日本公共外交的决策机制与战术特点分析

Abstract

2차 대전 이후 지금까지, 일본은 공공외교 방면에서 큰 성공을 거두었다. 일본 공공외교의 성공적경험과 실천 사례는 학술적으로 연구할 필요가 있다. 이에, 본 논문은 전후 일본의 공공 외교가 어떻게 성공할 수 있었는지 그 전략 전술과 운용 기제 요인을 분석하였다. 연구결과, 일본 공공 외교의 정책결정, 운용 및 전술 기제와 방법은 각각정층 설계 중시, 단계식 목표 설정, 과학적인 전술 방법 활용 등을 통해 이루어지고 있음을 확인하였다. The purpose of this paper is to make a case analysis of the strategy, tactics and operating mechanisms of Japanese public diplomacy after World War II. Since World War II, Japan"s public diplomacy has been a huge success. Therefore, Japan"s practical experience and strategic and tactical methods are worthy of studying. This paper analyzed the decision-making mechanism of Japan"s public diplomacy after World War II and the policy implementation and tactics method from three aspects. Research shows that first, Japan placed great emphasis on top-level design. Second, Japan sets step-by-step goals very precisely. Finally, a scientifically valid methodology was used. This paper found that these three factors were key factors in Japan"s success in public diplomacy.

战后至今, 日本公共外交取得了很大成功, 有许多值得深入挖掘的经实践检验和战略。本文试图通过对战后日本公共外交的战略战术、运作机制层面的分析,找出一些可供借鉴的成功实践经验。通过对战后日本公共外交的决策机制、施策机制和战术方法三个层面分析发现, 日本战略和顶层设计层面上高度重视、阶段性目标设定上定位准确、战术方法上科学有效是其取得很大成功的三个关键方面。
