탈북민에 대한 ‘환대’ 가능성 탐색

Abstract

본 연구의 목적은 이주민을 대하는 새로운 관점인 ‘환대’ 개념의 내용과 주요 속성 등을 분석하며, 환대의 관점에서 탈북민에 대한 한국사회의 인식과 환대 수준을 살펴보고, 탈북민에 대한 환대의 적용 가능성을 탐색하는 것이다. 환대는 나(우리)의 긍정적 자아실현을 위해서 낯선 이주민을 기꺼이 맞이하는 개방된 태도이며, 나(우리)의 기준에서 이주민을 대하는 것이 아니라 이주민의 입장에서 그들의 목소리를 경청하고 그들을 기꺼이 맞이하려는 것을 목표로 한다. 환대는 탈경계성, 수평성, 공생성에 기반한 태도와 행위를 일컫으며, 이 세 영역은 각각 권리, 소통·문화, 사회경제와 조응한다. 환대의 세 가지 속성인 수평성, 탈경계성, 공생성을 중심으로 탈북민에 대한 우리사회의 인식과 태도를 살펴본 결과, 이들에 대한 환대의 수준이 매우 낮은 것으로 나타났다. 이런 상황에서 본 연구는 탈북민에 대한 우리사회의 환대 수준을 높이기 위한 방법으로 실향민에 대한 우리사회의 인식전환 과정에 주목했다. 이러한 관점에서 본고는 우리사회가 탈북민에 대한 인식에 있어서도 그들의 망향의식에 대한 편견을 버리고, 북녘의 고향을 잃어버린 그들의 아픔을 이해하려는 노력이 필요함을 강조한다. 궁극적으로 본 연구는 탈북민의 정체성을 있는 그대로 인정하고 환대하는 것은 우리의 일상에서부터 시작될 수 있음을 주장한다. The Purpose of this study is to analyze the contents and principal attributes of the concept of ‘hospitality’, a new perspective of addressing migrants, to look at the level of awareness and hospitality of North Korean refugees from the perspective of hospitality, and to explore the applicability of hospitality to the refugees. The hospitality is an open attitude of willingly accepting strange migrants for the positive self-realization of me (us), and aims not to treat migrants by the standards of me (us) but to listen to their voices and welcome them readily from the viewpoint of the migrants. The hospitality refers to attitudes and actions based upon trans-boundaries, horizontality and conviviality, and these three areas are accorded with rights, communication and culture and social economy, respectively. Based on our society’s perception and attitude toward North Korean refugees, centering on the three properties of hospitality, trans-boundaries and conviviality, the level of hospitality has been found to be very low. Under these circumstances, this study took notice of the process of changing the perception of displaced persons as a means to raise the level of hospitality in our society toward North Korean refugees. From this perspective, this study plays up the necessity for our society to abandon its bias against North Korean refugees in their perception of North Korean refugees and try to understand the agony of North Korean refugees who have lost their homes in the North. Ultimately, this study contends that recognizing and accepting North Korean refugees gladly as they are can start with our everyday lives.
