객관적 성과평가와 주관적 시민만족도의 관계: 서울시 자치구 민원행정서비스를 대상으로

Abstract

본 연구는 기존연구의 한계를 보완하여 객관적 성과평가와 주관적 시민만족도의 관계에 대한 보다 타당 한 결과를 도출하고자 하였다. 객관적 성과는 DEA 효율성 점수로, 그리고 주관적 시민만족도는 서울시 자 치구 민원행정서비스 시민평가의 종합만족도 지수와 효율성 차원만족도 지수로 측정하였다. 양자 간의 관계 는 서울시 25개 자치구의 민원행정서비스를 대상으로 상관관계분석, OLS, HLM을 이용하여 검증하였다. 상 관관계분석 결과, 양자 간의 관계는 자치구 수준에서는 통계적으로 무의미하나, 개인 수준에서는 실질적인 관계의 정도는 약하지만 통계적으로 유의미한 것으로 나타났다. 반면, 회귀분석에서는 OLS와 HLM 모두에 서 객관적 성과가 종합만족도 지수와 효율성 차원만족도 지수 모두에 통계적으로 유의미한 양(+)의 영향을 미치는 것으로 나타났다. 본 연구의 결과는 개념적 부합성 부족, 자료의 집계화, 모형설정 오류 등이 양자 간 불일치를 유발한 원인이라는 이론적 주장이 타당하며, 양자를 결합한 종합성과평가 모형을 적용하여 공 공부문의 성과를 평가하는 것이 올바른 방향이라는 것을 시사한다. This study aims at producing more valid results of the relationship between the objective performance evaluation and the subjective citizen satisfaction by overcoming limitations of previous studies. Comprehensive satisfaction index and efficiency dimension satisfaction index are used as the measure of the subjective citizen satisfaction and the objective performance is - 960 measured by DEA efficiency scores. To examine the relationship between the two, this study performs correlation, OLS, HLM using data of civil affairs administration service of autonomous districts in Seoul. The results of correlation analysis show that the relationship between the two is not statistically significant when the unit of analysis is the autonomous district, but is significant when the unit of analysis is the individual citizen. The results of both OLS and HLM reveal that DEA efficiency scores have statistically significant effects on both comprehensive satisfaction index and efficiency dimension satisfaction index. The results of this study verify the theoretical assertion that the low conceptual congruence, data aggregation, and model specification error lead to the independence between objective and subjective performance indicators, and suggest that, in the public sector, it is reasonable to use the comprehensive evaluation model combining subjective and objective performance indicators.
