수도권 1기 신도시의 관리 우선지역 선정에 관한 연구

Abstract

본 연구의 목적은 수도권 1기 신도시 46개 동을 대상으로 인구·사회, 산업·경제, 주택환경 등 다양한 변수를 고려한종합쇠퇴지수를 구축함으로써 동별로 쇠퇴가 심각한 관리 우선지역을 선정하는 것이다. 연구 방법으로는 도시의 쇠퇴에 영향을 미치는 인자를 도출하고 인자분석(Factor Analysis: FA)을 이용한 가중치를 부여하여 종합쇠퇴지수를 구축함으로써 동별 쇠퇴 정도를 파악하였다. 분석결과, 평촌신도시와 일산신도시는 도시 전체적으로 수용 가능한 수준의 쇠퇴양상을 보이는 것으로 판단되었으며, 분당신도시는 가장 쇠퇴하지 않은 지역으로 분석되었다. 반면 산본신도시와 중동신도시는 과반수의 지역이 쇠퇴지역으로 분석되어서 심한 쇠퇴를 겪고 있는 것으로 파악되었다. 이들 쇠퇴지역은 비교적 일관된 특성을 보이는데, 특히 인구구조적 특성과 경제적인 특성이 두드러지게 나타나고 있다. 이들 쇠퇴 지역의 경우 대체적으로 낮은 주택가격과 정체된 주택가격 변화율을 보이며 노인과 기초생활 수급자 등 경제적 기반이 약한 집단이 밀집한 지역이거나, 지역내의 경제활동기반이 취약한 특성을 보였다. 본 연구는 기존의 도시 쇠퇴에 대한 판단과 대응 방안이 광역적이고 일반적인것에 문제가 있음을 인식하고, 보다 정밀하고 상황에 맞는 도시쇠퇴 관리를 위하여 도시의 쇠퇴를 보다 세밀하게 파악함으로써 우선적으로 쇠퇴관리가 필요한 지역을 도출하였다는 점에서 연구의 의의를 갖는다.The purposes of this study are (1) to construct a comprehensive city-decline index considering various variables such as population, society, industry, economy and housing environment; and (2) to analyze 46 areas(dong) of 5 new town regions in Gyeonggi-do to select management priority areas based on more detailed criteria.The factors affecting the city decline were derived from and weighted by the factor analysis applied to construct the comprehensive decline index. The results of this study are as follows. Pyeongchon and Ilsan show some moderate decline in the whole city, and Bundang is analyzed as the least declining region among 5 regions. On the other hand, more than half of the regions were found to be suffering from the severe deterioration in the case of Sanbon and Jungdong.The declining areas show consistent characteristics of stagnant demographic characteristics and economic vulnerability.
