박근혜 정부의 통일정책과 시민참여 평가: OECD의 분석틀을 중심으로

Abstract

OECD 회원국들과 마찬가지로 한국에서도 1990년대 이후 시민운동의 성장과 정보통신기술의 발달에 힘입어 시민들의 정책참여가 법과 제도 그리고 정책 측면에서 확대되어왔다. 이러한 흐름은 정부의 독점 영역으로 간주되었던 통일정책 영역에서도 예외는 아니었다. 이 논문은 박근혜 정부의 통일정책 시민참여 실태를 분석하고 평가하고자 기획되었다. 이 논문은 연구 목적을 위해 OECD가 제시한 <정보제공>, <협의>, <적극참여>의 정책참여 유형을 분석틀로 원용하였다. 그 결과, 통일부가 시행하였던 방안들은 여러 가지 측면에서 OECD가 권고하는 기준에 미달하였던 것으로 평가되었다. 따라서 통일부는 향후 시민들로 하여금 충분한 숙고와 공적 토론을 토대로 통일정책과정에 참여할 수 있도록 쌍방향적인 <협의>와 정부-시민 간의 파트너십에 기반한 <적극참여> 관련 법과 제도 그리고 정책을 적극 모색할 필요가 있다.Citizen participation of Korea in policy making, like OECD member states, has also increased in multiple areas such as legislation, institution, and policy on the strength of growth of civic movement and advancement of information and communication technology (ICT) since 1990’s. This was no exception even in the area of unification policy which had been regarded as an exclusive domain of the government. This paper analyzes and appraises the policies, laws and system of citizen participation in regard to the unification during the Park Geun-hye’s administration. To do this, it makes use of the recommendation of the OECD for strengthening citizens’ access to information, consultation, and active participation as an analytical tool. As the result, it is accessed that the measures for citizen participation by the Ministry of Unification in the Park’s regime did not meet the standard the OECD recommends. Going forward, the Ministry of Unification needs to pay more attention to interactive consultation which is able for citizens to take part in the decision making process of unification based on sufficient deliberation and public discussion, and to push ahead with laws, system and policies in terms of active participation on a good partnership between the government and civil society.
