일제하 공립보통학교의 일본인 교원 임용을 둘러싼 논란

Abstract

이 글은 일제하 조선의 공립보통학교에 일본인 교원을 임용하는 문제와 관련하여, 당시 조선인 언론이나 학교비평의회, 부회 등에서 조선인 의원들이 이를 반대한 이유는 무엇인가를 다룬 것이다.첫째, 공립보통학교에 일본인 교원이 지나치게 많이 임용되었다는 사실이다. 1919년 이후 ‘3면 1교’정책으로, 1929년 이후 ‘1면 1교’ 정책으로 공립보통학교의 수가 크게 늘어나고, 1938년 이후에는 학급수가 크게 늘어나면서, 공립보통학교에 채용된 일본인 교원의 수도 크게 늘어났다. 1910~45년 사이 일본인 교원은 공립보통학교 교원의 27~48% 정도를 차지하였다.둘째, 공립보통학교에 임용된 일본인 교원들이 학력과 경력면에서 조선인 교원보다 우세한 고액 봉급자들이어서 학교비 재정에 부담을 주었다는 사실이다. 일본 본토에서 조선의 공립보통학교 교원으로 건너온 이들은 대부분 일본에서 사범학교를 졸업하고, 5~15년의 소학교 교원 경력을 가진 이들이 많았다. 따라서 이들의 호봉은 조선인 교원보다 높을 수밖에 없었다. 1910년부터 1945년 사이 조선인 초등학교의 일본인 교원의 충원 과정은 크게 세 시기로 나뉜다. 제1기는 1910년부터 1924년으로, 조선의 교원양성소와 경성사범학교 연습과 출신들로는 교원을 다 충원할 수 없었기 때문에 상당히 많은 수(약 70% 추정)의 일본의 사범학교 출신들이 교원으로 영입되었다. 제2기는 1925년부터 1937년까지로, 조선에서도 관립(경성, 대구, 평양) 및 공립(도립) 사범학교 보통과 졸업생들이 나오면서 이들이 신규 교원의 다수를 점하고, 소수의 교원들이 일본에서 영입되던 시기였다. 제3기는 1938년부터 1945년까지로, ‘초등교육확충계획’이 중일전쟁 발발 이후 급격하게 진행되면서 보통학교의 학급수도 크게 늘어났고, 이에 따라 매년 1천 명이 넘는 일본인 교원이 본국 영입자와 조선 내 관립사범학교 출신자로 충원되었다.셋째, 조선에 와 있던 일본인 교원들은 조선인 교원들과는 달리 가봉, 사택료, 벽지수당 등을 받고 있었다. 조선인 언론과 학교비평의회원들은 일본인 훈도와 교장들이 받는 ‘가봉’으로 인하여 과다한 인건비가 지출되고 있고, 이로 인하여 공립보통학교의 재원인 ‘학교비’에 큰 부담을 주고 있다면서, 일본인 훈도와 교장의 수를 줄이라고 요구하였다. 그러나 총독부는 일본인 교원의 수를 공립보통학교 교원의 30% 내외로 계속 유지하였으며, 1942년에는 48%까지 올렸다. 총독부가 조선 내 일본인 교원들을 판임관으로 임명하여 ‘가봉’의 특혜를 베푼 것은 일본의 식민지배의 궁극 목적인 ‘동화’를 위해서는 교육이 매우 중요하고, 일본인 교원은 그러한 ‘동화교육’의 첨병이라고 생각했기 때문이다. During the Japanese colonial rule, a large number of Japanese teachers worked for elementary and middle schools in Korea. In 1920s and 1930s, Korean journalists and Korean members of Council for School Expense opposed to the employment of Japanese teachers in public elementary schools. Why did they oppose to it? Firstly, the number of Japanese teachers in public elementary schools were too much. The number of elementary schools increased sharply as a result of ‘one elementary school per three myeons’ after 1919 and ‘one elementary school per myeon’ after 1929. As the number of classes significantly increased after 1939, the number of Japanese teachers working for the public elementary schools rose accordingly.Secondly, Japanese teachers received higher salary than Korean teachers, as most of them graduated from colleges of education in prefectures of Japanese main land, worked for elementary schools for 5 to 15 years in Japan, and then moved to Korea in the 1920s. Therefore they could get higher salary than Korean teachers.Thirdly, Japanese teachers who stayed in Korea were provided with benefits such as additional allowance, housing fare, and extra pay for working at an isolated area. Therefore Koreans demanded that the number of Japanese instructors and principals be reduced, arguing that personal expenses were exorbitantly paid due to additional allowance for the Japanese teachers, which put a heavy burden on the public elementary school finances. The reason why the Japanese Government-General of Korea provided Japanese teachers with additional allowance was that Government-General believed that education was vital in order to make all the Koreans assimilate with Japanese, the ultimate goal of the Japanese colonial rule, and Government-General considered Japanese teachers as the advance guards for the so-called ‘assimilation education.’ In spite of Korean’s opposition, the Japanese Government General of Korea continued to maintain the number of Japanese teachers at 27%~48% of the total public elementary school teachers until the closing days of the Japanese colonial rule.
