국문요지 이 연구의 목적은 중국에서 외래문화의 하나로서 한류가 가장 늦게 들어왔지만 가장 오래 지속되고 있는 흥미로운 현상을 설명하려는 것이다. 중국에서 대중문화산업의 역사는 길지 않고 시대에 따라 발전상황과 생산특징도 다르다. 1949년 신 중국 성립 초기에는 문화와 관련된 모두 생산유통은 계획경제제도에 따라서 진행되었고 정치를 위한 문화였다. 개혁개방 후에는 일본, 미국, 홍콩, 대만 등 여러 나라/지역으로부터 도입한 외래문화상품이 공급이 부족한 중국대중문화시장을 채웠다. 중국의 문화생산은 외래문화의 계발을 받아 문화상품의 흥미적 요소를 더 중시하게 되었고, 중국 문화산업은 주로 외래문화상품을 모방하는 방식으로 발전을 시작하였다. 21세기에 들어오면서, 중국대중문화산업의 규모가 확대되었고 대중문화시장도 발달되었으며, WTO에 가입한 후 국제문화교류도 많아졌다. 이 시점에 중국에 소개된 한류는 점차 중국 대중문화시장에서 주요한 위치를 확보하면서 중국 대중문화산업 발전을 촉진시켜 왔다. 특히 근년에 와서는 중국과 한국 대중문화의 활발한 산업합작 현상이 중국의 문화생산능력을 높여서 중국 문화산업의 질적인 전환에 실질적으로 기여하고 있다. 현재 시점에서는 중국에 도래한 많은 외래문화 중에서 한류만 지속적으로 남아 산업적 활동을 더욱 심화시켜가고 있다. 중국에서 한류는 이제 단순한 문화상품의 수출입 단계를 지나 합작생산의 비중을 높이는 단계로 나가고 있다. 이제는 중국문화산업도 독자적인 발전 단계에 도달하였으며 한류도 중국에서 지속적으로 발전하게 되었다. 이러한 중국 문화산업의 발전과정에서 한류의 역할과 지속성을 기존의 이론적 설명들로서는 충분하게 설명할 수 없다. 한류를 문화제국주의 이론으로 해석하면, 중국과 한국이 상호 이익을 교환하는 대중문화산업의 합작에 대해 설명하기가 어렵다. 문화혼종성, 문화근접성, 문화적 할인이론으로는 한류만이 중국에서 지속적으로 발전하는 현상을 해석하는 것이 불가능하다. 따라서 중국에서 한류의 지속적인 발전 원인에 대한 설명은 보완할 필요성이 있다. 현재 중국과 한국의 대중문화 산업 간에 합작현상이 대폭 증가하는 추세이지만, 이에 대한 연구는 많이 이루어지지 않고 있다. 이 연구에서는 한류가 왜 지속적인가에 대한 해답을 한국과 중국 문화산업 간의 “전략적 파트너 관계” 에서 찾고자 한다. 사회학자 파우얼은 네트워크를 조직간 중요한 거래모델로 간주하는 관점을 제기하였고 네트워크 관계로 상호작용하는 조직은 서로 고도의 신뢰를 갖고 협조와 소통으로 각자의 목표에 도달할 수 있다고 보았다. 서로의 보완과 합작은 네트워크 모델의 기초라고 할 수 있다. 조직적 네트워크 형식의 대표적 사례는 바로 전략적 파트너 관계다. 전략적 파트너 관계는 두 개나 두 개 이상의 기업들이 시장, 자원, 기술 등을 공유하는 전략적 목적을 위해 다양한 합작을 통해 형성하는 자율적 조직이다. 이 논문은 SWOT 분석방법을 사용해서 중한문화산업의 전략적 파트너 관계를 연구하고자 한다. SWOT 분석방법은 기업의 내부 환경과 외부 환경을 분석하여 강점(strength), 약점(weakness), 기회(opportunity), 위협(threat) 요인을 규명하고 이를 토대로 경영 전략을 수립하는 기법이다. 이는 외부로부터 온 기회는 최대한 살리고 위협은 회피하는 방향으로, 그리고 자신의 강점은 최대한 활용하고 약점은 보완한다는 논리에 기초를 두고 있다. 이 논문은 우선 일본대중문화, 미국대중문화, 그리고 홍콩대중문화의 중국대륙에서의 발전개황을 소개하였다. 먼저 80년대, 90년대에 중국에 들어온 외래문화가 중국대중문화산업에 준 보편적 작용을 정리하였다. 그리고 SWOT 분석에 의해 이러한 외래문화의 강점과 약점을 분석하였고, 중국대중문화산업의 강점과 약점을 대비하면서 이들이 전략적 파트너관계를 맺기 어렵다는 것을 설명하였다. 그리고 현재 중국문화의 발전 단계에서 여러 외래문화가 지속적으로 발전하지 못하는 원인을 분석하였다. 일본과 미국의 경우 자국의 대중문화시장은 자신의 생산력을 충분히 만족시킬 수 있고 외부적 자원에 대한 요구가 상대적으로 강하지 않다. 또한 일본은 중국과의 정치적 관계가 좋지 않기 때문에, 미국은 중국과의 근본적인 문화차이로 의해, 각기 중국대중문화산업과 파트너 관계를 맺기가 어렵다고 보았다. 이 논문의 중심적 내용은 중국에서 한류의 역할에 대한 분석이다. 우선 중국에서 한류는 뒤늦게 들어왔지만 지속적으로 발전하는 특징을 강조하면서 발전개황을 정리하였다. 현재 중국과 한국의 문화산업합작을 중심으로 분석하였다. 예능, 드라마, 영화, 그리고 가수배양 등 영역 별로, 합작현황, 합작형식 등 측면에서 설명하였다. 현재 단계에서 중한문화산업 각자 내부의 강점과 약점, 그리고 외부의 기회와 위협을 분석하였다. 한국 기업의 기술능력이 중국 기업을 크게 앞지르고 있는 반면 아직 중국기업은 내부적 생산능력과 창의성이 부족하다. 중한 양국은 외부적 자원을 개발하는 방식으로 문제를 해결하고 전략적 파트너관계의 건립을 통해 우세를 발휘하여 한계를 돌파하고, 장기적 합작을 촉진시키고 있다. 그러나 이러한 전략적 제휴관계는 일시적인 특징을 지니고 현재 단계에서만 작용하는 한계가 있다는 것을 설명하였다. 이 논문의 결론은 현재 단계에서 중국과 한국의 문화산업은 전략적 파트너 관계를 유지할 수 있는 조건을 만족하고 있으니 산업합작이 가능하다는 것이다. 중국과 한국은 다양한 산업합작을 통해서 중국문화상품의 제작능력을 높이면서 중국대중문화산업의 질적 전환을 촉진시키고 있다. 동시에 한국은 제작자본과 시장을 얻으면서 중국에서 한류의 지속적 발전을 촉진시키고 있다. 더 나아가 중한문화자원의 용합을 통해 아시아 문화상품의 세계적 진출 가능성을 높이고 있다. 그러나 중국문화산업과 한국문화산업 간의 전략적 파트너 관계가 계속 유지될 수 있는 것은 아니다. 상호 필요한 조건을 만족하지 못하면 이러한 파트너 관계는 언제든지 해체될 수 있는 것이다. 예를 들면 중국문화산업의 발전에 따라 기술과 제작능력이 높아질 때 한국의 기술적 우세가 상대적으로 약해지게 되면 중국과 한국 간의 파트너 관계 유지가 점차 어려워질 것으로 예상할 수 있다. 따라서 보다 장기적인 관점에서 역동적인 중국문화의 발전단계에 부응하는 한류의 역할을 계속 고민해야할 이유가 여기에 있다.|ABSTRACT This study aims to explain the interesting fact that the Korean Wave(Hallyu) in China is alive and well, although it came late compared to other foreign cultures in China. During the era of the state planned economy, the Chinese mass culture was made mainly for the political purpose. Since its opening door to the world, China has tried hard to develop her mass culture industry by inviting foreign cultures from America, Japan, Taiwan, and Hon Kong. These foreign cultures have filled the developmental gap in the early era of 'reform and opening.' By 21 century, Chinese mass culture industry has developed significantly in accordance with the phenomenal growth of her economy. Already passing the stage of importing or copying foreign originated cultural forms and contents, now Chinese mass culture industry can developed by herself. At this stage of Chinse cultural development, the Korean Wave has been introduced and well greeted until now. While the popularity of other foreign cultures have been subsided, the Hallyu in China which has arrived late compared to other foreign cultures is still alive and well. This study tries to answer this peculiar question. This study analyse the specific role of foreign cultures in the dynamic development process of the Chinese mass culture industry. By using SWOT analysis, the strengths, weaknesses, opportunities, and threats in the dyad relationships between America, Japan, Taiwan and Hong Kong, Korea, and China respectively have been analysed. This study has analysed that, for the purpose of the Chinese cultural development, the Chinese culture industry is at he stage of need to make a strategic alliance relationship with other countries. Only Korea, not America, nor Japan, nor Hong Kong, nor Taiwan can fulfill the Chinese needs at this developmental stage of Chinese cultural industry. This is why the late-comer Korea is still in China while other foreign cultures have been subsided for their advantages of early arrival. This alliance relationship between China and Korea has good and bad sides. The good side of the coin is that the mutual give and take relationship in cultural sphere is benefiting each other. Chinese can acquire a critical momentum to develop her mass culture by way of importing personnel and technical knowhow from well developed Korean mass culture industry, while Korean culture industry can access to the production capital and huge size of consumer market in China. The prospect of the strategic relationship is, however, not bright. Since the strategic alliance is maintained only at the balance of mutual benefits, it can be a fragile relationship that can be broken at any time. Unpredictability and uncertainty is the weak side of the coin.
