dc.description.abstractThere are many scholars studied about public participation. It can be any process that directly engages the public in decision-making and gives full consideration to public input in making that decision. (Burgess, et al., 2005). In Mongolian context, democratic Constitution was adopted in 1992. The constitution guarantees human rights and freedom, the principle of equality before the law and our noble mission to create a humanitarian and civil democratic society. The main aim of my research has been designed to introduce current status, raise the awareness of the citizens, and ultimately to encourage their participation in the formation and implementation of laws. The main objective of this research is to increase the public participation in government policy making process and improve the institution of public participation. Also, I tried to define objectives to evaluate public involvement in policy making process using quantitative and qualitative methods. The hypothesis proposed within this research is “Increased public participation in policy making process of the parliament will improve the law making process and quality of policy”. There are many ways in which the citizens can contribute their ideas to have an impact on the formulation of state policy and public affairs in Mongolia. Mongolia need to consider about strengthening domestic democracy and build up a parliament based on principles of transparency and accountability in order to increase an economic effectiveness of democracy. Just because some researchers concluded that Mongolia made an effective transfer to democracy in ways of avoiding a bureaucracy doesn’t mean that everything this is going on smoothly so far. Nowadays, the law became a tool of the political and economic fractions to reach their own narrow goals in spontaneous and hidden ways. Those fractions make the law in way of dealing among themselves. There are many proofs confirming all the facts. Moreover, 58% of the survey participants answered that they weren’t aware about what laws were approved within spring session in the Parliament. The legislative rules are responsible to regulate the adoption of laws and regulations and besides, it regulates the position and the involvement of the subjects related to the legislative activity. The purpose of the regulations to involve public to this activity should be establishing rules that reflect abovementioned advantages more broadly and decrease the negative impacts of the disadvantages on the other hand.-
