EU 신규가입국들에 있어 제도개혁이FDI 유입에 미친 영향에 대한 분석: 중동부유럽의 EU 신규가입국을 중심으로

Abstract

중동부유럽 EU 신규가입국의 외국인직접투자(FDI) 유입액은 EU 가입과 강력하고 지속적인 제도개혁 정책으로 급속히 증가해 왔다. 본 연구에서는 EU 신규가입국의 제도개혁이 FDI에 미친 영향을 분석하기 위해 먼저 EU 신규가입국의 경제실적, 제도개혁, FDI 유입의 변화추이를살펴본 후 모형을 설정하여 실증분석을 실시했다. EU 신규가입 10개국을 대상으로 1997-2013년 기간의 제도개혁, 시장 성장, 거시경제의 안정 등이 FDI 유입에 미친 영향을 선택된 고정효과 패널데이터 분석모형으로 분석했으며, 그 결과 제도개혁은 FDI 유입에 긍정적인 효과를 미친 것으로 나타났다. 특히 경제개혁과 규제의 질의 경우 추정된 계수의부호가 예상과 부합하게 나오고 통계적 유의성도 있어 FDI 유입을 결정하는 데 중요한 영향을 미쳤음을 알 수 있었다. EU 신규가입국은 체제전환 초기부터 EU 가입을 목표로 제도개혁을 적극적으로 추진하였고, 그 결과 EU 가입 이후에 FDI 유입이 가속적으로 증가한 것으로 설명할수 있다. 또한 시장 성장성 요인도 계수의 추정치 부호가 예상과 부합하게 나오고 통계적 유의성도 있는 것으로 나옴으로써 FDI 유입을 결정하는 데 중요한 영향을 미친 것으로 나타났다. 패널데이터 인과관계 분석법을 활용하여 EU 신규가입국에서 FDI 유입과 경제성장 간의 인과관계를 검정한 결과, FDI 유입으로부터 경제성장으로 통계적으로 유의미한강한 인과관계가 성립하였고 그 역방향으로는 유의미한 인과관계가 성립하지 않는 것으로 나타났다. FDI inflows of EU new-member states in the Central and Eastern European region have rapidly increased due to their governments’ intensive, continuous implementation of institutional reform policies and accession to the EU.This study, covering 10 transition countries, is to analyze the relations between institutional reforms, potentiality for market growth, macroeconomic stability and FDI inflows during the period of 1997- 2013. We focus on confirming if institutional reforms have exerted important impacts on FDI inflows in this region. This study is differentiated from other related studies in that we analyze the impacts of institutional factors as well as economic factors on FDI inflows in transition economies and that we use panel data analysis method, in which cross-sectional and time-series analytical methods are distinctively combined.We found that major institutional factors had positive and statistically significant effects on FDI inflows in this country group. Particularly, economic reforms and regulatory quality had important impacts on FDI inflows. And, potentiality of market expansion also had an important impact on FDI inflows.According to the result of the panel causality test, statistically significant, strong causal relation was found from FDI inflows toward economic growth in this region. No causal relation was found in reverse direction. We need to interpret this result cautiously that causal relation flows from FDI inflows toward economic growth, but not in reverse direction in case of EU new-member states in the Central and Eastern European region.
