영국 문화정책에서 나타난다양성(diversity)과우수성(excellence)의 문제

Abstract

최근 문화예술에 대한 사회적 가치가 증대되면서 문화정책에 대한 위상이 높아지고 있다. 그러나 문화정책에 대한 정부 개입과 권력으로부터의 독립성에 대한 논의는 아직 부차적인 문제로 다뤄지고 있다. 본고는영국의 문화정책을 통해 공공정책의 타당성과 접점은 무엇인지 고찰한다. 영국 문화정책은 ‘팔 길이 정책(Arm’s length policy)’이라고 불릴 정도로 문화예술 분야의 전문성과 정치적 독립성이 강조되었으나, 최근에는 정부구조와 성격에 크게 영향을 받는 경향을 보였다. 문화적 ‘다양성(diversity)’을 표방한 블레어 정부는 정부 개입을 통해 문화 접근성 확대와 민주적 가치 실현을 추구했지만, 문화정책을 남용했다는 비판을 받았다. ‘우수성(excellence)’을 특징으로 하는 캐머런 정부는 정부개입을 축소해 영국 문화자산의 우수성을 널리 알리고 지역사회와 시민의 자발적참여를 유도했지만, 문화예술 공간 및 사업을 위축시켰다는 평가를 받았다. 이처럼 정치적 중립성을 중요시하는 영국에서도 ‘우수성’과 ‘다양성’ 이라는 수사와 정치적 가치가 맞물려 문화정책이 남용되거나 부재하는형태로 반영되었다. 문화예술이 갖는 근원적 가치를 고려할 때, 문화정책의 독립성을 존중하고 정부의 개입기준과 적절성은 중요하게 논의되어야한다. With the recent increase in the social value of the arts and culture, the importance of cultural policy has ever grown. However, discourse on government intervention and independence from authority regarding cultural policy remain as secondary issues. Thus this study seeks to examine the validity and intersection of public policy through the case of the British cultural policy. The UK has highlighted the expertise and political independence insofar as its cultural policy is called as ‘an arm’s length policy’. Nevertheless, the recent trend shows that it has been greatly influenced by the government structure and character.Promoting cultural diversity, the Tony Blair administration seeked to increase accessibility of culture and to promote democratic values through government intervention, but was criticized to abusing cultural policy. The Cameron administration, which was characterized by its excellence feature, reduced government intervention and focused on promoting the UK cultural heritage and inducing voluntary participation of local community and citizens. In turn, it was criticized to have diminished the space and projects of arts and culture. Thus, even in the UK, where political neutrality is emphasized the abuse or the absence of cultural policy reflect the intertwined political values and rhetorics of ‘excellence’ and ‘diversity’. Considering the fundamental value of arts and culture, independence of cultural policy needs to be respected and the conditions and appropriateness of government interventions should be caefully discussed.
