스위스의 재난 및 지진 관리체계에 관한 연구

Abstract

우리나라의 재난·안전 관리제도를 효율적이고 선진전인 것으로 만들기 위해서 외국의 관련 제도를 면면하기 검토할 필요가 있다. 우리나라는 지진으로부터 안전한 지대가 아닐 수 있으므로 우리나라의 지진에 대비한 안전 관리제도를 선진화하는 데에 실제 지진에 대비한 안전제도를 효과적으로 운용하고 있는 나라들의 시스템을 꼼꼼하게 살펴보는 것이 중요할 것이다. 특히, 스위스의 지진에 대비한 일련의 제도들은 우리나라의 관련 제도의 개선에 중요한 정보를 제공할 것이다. 스위스의 재난 관리체계 혹은 제도에 대한 연구는 우리나라의 관련 제도 개선에 꼭 필요하다.스위스의 재난관리체계와 우리나라의 재난관리체계는 큰 틀에서 법제도적인 체계와 대응기구의 형태가 흡사하다. 그런데 스위스의 재난관리체계는 실제적으로 잘 작동되고 있다는 점에서 우리나라와 크게 차이가 있다. 우리나라의 재난관리체계의 개선과 발전에 꼭 필요한 스위스의 재난관리체계에서의 교훈은 ‘컨트롤타워’, ‘시간적(time-series)·동적(dynamic) 개선’, ‘조기경보 및 조기경고 시스템 중시’, ‘재난대응을 전문적으로 담당하는 군부대’, ‘상시 관리시스템’, ‘지진’, ‘재난 발생에 대한 실제적·현실적 국민체감’, ‘세분화된 위험 대응’ 등이라 할 수 있다.스위스의 지진 관리체계는 연방과 주(canton)로 나뉘어 있다. 스위스의 지방자치는 지방정부 수준에서 지방자치가 행해지고 있으며, 지진대응과 관련한 기존에 주(canton)가 보유하고 있는 권한의 일부를 연방정부로 일부 이양하려는 작업을 지속적으로 추진하고 있다.특히, 우리나라의 지방분권이 지금보다 강화될 때에 스위스의 재난과 지진에 대응하는 시스템을 참고하여야 할 것이다. 그 결과 다음 세 가지의 개선 방향이 도출되었다. 첫째, 우리정부는 우리의 실정에 맞게 지방자치단체에 보다 많은 권한과 책임을 이양하여야 할 것이다. 둘째, 지진과 그 밖의 재해 혹은 재난의 요소를 구별하여 이원화된 관리체계를 갖추는 것이 필요하다. 셋째, 재난에 대한 교육과 그 책임을 강화하고 재해로 인한 피해복구에 소요되는 물자와 장비의 원활한 조달을 보장하는 법규정을 도입하여야 할 것이다.In order to make Korea’s disaster and safety management system efficient and advanced, it is necessary to examine the related systems of foreign countries. Since Korea may not be a safe zone from an earthquake, it is important to thoroughly examine the systems of countries that effectively manage the safety system against earthquakes in order to advance the safety management system against earthquakes in Korea. In particular, a series of systems in preparation for an earthquake in Switzerland will provide important information for improvement of related systems in our country. Research on disaster response systems or systems in Switzerland is essential for the improvement of related systems in Korea.The disaster response system in Switzerland and the disaster response system in Korea are similar to the legal system and countermeasures system in the big frame. However, the disaster response system in Switzerland is very different from Korea in that it works well in practice. The lessons learned from the disaster response system in Switzerland, which are essential for the improvement and development of disaster response systems in Korea, include ‘control tower’, ‘time-series dynamic improvement’, ‘early warning and early alarming system’, ‘Military units specializing in disaster response’, ‘everyday management system’, ‘earthquake’, ‘realistic and realistic citizens’ feeling of disaster occurrence’, and ‘risk response’.The earthquake response system in Switzerland is divided into federal and state (canton). Local autonomy is being implemented at the local government level in Switzerland, and there is a continuing effort to transfer some of the authority held by the cantons to the federal government in relation to earthquake response.In particular, when the decentralization of our country is strengthened now, we should refer to the system that responds to disasters and earthquakes in Switzerland. As a result, the following three improvement directions were derived. First, the Korean government should transfer more authority and responsibility to local governments in accordance with our situation. Second, it is necessary to distinguish elements of earthquake and other disasters or disasters, and to prepare a dualized response system. Third, legal regulations should be introduced to strengthen education and responsibility for disasters and ensure the smooth procurement of materials and equipment for disaster recovery.
