협력적 거버넌스 관점에서의 자치구역 통합과정 분석: 청주시 사례를 중심으로

Abstract

이 연구는 우리나라에서 1991년 지방자치부활 실시 이후 줄곧 국가적 과제가 되어 온 자치구역 통합문제를 협력적 거버넌스의 관점에서 해결방안을 제시하고자 청주･청원의 통합사례를 대상으로 분석하였다. 결과적으로 자치구역통합 과정이 협력적 거버넌스의 이론적 관점에서도 잘 설명될 수 있을 뿐만 아니라 협력적 거버넌스 이론이 제시하는 성공조건들은 향후 우리나라의 자치구역통합 문제의 해결을 위한 유용한 시사점을 제시해 주고 있다고 판단된다. 이 연구의 결과로부터 도출할 수 있는 협력적 거버넌스의 관점에서 자치구역 통합문제의 원만한 해결을 위한 요인들은 다음과 같이 요약할 수 있다. 첫째, 주민과 이해관계자들이 함께 참여함으로써 목표가 설정되고 이에 대한 공감대를 형성하는 것이 필요하다. 둘째, 통합 논의가 상향적으로 주민으로부터 전개되는 것이 가장 바람직하다는 사실이다. 무엇보다도 지방자치단체의 구역에 대한 결정이야말로 주민이 갖는 자기결정권의 원리에 의해 결정되어야 할 가장 중요한 문제이기 때문이다. 셋째, 참여를 통한 공감대의 형성을 위해서는 관련된 정보에 대한 공개가 필요하다. 넷째, 공공문제의 해결을 위한 참가자들의 충분한 협의과정이 이뤄질 수 있어야 한다. 다섯째, 해당 사업의 추진으로 인해 지역사회 또는 주민들 개개인이 누릴 수 있는 효용과 혜택이 명확하게 규정됨으로써 사업에 강한 유인을 제공할 수 있다. 여섯째, 정부차원의 의지와 지원이 필요하다. 청주･청원 통합문제가 궁극적으로 성사될 수 있었던 데에는 그동안 다져온 시민참여의 기반위에 정부가 적극적인 인센티브와 지원책을 제시함으로써 주민들의 통합에 대한 적극적인 의사를 이끌어낼 수 있음을 보여주고 있다.This study is to analyze the consolidation process of local autonomous district in the view of collaborative governance focused on the case of Chung Ju city The result of this study shows that principles of collaborative governance can also explain the consolidation process of local autonomous district well. Concludingly, followings are the crucial points in order to solve the problems facing in the process of district consolidation. First, citizens’participation and consensus of the people are the key factors in the process of consolidation. Second, initiatives for the consolidation should be given to the citizens. Third, informations related to the matters should be given to the all participants so that they may choose and decide the matters by themselves. Fourth, the enough opportunity of discussions is necessary so as to find preferable solutions and reach to the desirable conclusions. Fifth, clearly defined and expected incentives and benefits to be given to citizens could expedite the consolidation process. Lastly, not only strong will of government for the consolidation but also legislative, institutional and financial support from central and local government are the important factors for the consolidation.
