이주민 밀집지역 학교 교사가 경험하는 어려움의 성격: 개방체제 학교조직과 교사의 정치적 딜레마

Abstract

이주민 유입의 증가와 함께 국내에서도 거주지 분리(residential segregation) 현상을 동반한 이주민 밀집지역(areas of immigrant concentration)이 등장하고 있다. 이러한 밀집 현상은 학교뿐만 아니라 교사에게도 새로운 도전과 어려움을안겨준다. 이 연구는 이주민 밀집지역 학교 교사가 경험하는 다양한 어려움을 ‘정치적 딜레마’(political dilemma) 측면에서해석하고자 한다. 이를 위해 2016-17년에 수집된 교사 인터뷰 자료를 분석하였다. 연구 참여자는 전국 각지의 이주민밀집지역에 재직 중인 교사 25명이다. 수집된 자료는 의미연결망 분석(semantic network analysis)을 통해 요약된 후원자료와 함께 재검토되었다. 분석 결과, 교사가 경험하는 어려움은 학교 울타리 안팎의 다양한 요인과 복잡하게연결되어 있을 개연성이 높은 것을 확인할 수 있었다. 이들 요인의 상당 부분은 교사 개인이 직접적인 영향력을행사하여 통제하기 어려운 것들이었다. 이는 교사가 ‘개방체제’로서의 학교조직에서 경험하는 ‘정치적 딜레마’ 측면을드러내는 것으로 해석된다. 연구 결과를 바탕으로 향후 이주민 밀집지역 학교의 교육력 제고를 위한 정책적 시사점을논의한다. The influx of immigrants into Korea has given rise to immigrant residential concentration accompanied by residential segregation. This study sheds light on the challenges faced by teachers in immigrant neighborhoods from a political dilemma perspective. Interview data were gathered from a total of 25 teachers working in schools located within areas characterized by high levels of immigrant residential concentration.A semantic network analysis was used to analyze the data. The data showed that the difficulties were closely related to various school, home, community factors. These patterns suggest that the difficulties arise not only from pedagogical or intra-school challenges. Rather, the difficulties appear to emanate from administrative and outside-of-school factors. Considering that these factors are largely out of individual teachers’ control, these findings reveal the “political dilemma” aspects of the challenges in “open system” schools.
