정책이 기존 디자인 자원과 조화롭게 조성되도록 노력한다면 시민의 삶의 질이 향상되고 국가경쟁력에서도 우위를 차지할 수 있게 될 것이다. |Abstract A Study on Environmental Improvement for Safe Pedestrian Street Yun, Deog-soo Dept . of Public & Environmental Design The Graduate School of Art & Design Hanyang University Recently, global cities have been trying to maximize their charm and comfort and differentiate their images from others in order to increase their competitiveness. As a result, the city will become a city with more reliability and safety, where pepole want to visit again, walk around, and live a happy life. In addition, it will become a incur effect of attracting external resources. In order for rapid development, Korea has been depending on fast transportations which encroached on the pedestrian space for the sake of smooth traffic, and the public policy has neglected safety and convenience of pedestrians. there, a fundamental deduction of problems and improvement plans should be suggested for energy and safety of the city. In previous studies section regarding the same subject of this research, the concept, role, and necessity of public design were suggested and following researches were made to analyse the status and following researches were made to analyse the status and problems in pedestrian environment in the street. For systematic researches in the light of safe pedestrian space, we looked into physical factors that create images of streets in the case region which meets the goal of this study, surveyed the awareness level of pedestrians about safety, and then, based on the result, we analysed the relationship and suggested improvement methods as well as the problems. In order to analyse the target pedestrian rosd between Szdang Station and Isu Station along the Bangbae-dong section of Dongjakdaero, as the content aspects, we inquired into safety, comfort, convenience, and physical factors that affect pedestrian environment among other elements in the index of evaluation for pedestrian environment and physical components, selected the target region and criteria of analysis, and deducted problems through analysis of data from a field study about the region. The problem in the pedestrian environment in the target region along the Bangbae-dong section of Dongjakdaero is about not only walking in the pedestrian space, but safety threatened by various factors derived from road types and regional characteristics, which are based on inadequate restrictions and regulations, lack and improper maintenance and management of facilities, and insufficient legal basis regarding installation standards of facilities. In addition, illegal parking and stopping is a problem not only only in the back of buildings but also every place in the city due to confusion from parking on sidewalks and pavements. Furthermore, as a result of this study, the very first thing to be improved is the problems in comfort due to anxiety in security from omitted CCTVs, insufficient street furniture installation, garbage, and piles on the road. For deduction of improvement plans to resolve those problems, we studied and analysed cases about pedestrian space in foreign countries and systems and political effort to improve pedestrian environment, and especially, we researched into policies and strategies regarding restrictions and regulations to induce improvement of safety among other pedestrian environment factors in the target region, and looked into how pedestrian environment factors affect the safety of pedestrians. The data collected in this study was analysed by a computerized statistics program, SPSS for Win 22.0, and the result is as follows. Frequency analysis was carried out to find general characteristics of subjects, and a cross analysis was conducted to find the difference in awareness of the pedestrian road environment between subjects and expert/non-expert groups. For walking with pedestrians' right in the urban environment, safety, comfort, convenience, and accessibility should be considered first as well as provision of facilities, and in order to improve dissatisfactory pedestrian environment through various policies, proper conditions of pedestrian environment should be suggested to meet pedestrian' expectations and demands regarding what they want, and then, comprehensive considerations are necessary in the light of users be haviors, quality of experiences, and satisfaction level. AS a henceforth task from the result of this study, walking-centered pedestrian space, which enhances energy and charm of the city, should be maintained and managed, and improvement palns ought to be suggested focusing on safety.
