공공데이터 활용 행정 촉진을 위한 거버넌스 모색: 영국의 ADRN 사례를 중심으로

Abstract

우리나라는 박근혜 정부 출범 이후 정부3.0이라는 정부 운영의 패러다임을 도입하였다. 정부는 이에 따라 각 부처에서 생산하고 있는 행정데이터를 국민들에게 적극 개방함으로써 민간에 의하여 보다 다양한 가치가 창출되도록 노력을 기울이고 있다. 또한 정부는 공공데이터법을 제정하고 국무총리실 산하에 공공데이터전략위원회를 설립하여 공공데이터 활성화 정책을 추진하고 있다. 그러나 공공데이터가 행정에 보다 적극적으로 활용되기 위해서는 공공데이터 개방에 초점을 맞춘 현재의 법규 및 거버넌스 시스템을 개선해야 한다. 영국은 데이터개방과 관련하여 모범적인 국가로 인정되고 있으며, 정부가 생산하고 있는 다양한 데이터를 정책연구에 적극적으로 활용하는 증거기반 정책을 수행하고 있다. 특히 ADRN(Administrative Data Research Network)이라는 거버넌스 체제를 통하여 정부, 대학, 연구기관이 긴밀히 협업함으로써 정부가 보유하고 있는 행정데이터를 연구과제에 제공하고 있다. 이 연구논문에서는 영국 ADRN의 운영방식과 거버넌스 체제를 살펴보고, 이를 통하여 우리 정부가 보유하고 있는 데이터를 효과적으로 행정에 활용할 수 있는 대안을 도출하고자 한다. 즉 영국의 ADRN 사례를 벤치마킹하여 데이터에 기반한 행정을 촉진시키기 위한 대안을 제시하고자 한다.In the wake of inauguration of President Park, Government 3.0, a new governmental operating paradigm, had been adopted as a way of opening the administrative data to the public to generate a variety of values useful for a society. To facilitate opening the public data, Korean government make the public data law and build the Public Data Strategy Committee within the ministry of government. However, current legal and governance systems has limitation for government agencies to widely use administrative data. We benchmarked the United Kingdom, which is renowned for opening government around the world. Especially, Administrative Data Research Network(ADRN), a network government system of government agencies, universities, and research organizations, is explored for a purpose of referencing a governance structure. Based on the ADRN, we suggest the three governance structures in order to share administrative data for a administrative purpose in Korea.
