이슈관심주기모형을 적용한 관광위기관리정책의 정책변동 분석- 경주 9.12지진을 사례로 -

Abstract

본 연구는 2016년 경주 9.12지진을 사례로 이슈관심주기모형을 적용하여 관광위기에 대한 공중관심의 변화와 이에 따른 관광위기관리정책의 정책변동을 분석하는 데 목적을 두었다. 이론적 고찰에서는 관광위기관리정책과 이슈관심주기모형에 대한 관련 개념 정의가 이루어졌으며, 선행연구에 대한 검토가 이루어졌다. 연구설계에서는 이슈관심주기의 주기적 요인, 단계적 요인, 그리고 정책변동 요인을 분석하기 위한 기술적 분석 모형이 제시되었다. 연구방법으로는 사례연구법이 적용되었으며, 연구기간은 경주 9.12지진 발생 전후기간인 2016년 9월부터 11월까지 총 3개월간으로 설정되었다. 분석결과, 관광위기에 대한 공중관심의 변화는 일반형 생애주기의 특징을 보여주는 것으로 나타났으며, 공중관심의 단계적 변화에 따라 정책변동이 대응적으로 이루어진 것으로 나타났다. 이러한 결과를 바탕으로 관광위기관리정책에서 이슈관심주기모형의 적용에 관한 이론적 시사점이 논의되었으며, 관광위기관리정책의 효과적인 대응성 확보를 위한 실천적 방향이 제시되었다. This study aimed at analyzing the policy change of tourism crisis management policy based on the issue attention cycle model using the case of Gyeongju 9.12 Earthquake in 2016. The literature review covered the concepts of tourism crisis management policy, issue attention cycle model and the related precedent studies. For the research design, a descriptive analytical model was proposed. The case study method was employed and the study period was established from the September to the November of 2016. Major findings of the study revealed that the issue attention cycle of tourism crisis induced by 9.12 Earthquake of Gyeongju was appeared in a general life cycle form. In addition, policy change of tourism crisis management policy was occurred reactively according to the cyclical change of public attention. Based on the findings, theoretical implications for the research of tourism crisis management policy and its related practical suggestions for tourism crisis management policy were discussed.
