중소기업 정책패러다임의 전환에 관한 연구

Abstract

한국은 당면한 경제적 어려움을 극복하고 새로운 도약의 기회를 갖기 위해서는 그간 중소기업 정책을 수립하고 집행하는 기반이 되어왔던 근본 가정과 인식들의 변화가 필요하다. 역대 정부는 중소기업 문제를 해결하기 위해 다양한 정책을 개발하고 지원을 위한 자원배분을 높여왔음에도 불구하고 중소기업 문제의 개선이 어려웠던 것은 제도혁신을 통한 구조개혁의 노력이 부족했기 때문이다. 중소기업은 열등하고 취약한 영역이라는 인식이 고착화됨에 따라 중소기업 취업 기피현상이 확산되었고 이는 중소기업 인력난과 함께 창업의욕 저하의 원인으로 작용해왔다. 대기업 중시의 고용 없는 성장, 국민 소득 정체, 경제의 이중 구조 심화라는 근본적 한계를 돌파하는 핵심 동력으로서 중소기업 발전을 추진해야 한다. 그간 중소기업 발전을 가로막고 있는 불합리하고 불공정한 제도와 사회 구조를 개혁하여 정책지원의 효과를 높일 뿐만 아니라 중소기업이 자생적으로 발전할 수 있는 생태적 환경을 만드는데 집중해야 한다. 지난 반세기 동안 경제성장 과정에서 고착화 현상을 보이고 있는 재벌 대기업 중심의 폐쇄적 생태계의 개혁이 필요하다. 공정거래위원회가 제 역할을 할 수 있도록 제도혁신을 통하여 징벌적 배상제 확대, 불공정 행위에 대한 고발창구 확대, 유통업계와 가맹점 업계의 불공정 행위 감시 강화, 창업․중소기업의 기술보호 지원 강화 등의 실효성을 높여야 한다. 기술 스타트업을 활성화하기 위해서는 기술적 창의성이 보상으로 연결될 수 있는 확률을 높여 주어야 한다. 창업 후 단기간에 M&A를 통한 자금 회수를 통하여 2차, 3차 도전에 나서도록 하는 연속 기업가의 성공사례가 확산되어야 한다. 민간 투자 주도의 스타트업 생태계를 발전시킬 수 있도록 하는 투자지원 정책의 전환이 필요하다. 기술 스타트업이 글로벌 시장에서 경쟁력을 높일 수 있도록 IP(지식재산권)확보와 활용을 위한 정책 지원의 강화가 필요하다. 기업가정신의 활성화를 위해서 재도전 생태계의 개혁이 필요하다. 연대보증 제도의 개혁을 통하여 사업실패에 직면한 기업가가 개인 희생을 최소화하며 사업을 정리할 수 있도록 하여 재도전의 기회를 높여야 한다. 심사평가 시스템의 투명성, 전문성, 효율성 향성을 통해 정책지원의 효과성과 신뢰성을 제고해야 한다. 여러 부처에 분산되어 있는 중소기업 정책의 통합 조정과 지원성과에 대한 사후관리를 강화해야 한다.This paper discusses the change of fundamental assumptions and perceptions that have based the formulation and implementation of Korean SME policy in order to overcome the current economic and social problems and to make the opportunities for revitalization of Korean society. For more than the past two decades, Korean government has made much efforts to solve the problems of SME but could not accomplish the desirable outcome mainly because of lacking of institutional innovation to change the social structure that has allowed the practice of unfair trade among the companies, particularly between large corporations and SMEs. As a result of such prolonged customary practice, the SMEs have been considered as inferior and fragile sector, and recognized as low priority in finding job opportunity by the young generation. Currently, Korea is faced with the task of making breakthrough to resolve the problems of economic growth without job opportunities, slowdown of income growth, and dual structure of economy. Focusing on reforming the unfair economic structure and trade practice, the government should ensure the effectiveness of policy support for SMEs and development of viable ecosystem for the sustainable growth of SMEs. In particular, it is necessary to reform the closed ecosystem overly skewed to the Chaebol, Korean conglomerate, through banning unfair internal trade among affiliated firms which has blockaded the entry of SMEs into the market. Fair Trade Commission should play the proper role to straighten the unfair trade practices which have been prevalent in the market. To make more dynamic startup ecosystem, the government should increase the probability of realizing the reward for the innovative technology-based entrepreneurs and expand the M&A opportunities through providing tax incentives. Private sector should play more active roles in investing and growing the opportunity-motivated startups by changing the investment support policy. It is necessary to support the utilization of the intellectual property rights to ensure sustainability among global competition. In addition, the government should provide more opportunities for business failures to rechallenge through removing the obstacles that have hindered the efforts of restart after experiencing bankruptcy. Finally, through increasing the coordination and collaboration among related government sectors, the effectiveness of policy execution should be enhanced, particularly in evaluating and supporting the SMEs with high growth potentials.
